Present: Dr. J. il. Hooper, Chairman, Dr. J. C. Knox, Dr. James Smith,
Dr. \filliam Wagoner, and Attorney James Fox

Hinutes of the March 27 and April 3 meetings were approved by motion of Dr.
Knox, seconded by Dr. Smith.
Budget: The Tentative Budget request was mailed to Board }~mbers on April 25
in which NOrIT~l }~nge ,ms requested for salaries and other requests based on
last year's expenditures. After considerable discussion, Dr. Wagoner made
the motion that we request a one-step raise for all employees, that we use
-2 as the base, and that vIe request an aIilOtlllt of money equal to one-half of
a step raise to be used for merit increases on January 1, 1969 on request
and recommendation of the Public Health Adnrinistrator to the Board of Health.
Dr. Knox seconded this motion. hot ion carried. (This will place our nurses
and bacteriologist at -2, our sanitarians at -1, Director of Sanitation
Activities at +1, clerks and other lab people on Normal range.)

iA Hedical Consultation Fee of $2,000.00 was added to the Other Expenses section
of the budget. It was felt that this was needed since we would have an Admini-
strator instead of a Health Officer.
In discussing the Tuberculosis Special Project Budget, it was the feeling of the
Board that the fee for Dr. }illcKay should be left at $1,200.00 instead of the
requested $1,800.00. This budget was approved with this one exception.
The Home Health Service, Chronic Disease Budget was approved as presented.
Dr. Hooper asked that the Board be furnished a quarterly report of money in
Buildine & Loan collected from fees.
The Insect and Rodent Budget and Drainage Budget were approved as presented.
Acting Health Director: After discussion of a fee for the services of Dr. Knox
as Acting Health Director, Dr. Hooper made the motion that Dr. Knox bill the
Health Department for time spent in this capacity since April 1, 1968, and that
we pay him from Contingent at the rate of $20.00 per hour. Dr. ilagoner seconded
the motion. (Dr. Knox removed himself from the discussion and vote) Motion
carried.
School Dentist: Dr. Smith brought up the question of a school dentist for next
year and was instructed by the Board to make arrangements with the State Board
of Health for the services of a dentist. lQso, Dr. Wagoner made the motion that
this Board request the Summer StUdent Program again this summer and that we write
a letter to Dr. Alex Pearson, iI. C. state Board of Health, asking that this
program be approved again this year. (written }illy 3, 1968)
Truck for Drainage ProgrBJll: Hr. Cranford asked permission of the Board to use
some matching drainage funds from the State Board of Health to purchase a pick-up
truck. Hr. Cranford vIaS advised by our attorney and the board that bids would have
to be taken for this in the sBJlle manner as other county purchases. Dr. &nith made
the motion, seconded by Dr. Wagoner that he proceed with the bids and the purchase.

Se"erage from B & 'Ii: Hr. Cranford brought to the s.ttention of the Board that the
B & '1J Boiler Plant has asked permission to tie into an old sevmge line that dumps
into the river. (No one claims this line - it ,!as possibly put here during
Horld v'Jar II.) It was suggested that probabl~T the State Stream and Sanitation
Department vlOuld have more legal control over this dumping of raw sewerage into
the river than we do. }~. Cranford will contact these people and see if it is
possible to do a survey on the disposal systenlli of industry in the county, and to
see ,,>hat can be done about this particular situation. }1r. Cranford vall have a
report for the Board at the next meeting.

Minutes of the Special Called Meeting of the Board of Health, 5/21/68
A special meeting was held to interview Mr. Stephen G. Yovanovich
by members of the Board of Health, for the position of Administrator
of Public Health for New Hanover County.
After the interview was concluded, a motion was made by Dr.
Wagoner to authorize Dr. Hooper to offer Mr. Yovanovich $13,008.00
plus his moving expenses for this position. The motion was seconded
by Dr. Smith and passed.
