MINUTES OF BOARD OF HEALTH MEETING - May 5, 1971

Present: Dr. Heyward Bellamy, Chairman, Dr. James Smith, Dr. James TidIer,
Dr. Frank Reynolds, Mr. Ed Carter, Attorney James Fox
Minutes of the April 7 meeting were approved.
Check Valves: Dr, Knox had been asked at the last Board Meeting to check with
other counties and the State Board of Health re check valves for community
water systems. Before this was done, Mr. Meares Harriss, Chairman of the County
Commissioners, called a meeting of various agency representatives to discuss the
subject. He appointed a committee to study this and to give recommendations.
It was recommended that action by this board be deferred pending this report.
Irri~ation Wells: The question again came up as to whether or not we should
require irrigation wells to come under the same requirement as wells used for
water supply. It was brought to the attention of the Board that the State Board
of Health is drawing up rules and regulations governing these wells and it was
decided that we sould wait until this was finished before taking any action.
New Board Members: Dr, Bellamy told the Board that the ex-officio members of
the board had been requested by the Board of County Commissioners to appoint
two additional members to the Board of Health, Since Mayor Luther Cromartie
and Mr. Meares Harriss were not present no action could be taken on this item

Budget: Copies of the 1971-72 budget had been mailed to each Board Member. Dr.
Reynolds made the motion seconded by Dr. TidIer that an amount be included in
the budget for the Capital Reserve Fund that we have requested the Commissioners
to set up. An amount of $100,000 was suggested. The motion carried. It was
decided that Dr. Bellamy, after talking with Mr. Perry Shepard, County Auditor,
would decide if the $100,000 figure was in order, After one other minor adjust-
ment to the Biological item in the suggested budget, Dr. TidIer made the motion
that the budget be approved. Mr. Carter seconded the motion - motion carried.
Dr. Reynolds made the motion that we use any money left in this year's biological
fund to buy meaSes vaccine since the State Board of Health can only furnish us a
limited amount. Dr, TidIer seconded the motion. Motion carried.
Plumbing Code: Mr. Carter made the motion, seconded by Dr. TidIer, that we
repeal the Plumbing Code adopted by the Board of Health on May 6, 1970, recorded
on page 513 of the minutes of the Board of Health. The County Commissioners have
received approval of their code from the Building Codes Council.
There being no further business, the meeting was adjourned.
