MINUTES OF THE BOARD OF HEALTH Rl'1:HJIJlR MEETING - Nay 3, 1967

Present: Dr. J. W. Hooper, Chairman, Dr. J. C. Knox, Dr. James Smith, Dr.
'-- William Wagoner, Dr. James Tidler and Attorney Bradford L. Tillery
l-linutes of the March 1st meeting were approved by motion of Dr. Smith, seconded
by Dr. Knox.
Budget: The budget for 1967-68 had been aailed to the Board members earlier for
study. Dr. Smith made the motion, seconded by Dr. Knox that the budget be approved
as presented. Notion carried unanimously.
Transfer of Funds: Permission was asked to transfer $1,040.60 from contingent
to the following: Travel $750.00, Water Plant Lab $90.00, TB & X-ray $125.00,
Ninor Maintenance $50.00, Insurance & Bonds $25.60. Notion was made by Dr. Knox,
seconded by Dr. Tidler that permission be granted. }fution carried.
Home Health Service Program to be Used as Demonstration Project: }!iss A. Lou
Davis, Director of Nursing, told the Board that the State Board of Health would
like to use the New Hanover County Health Service Program as a Demonstration
Project for the Eastern Part of the State. Nurses and Clerical Personnel from
other counties planning to enter the Home Health Nursing Service Program will
come here to observe. Since no money is involved it was agreed that no motion
was necessary.

Special Project Budgets: Dr. Wagoner made a motion that Special Project Budgets
be presented with the City and County supported budget. This was seconded by
Dr. Smith. !'lotion carried. This is already being done in the Final Annual
Budget but copies will be sent to Board Members through the mail as a supplement
to the approved budget.

Tuberculosis Control Project: The Tuberculosis Control Section of the State
Board of Health will furnish us with one nurse and one clerk for a Special
Project. This was presented to the Board and approved on motion of Dr. Wagoner,
seconded by Dr. Tidler.
Milk Ordinance: Dr. Knox made the motion that the }!ilk Ordinance for 1965,
as reconnnended by U. S. Public Health Service, be approved for New Hanover County.
Dr. Tidler seconded the motion. fution carried.
fubile Home Ordinance: Dr. Wagoner made the motion that the Health Department,
with Dr. Davis as the enforcing officer (or someone appointed by him), act as
the enforcing agency for the local Nobile Home Zoning Ordinance which was passed
by the County Connnissioners. The motion was seconded by Dr. Smith. Motion
carried.
There being no further business the meeting was adjourned.
