HELD IN OFFICE OF BOARD
APRIL 5, 1961
Present: Mr. James M. Hall, Jr., Chairman; Dr. R. Bryant Hare, Jr., Dr. James H.
Smith, Dr. J. C. Knox and Mr. Earl C. Funderburk.
On motion by t1r. Funderburle, seconded by Dr. Knox, the minutes of the last meeting
were approved without reading; copies having been sent to the Board members. Carried.
At the request of the Health Director and on motion by Dr. Knox, the present staff
of the health department was re-employed for the remainder of the two year period.
(At the January meeting due to the absence of the Her.lth Director caused by illness,
the Board appointed the persolmel for an interim of ninety days). ~~tion was seconded
by Dr. Hare and carried unanimously.
The Health Director and the Nurse Supervisor requested the reclasc,ification of the
nursing position, made vacant by the retirement of Nurse Clifford Richardson, from
Public Health Nurse II to that of Public Health Nurse Supervisor I. Following a dis-
cussion of this request, motion was w.ade by Dr, Smith that the position of Public
Hualth Nurse Supervisor I be made in the dep<irtment. j.~tion was seconded by Mr.
Funderburk and carried.
Chairman Hall brought up the question of the health deparrment participating in a State
prDg~ ror the elimination of mosquitoes through drainage. Chairnnn Hall stated that
he had conferred with lrr. Usry, of the State Board of Health, on this matter and that
tiJere would be no conflict in the utilization of the County's dragline. j.rr. Usry said
there was a possibility that there would be no matching funds from the State this
fiscal year; however, if funds were still available and not allocated there WdS a
possibility that the State could match some of the work this year. Chairman Hall was
very anxious to get a project ,mich has already been approved by the drai.nage committee
located in the Ogden area started. A check of the finances of the Ihsect & Rodent
Control funds was given the Board. The Board decided that there WdS sufficient money
available to do this one project without setting a precedence for future projects.
Motion was made by 11r. Funderburk that up to $900.00 be assigned from the Insect and
Rodent Control funds and that the Board go on record ad approving the mosquito drainage
project in the Ogden area. }~tion was seconded by Dr. Smith and carried.
Dr. Knox who, at a previous meeting, had been requested by the Board to make some
investigation as to the availability of money for the purchase of additional polio
vaccine stated that he had not as yet been able to contact l~. Dorsey, but that pe
would make another attempt to find out if money is available for an increase of polio
vaccination program.
lliss Davis, Nurse Supervisor, mentioned the fact that the local Lions Club was
formulating plans in conjunction with the physicians to hold clinics for the detection
of glaucoma and would like for this department, particularly the nurses, to partiCipate.
The clinics are to be held at St. Andrews-Covenant Church. Approval of this cooperation
was given by the Board without forrral action.
The Health Director informed the Board that he thought it might be well for the members
of this department to attend the National Security Seminar to be held in Wilmington
May 8 - 19, 1961, and that hlO transferable civilian tickets be purchased by this
department. Members of the department vlill be given the opportunity of attending that
portion of the Seminar which relates to their particular field in public health. The
Board MiS in agreement with the sU(;,'estion.
