MINUTES OF BOARD OF HEALTH, December 1, 1971
Present: Dr. Heyward Bellamy, Chairman, Dr. Frank Reynolds, Mr. H. A. Marks,
Dr. James Smith, Mayor B. D. Schwartz, Mr. John Oxenfeld, Mr. Meares
Harriss, Jr. and Attorney James Fox

Minutes of the November meeting were approved by motion of Dr. Smith, seconded
by /Ii.r. Marks.
Well Re~ulations: The well regulations proposed by the Water and Air Resource
Department were again discussed. There had been correspondence between Dr. Knox
and Mr. George Pickett of the Water and Air Resource Department but nothing had
been resolved. It was suggested that Dr. Knox write a letter to the State Board
of Health pointing out the difference in their regulations and these regulations
proposed by Water and Air Department. Our Board is especially concerned about
the number of feet required for grouting a well since our water table would not
allow this. Mr. Fox will also call Mr. Pickett and talk to him about the regula-
tions. Mr. Marks made the motion, seconded by Dr. Reynolds, that after the
problems are resolved that Dr. Knox and Dr. Bellamy handle the administrative
decisions. Motion carried.
Transfer of Funds: Permission was asked to transfer $500.00 from Contingent
to Public Health Meeting item in the budget. Motion was made by Mayor Schwartz
seconded by Dr. Reynolds - motion carried. A letter will be written to the
Commissioners requesting this transfer.
New Quarters: Mr. Marks and Mr. Herb McKim had been to the Medical Care Commission
in Raleigh with plans for renovating the old James Walker Memorial Hospital Build-
ing to house the Health Department. They were advised that two acres of land would
have to be dedicated for this purpose and that we could also get 40% on new equip-
ment to be purchased for the new quarters. A contract was presented for the Board's
approval of an architect for the project. At this point questions were raised as
to whether the building at JWMH would be adequate - would it meet future needs -
will all the County offices eventually be in this vicinity - is this where the
Health Department should be - etc. Dr. Smith stated that he was in favor of stay-
ing in the present building until an adequate building can be provided. Question
was raised as to the safety of this present building. Dr. Smith then suggested
that Dr. Knox get the roof fixed so that the water level on the roof of the building
would ~ot be dangerous. Mr. Marks stated that he feels the location at JWMH would
be better than at the new hospital because we could serve the people where they live
instead of their having to get transportation to the new hospital grounds. Dr.
Reynolds asked the question - are we going to be able to get professional people to
go into such an area to work. He also stated some of the changes that have taken
place in the health field and said that he feels it would be a mistake to put the
Health Department headquarters in the JWMH building. He stated that we could have
satelite clinics in the different areas to take care of the people wherever they
live. He also feels that if we wait a year or two that more federal money would be
available for health purposes and that possibly we could get more financial aid on
a new building.
Dr. Reynolds made the motion that we wait until all members of the Board of Health
are present to take a vote on the matter. This was seconded by Mayor Schwartz.
Motion carried.
Mr. Marks stated that he would like for us to proceed with Medical Care Commission
...~ and stated that this would not bind us in any way. Mr. Oxenfeld stated that we
need to get an evaluation by Medical Care Commission on our needs. It was agree-
able with the Board to proceed with the next step.
CDSSD
It was decided that a special meeting would be called with nothing else on
the agenda except Quarters for the Department. Mr. McKim will be asked to
be present to answer questions. Mayor Schwartz suggested that before this meeting
each member of the Board go through the building in question. Mr. Marks also
suggested a tour of the Social Services Building.
There being no further business the meeting was adjourned.

PUBLIC NOTICE
In accordance with the provisions of North Carolina General
Statutes 130-17, notice is hereby given that the Board of Health
of New Hanover County has adopted Rules And Regulations Requiring
Plumbing Installations To Be Made By Journeyman Plumbers And Licensing
Of Journeyman Plumbers.
Notice is further given that a copy of the said Rules
And Regulations Requiring Plumbing Installations To Be Made By
Journe~nan Plumbers And Licensing Of Journeyman Plumbers are
posted on the door of the New Hanover County Courthouse and that
copies are on file and available for inspection in the office of
the Board of Health. This code will be enforced commencing
December 1, 1971.

RULES AND REGULATIONS REQUIRING
PLUMBING INSTALLATIONS TO BE MADE BY JOURNEYMAN
PLUMBERS AND LICENSING OF
JOURNEY~~N PLUMBERS
The following rules and requlations are adopted by the
Board of Health of New Hanover County.
section 1. Journeyman plumber is a person skilled or
trained in the installation of a plumbing system in commercial or
residential properties; and shall have in his possession a valid
license iS3uec. 01' the :;m; Hanover County Plumbing Examining J:loard
and/or a valid license from another county in North Carolina or from
another State. A license may be issued to 3. journeyman plumber
without examination if he possesses a certificate stating that he
has co;r'pleteJ successfully a course of training in plulnbing offered
by Cape Fear Technical Institute or such certificate issued by
another Institute (Technical) approveJ by t;,e ;)Iorth Carolina Board
of Education.
Section 2. All plumbing installations in the City of
Wilmington anu the County of Ne.l Hanover in new buildings or altera-
tions of existing plumbill'j of major proportion shall be made by,
or supervised by a journeyman plumber.
Section 3. Board of plwnbing Examiners shall consist of:
one master plumber, one journeyman plumber, one general contractor,
one professional engineer and the plumbing inspector of the
Health Department.
Section 4. Examinations shall be given at least twice a
year, March 1 and September 1.
(1) Application for examination shall be made thirty (30)
days prior to examination.
(2) Examination shall consist of a written and oral
examination.
(3) Any or all of examination ~ay be waived if in the
opinion of the Examining 30ard the candidate provides
proof of recent graduation from an approved Technical
Institute or a recent valid license from another
county or state testifying as to his efficiency
in installation of plumbing systems.
(4) Examination fee for plumbing license shall be Ten
($10.00) Dollars.
(5) Renewal of license - each 2 years. Fees for
renewal - $3.00.
(6) This license may be revoked by the Examining Board
at any time the individual fails to comply with the
plumbing regulations.
section 5. Any person who shall violate the provisions of
these rules and regulations shall be guilty of a misdemeanor, punishable
by a fine of not more than $50.00, or imprisonment for not more than
thirty (30) days, in the discretion of the court, and provided by
section 130-203 of the General Statutes of North Carolina.
Section 6. These rules and regulations shall take effect
on the first day of December, 1971.
