MINUTES OF BOARD OF HEALTH MEETING - April 8, 1970
Present: Mr. J. Van. B. Metts, Jr., Chairman, Dr, James Smith, Dr. James
TidIer, Mayor L. M. Cromartie, Dr. Frank Reynolds
Minutes of March 4 meeting were approved.
Do~ Warden's Report: The dog wardens have been making monthly reports on dogs
picked up, destroyed, etc. Dr. Knox gave these reports to the Board. The number
has increased every month.
Revoke Mobile Home Ordinance: Dr. TidIer made the motion, seconded by Mayor
Cromartie, that the Board of Health revoke its County Mobile Home Ordinance.
The County Commissioners have adopted a new Mobile Home Ordinance for New
Hanover County. Motion carried.
Percolation Test Bud et: For some time now it has been under consideration that we
hire a man Sanitarian I or equivalent) to make percolation test in the County.
This would be financed by making a charge for this service. A budget was presented
to the Board for salary, equipment, etc. and a fee of $20.00 per test suggested.
Motion was made by Mayor Cromartie, seconded by Dr. Smith, that we adopt this
budget and begin making these test in one month.
Easement Contract: Mr. James Fox, County Attorney, has drawn up a contract for us
to use for easements for drainage in the county. Mayor Cromartie made the motion,
seoonded by Dr. Smith that we adopt this contract for use. B0tion carried.

Supervisor for Drainage Program: Permission was asked of the Board to increase
the salary of a vacant position on the Drainage budget so that we might employ
someone to supervise the Drainage Program, Mr. Metts said he felt that before
this was done we should go back to the Commissioners regarding an extra dragline
for New Hanover County, Dr. Knox was asked to come to the Commissioners Meeting on
April 20 to discuss the need of another dragline. Mayor Cromartie made the motion,
seconded by Dr. TidIer that the salary in question be increased, contingent on Dr.
Knox meeting with the Commissioners, Motion carried.
Resi~nations: Two letters of resignation were read - Mr. L. R. Schnibben, Assistant
Plumbing Inspector, resigned because of his health and Mr. William L. Morton, Sani-
tarian I, resigned for higher wages elsewhere.
Use of Mace by Nurses: Copies of a letter from the Attorney General, concerning
the use of Mace by our nurses, were given to the Board. The Board interprets the
letter to say that it is permissable, and went on record as approving the use of
it, unless our County Attorney interprets the letter to say that we cannot. Mayor
Cromartie made this as a motion, seconded by Dr. Smith, motion carried.
Laboratory: Dr. TidIer and Dr. Smith were asked to serve as a committee to investi-
gate our charging for certain tests in the laboratory. Dr. Knox will check to see if
Medicare and Medicaid can pay for lab work in our Laboratory.
There being no further business, the meeting was adjourned.
