HomeMy WebLinkAbout01/05/1972 -.,.- v.. otl5SI MINUTES OF THE BOARD OF HEALTH MEETING - January 5, 1972 Present: Dr. Heyward Bellamy, Chairman, Dr. James Smith, Dr. Frank Reynolds, Mr. H. A. Marks, Mr. John Oxenfeld and Attorney James Fox Minutes of the November meeting were approved by motion of Mr. Marks, seconded by Dr. James Smith. Expired Term on Board of Health: Dr. James Smith's term on the Board expired at the end of December. Since Dr. Bellamy was the only ex-officio member present, he asked Dr. Smith if he would serve another four year term. Dr. Smith consented to do so. A vote will be taken at the next meeting to ratify this appointment. Well Regulations: Copies of a letter from Mr. George E. Pickett to Mr. Fox were furnished each Board Member. This letter stated that provisions were made in the Water and Air Resources Well Regulations whereby the twenty feet of grout could be waived. Also Mr. Pickett offered someone from his staff to come down and meet with the Board to answer questions concerning the regulations. Dr. Knox recommended that we continue to enforce the State Board of Health regula- tions and let the State Board of Health and Water and Air Resource Departments work out the differences. Mr. Fox stated that there is no need to adopt the State Board of Health Regulations since we are their enforcing agent. Mr. Fox suggested that we accept Mr. Pickett's offer to send one of his staff members down to explain their regulations to us and point out where it differs from the State Board of Health regu- lations. After this is done then we can decide for sure which would be best for our area. Everyone seemed to be in agreement with this suggestion. In the meantime we will keep on enforcing the State Board of Health Regulations. ~. . Lot Size: Recently the Department has had several request to put duplex homes on single lots which has caused quite a bit of controversy. Mr. Fox drew up a resolution amending the ordinance adopted by the Board of Health on March 6, 1957 for the Board's consideration: , . ....- RESOLVED, that the third paragraph of the ordinance adopted by the Board of Health on March 6, 1957, be amended to read as follows: "- -}. ~ "The minimum lot area per single family unit shall be fifteen thousand (15,000) square feet if both well and sewerage disposal system are to be provided, and ten thousand (10,000) square feet if a public water supply is available and only the sewerage dis- posal system must be provided. The minimum lot area for multiple family units shall be that heretofore set forth multiplied by the number of family units who are to use the lot. Notwithstanding anything contained herein to the contrary, a smaller lot size may be accepted at the discretion of the Health Officer or his authorized agent: provided it meets the necessary sanitary qualifications as to water supply and sewerage disposal." Dr. Reynolds made the motion that the Board adopt this ordinance as written. Motion was seconded by Mr. Marks and carried. Elimination of Health Certificate for Food Handlers by State Board of Health: A letter was furnished from Mr. Marshall Staton, Director of the Sanitary Engineering Division of the State Board of Health, stating that the State Board of Health had rescinded the health certificate requirement for food handlers. Dr. Knox stated that he is opposed to this action - that we find cases of Venereal Disease and Tuberculosis in these people and he recommended to the Board that we adopt a local ordinance re- quiring Health Certificates for food handlers. Mr. Fox suggested that Dr. Knox furnish C'GSS2 552 him a copy of the State Ordinance and he would draw up an ordinance to be adopted at the next Board of Health meeting. ~ . Revised Rules and Regulations Governing the Disposal of Sewage from any Residence, -.J Place of Business or place of Public Assembly in North Carolina: Dr. Knox pointed out to the Board, for information purposes, that these rules and regulations had been revised by the State Board of Health on October 28, 1971 so that closer control could be had on the collection and disposal of sewage. Again no action was necessary by the Board since we enforce this as an agent of the State Board of Health. New Quarters: Mr. Marks reported that Mr. McKim has all the information together for the Medical Care Commission and hopes to get an appointment with Mr. Henderson next week to present it to him. ' Information Item: Dr. Bellamy reported that three active cases of Tuberculosis had been found in the schools and that the classes involved would be given skin tests.
