RmULAR MONTHLY MEETING BOARD OF HEALTH
HELD IN OFFICE OF BOARD

Present: /41'. James M. Hall, Jr., Chairman, Dr. James H. Smith, Dr. William H.
Wagoner, and Dr. J. C. Knox.
Two representatives from Southern Bell Telephone and Telegraph Company were pre-
sent for this meeting to diseuss more telephone serviee into the Health Department.
Dr. James H. Smith made a motion that Dr. Davis make a eheek and bring reeommenda-
tions to the Board for either a switehboard or an additional line. Dr. Wagoner
seeonded this motion and it was earried.
Mr. W. H. Cranford reported that there was a vaeaney in the Sanitation Department.
He stated that he had interviewed men for the position, but so far had not employed
a Sanitarian to fill this vaeaney.
Mr. Cranford also reported on the aecident of /41'. Meshaw, who was operating the
drag1ine. He also stated that the physieian for Mr. Meshaw said that it would pro-
bably be ninety days before Mr. Meshaw would be able to return to work. Chairman
Hall suggested to Dr. Davis that he might turn in mediea1 bills to Mr. T. D. Love
for expenses for Mr. Meshaw. By eanmon eonsent, it was suggested to Mr. Cranford
that he engage Mr. Ray fditehell to eome on the drag1ine job for five hours per day
in the absenee of Mr. Meshaw.

Dr. Allen of the Mental Health Center, presented a "Suggested Fee Sehedu1e" from
the North Carolina State Board of Health. A general diseussion on fees for Mental
Health patients followed. Dr. Knox made a motion that Dr. Allen set up a fee
sehedu1e for Henta1 Health Serviees. Dr. Wagoner seeonded this motion and it was
earried. It was also suggested that Dr. Allen mail a eopy of his fee sehedu1e to
physicians in outlining oounties, also eopies to ministers of the Ministerial Asso-
ciation.
Dr. Allen stated that the Mental Health Center began its "After Care Clinie" on
September 19, 1962. Dr. James F. MeMi1lan saw patients from 9:00 to 12:00 O'eloek.
He also stated that the Mental Health Center reeeived donations of $400 from the
Hospital Auxiliary and $200 from the Mental Health Assoeiation, to be used for drugs.
He also said that he would like to seek approval from the New Hanover County Commis-
sioners to start a rotating fund to buy drugs, with fees eollected from patients.
Dr. Allen reported that he would go to Quincy, Massaehusetts for "Observation of
Mental Health Aetivities" next week. He has an appointment with a social worker
in Massachusetts to diseuss her taking a position with the Mental Health Center.
There being no further business, the meeting adjourned.
