Meares Harriss, Mr. Ed Carter and Attorney James Fox - Minutes of the March meeting were approved as presented. Percolation Test: Dr. Knox had sent copies of his recommendations regarding the suggestions from the surveyors at the March meeting. He recommended that the policies of the Health Department remain as they were except that "The Health Department may permit a registered surveyor to make the percolation test if the Health Department personnel is unable to perform the test within one week following request exclusive of week-ends or holidays." Dr. Reynolds made the motion that the board endorse Dr. Knox recommendations as presented. Mr. Carter seconded the motion, motion carried. Mr. DoBo: Mr. Bill DoBo appeared before the board with several requests. 1. He asked that the results of all water samples taken on his systems be mailed to him instead of reported by phone. All present agreed that this was no problem and that copies would be sent to anyone requesting them. Presently the person is only notified if the water sample is bad. 2. He asked that all the lines to new houses hooking onto water systems be clorinated and flushed. He stated that he is now installing check valves at his own expense and for his own protection. Dr. Smith suggested that Dr. Knox take a further look at the value of check valves and the clorinating of new lines and give the board his recommendations at the next meeting. ~ . 3. Mr. DoBo then told the board that he had recently cut off the water to several houses because of the people not paying their bills. He stated that these people were threatening to hook up to shallow wells in their yards which have been used for irrigation purposes. He asked that the Board require all wells regardless of use to be tested because of cross connections and because people eventually drink out of some of these wells. At present there is no code covering irrigation wells. Suggestion was made that Dr. Knox write to the State Board of Health and to some of the counties who might have similar problems to see what they are doing and what is recommended. Plumbing Codel The Commissioners still have not heard from the Building Code Council re their plumbing code. Transfer of funds: Dr. Knox asked the board to request the Commissioners to transfer funds from health surplus to operating fund in the amount of $1,625 to cover certain items that will go over amounts budgeted for year. Dr. Reynolds made the motion that the board request these funds to be transferred, seconded by Mr. Carter and carried. There being no further business the meeting was adjourned.
