A. Marks - Minutes of the March 8 meeting were approved by motion of Dr. TidIer, seconded by Mr. Carter. Well Re~ulations: A letter had been sent along with proposed well regulations to all well drillers in the county asking for comments. There were no replies to any of the letters. Mr, Carter made the motion, seconded by Mr, Oxenfeld that we adopt these well regulations as drawn up by Mr, Fox. A copy of the legal notice which was posted and a copy of the regulations are attached to these minutes. Motion carried unanimously. Bu~et for 1972-7). Copies of the proposed budget had been mailed to the members of the board for study. After discussion of several items, Mr. Oxenfeld made the motion, seconded by Dr. TidIer, that the budget be adopted as presented. Motion carried unanimously. NCPHA Meeting. Dr. Knox announced to the board that the NCPHA will meet in Wilming- ton this fall. New Quarters. Dr. Knox reported that two meetings have been set up concerning the new building I one with the architect, Mr. Boney, and one with Mr. Bowden, Mr. Wilson and Mr. Morrison, concerning the land. .... This_____ __m____m_day oC____ _____ ___________ __m__________________m______' HI-_n____. -----------------------------------------------Ci;;-k-~Ts;p~;ior Court ,../' 'ill ORDINANCE GOVERNING THE CONSTRUCTION OF WELLS AND PRIVATE WATER SUPPLY SYSTEI1S HITHIN NEW HANOVER COlmTY Be it ordained by the Board of Health of New Hanover County: In order to provide private water supply systens which will assure adequate supplies of safe and palatable water, which will be reason- able, durable, and economic in operation and maintenance, and which shall be located and constructed so as to avoid contamination by any existing sewage disposal systen, the following regulations shall govern private water supply systems constructed in New Hanover County: 1. Each well hereafter constructed in New Hanover County shall be chlorinated. 2. Existing wells in New Hanover County must be chlorinated when directed by the Board of Health. 3. A sample of water from each well hereafter constructed in New Hanover County shall be tested by the Board of Health. 4. Standard weight Schedule 40 galvanized pipe must be installed in each well to a depth of not less than 30 feet. 5. The annular space outside the casing of each well shall be filled with a water-tight cement grout or clays with similar sealing pro- per ties from the surface to a minimum of 10 feet below the ground surface. 6. The aforesaid casing shall be surrounded at the ground surface by a 4 inch concrete slab extending at least 2 feet in all directions. 7. No well shall be located within the foundation walls of any building or dwelling. 8. Wells shall be located at least 10 feet from property lines. 9. Wells shall be located at least the distance from the sources of pollution shown helO'I. These distances may Ie increased by the Board of Health when site conditions warrant. .~ 10. Each well shall be constructed to allow the pump to be easily placed and to function properly. 12. All wells shall be constructed with ,niter-tight casing from a point several feet below the water in the well at the time of maximum draw down or from an empervious strata if one exists above the water bearing formation to a safe elevation (at least 6 inches) above the concrete slab at the ground surface or with offs~t wells to a safe elevation (at least 6 inches) above the pump floor. 13. All wells shall be terminated above ground, except as recommended or approved by the Board of Health. 14. The pump suction line from an offset well shall be protected from shallow ground water by encasement in another pipe of approved material or by four to six inches of concrete. IS. A well casing shall not be used to convey water except under positive pressure. 16. A separate drop pipe shall be used for the suction line. 17. w~en sand or silt is encountered in the water bearing forna- tion, the well shall either be gravel packed or a strainer or screen with properly sized openings shall be installed and fastened to the well piping to permit removal for repair or replacement. 18. A well shall be developed, pumped, bailed or blown off until the water pumped from the well is free from sand or gravel. 19. The upper opening of a well casing shall be sealed to prevent the entrance of surface water. 20. Where a breather is provided for a well, the breather install- ation shall be watertight and shall extend the highest probable level that surface water may rise. The open end of the breather shall be screened and be located and turned so th3t dust, insects, or other objects cannot enter the well. 21. Pump and equipment shall be located where they will not be subject to flooding and the installation will be pollution and frost proof. 22. Motor, drop pipe, foot valve, cylinder, storage tank, pressure switch, etc., shall be installed in accordance with the manufacturer's recor.mendations. 23. Pressure tanks for not less than 42 gallon capacity shall be furnished. Tanks may be either hot dipped galvanized or glasslined. 24. Punps shall not be less than 1/2 horsepower. 25. All wells constructed in New Hanover County on or after January 5, 1972, shall be constructed in accordance with specifications contained in N. C. State Board of Health bulletin No. 476, (revised 1/70) entitled "Protection of Private Uater Supplies." 26. In the event other authorities have more stringent rules concerning well protection, the rules of such other authorities shall apply.
