MINUTES OF BOARD OF HEALTH MEETING - November 1, 1972

Present: Dr. Heyward Bellamy, Mr. H. A. Marks, Mr. Meares Harriss, Dr.
James TidIer, Mr. R. E. Carter, Dr. Frank Reynolds, Mr. John
Oxenfeld and Mr. Charles Boney, Architect
New Quarters: Since there were so many members of the Board present who
were not present for the last meeting Mr. Boney again presented the drawings
he sent to Medical Care Commission. By motion of Dr. Reynolds, seconded by
Mr. Carter, the Board approved the plans presented. Dr. Knox also presented
a letter from Medical Care Commission giving a list of material and inform-
ation they want presented as a package. This will be completed by Dr. Knox
and Mr. Boney and forwarded as soon as possible.
Venereal Disease Program: Dr. Knox gave a report on the number of GC
cases found through the new screening program and told the Board that with
the increase in clerical work both in the laboratory and clinic we were in
need of a new clerical position. Mr. Harriss made the motion, seconded
by Dr. Reynolds that Dr. Knox present this need to the County Commissioners
to be put on the agenda for November 6. Motion carried.
Perc Test and Septic Tanks: Dr. Knox reported some of the conditions we are
running into out in the county with such high water tables and poor drainage.
Everyone agreed that the only answer for New Hanover County is a county-wide
sewerage disposal system.

Easements for Drainage: Mr. Harriss brought to the attention of the Board
some problems that we have from not getting signed easements to cross property
lines. Yank Stuart was threatening to close one drainage ditch with a concrete
wall. Another complaint was from the Morris Miller Canal Crossing Right of
Way to Greenville Sound. Mr. Harriss stated that the county would have to
provide a culvert to avoid a suit. Dr. Knox stated that he would look into
these cases and find out what had happened.
There being no further business, the meeting was adjourned.
