On motion by Dr. Knox, seconded by Dr. Hare, the minutes of the lAst mceting were
approved >Iithout reading; copies having been sent to the Board members. Carried.
The Health Director and Chaim.an Hall reported that some work had been done in
preparation for starting the drainage program in the Ogden area.
Ch:J.irman Hall brought to thc attention of the Board that the County Cor;"lissioners
had given bids for the purchase of fuel oil and gasoline including the purchases
made by the health department. This nntte<r needed no formal action by the Board.
The requf!sted budget for the fiscal year 1961-1962 >Ias presented to the Board for
its consideration. There w:ls a general discussion of the proposed budget and
questions were asked about certain changes shown in this budget. Chairman !Iall
stated that it is his feeling that additional emphasis should be given to the
development of the mental health program in this department. The ne" approaches in
public health must emphasize mental health and chronic diseases. Acute li1fectious
diseases in general have been reduced through sanitation, Lillaunization, antibiotics
and education to ,',tlcre they no longer constitute the major part of the health de-
partment IS rccp:msibility.

Following the general discussion of the budget, motion >~s made by Dr. Knox, seconded
by Dr. Hare, tllat the tentative budget as submitted be approved. Notion carried.
It l,as mentioned by Chairman !Iall that some difficulty was being experienced in the
health department laboratory due to insufficient current being available on account
of inadequate 1-firing in the Court House generally.
The condition of the building Olmed by the County and o.ccupied by the health de-
partment 1'/aS discussed. It was brought out that the building was in bad c.,mdition
so far as leaks, floors and ceilings are concerned. It ,JaS sugecsted that a" estirmte
of the cost of these repairs be ebt::dned and ::mbmitted to the County Commissioners
so that mone~i can be appropriated in the coraing fiscal year's budget for these needed
repairs.
Hiss Davis, lJurse Supervisor, reported to the Board that the health department in
cooperation \lith the Lion's Club had a very successful glaucorm. clinic, A total of
899 attenJed the clinic and up to this time fifteen (15) cases of glaucoma Here
found.
The two visiting nurses from the School of Public Hcalth, Chapel Hill, who are
spending t~iO months 1lorking in this department as a part of their school training,
attended the Board meeting as observers.
