REGULAR MEETING - BOARD OF HEALTH - November 7, 1973

Present: Dr. James Smith, Chairman, Mrs. Vivian Wright, Dr. James TidIer, Mr.
R. E. Carter, Dr. Frank Reynolds and County Manager Dan Eller
Minutes of the October 3 meeting were approved by motion of Dr. TidIer, seconded
by Mr. Carter.
Progress Report on New Quarters: Dr. Knox reported that he had talked with Mr.
Reagan and that everything is going well. Everything is either on schedule or
ahead of schedule.
Family Nurse Practitioner Program: Dr. Knox reported that the Health Facility
at Robert Strange Park will be opened next week and gave the board a written
report on work to be done in this clinic and stating that he, Dr. Knox, will be
the physician back-up and that when he is out of town he will make arrangements
with a local pediatrician to be the back-up. Work at this time will be confined
to Pediatric Primary Care, V. D. Testing on females, first aid for minor injuries
to area residents and screening for hypertension.
Pit Privies: A letter had been received from Mr. Eller, County Manager, re
pit privies in New Hanover County. Dr. Knox stated that there are none in
the city of Wilmington to his knowledge but that in rural areas such as Scotts
Hill they are still in use. A properly constructed privy in areas such as this
is not against health regulations.

Swine Feeding Permit: Dr. Knox reported that the USDA representative in this
area is requiring a permit for removal of food scraps even by employees of
restaurants, school cafeterias, etc. and is referring these people to the Health
Department for permits.
N. C. Ground Absorption Act, 1973: A summary of this act was given to each Board
Member. New Hanover County has already been requlrlng everything that is included
in this act - now it is also required by the State.
Carol C Mobile Home Park: Roy Bain, Attorney, representing Robert Butler of
Carol C Mobile Home Park appeared before the Board. In 1966 Mr. Butler began
developing this mobile home park according to regulations then in effect. By
1970 he had completed 36 of the spaces. In 1970 the Health Department took over
making all percolation test and now require perc test on each lot. Test have
been done on some of these lots and the perc rate is such as to require more tile
field than the 5,000 square feet lots will take care of. Suggestion was made
that Mr. Butler limit these spaces to two bedroom trailers and the 450 square feet
of tile would take care of this. Mr. Butler stated that he did not want to do this
but would promise that if any of these septic tanks started giving trouble that
he would then move the trailer. The statement was made that the job of the Board
of Health was to prevent trouble instead of correcting it.

Mr. Bain alleged that since these plans were approved in 1966 this park should be
exempted from present regulations - that Mr. Butler already has the lots laid off,
the electricity in, and everything but the septic tanks ready. Mr. Cranford stated
that storage tanks for water were approved only this past month. Mr. Cranford also
stated that no blanket approval had been given on these lots but that a letter to
Mr. Butler stating that we would work with him in developing this park was given.

Dr. Reynolds made the motion that Mr. Fox, Attorney for the Health Department,
Mr. Cranford, Director of Sanitation Activities, and Mr. Bain and Mr. Butler
get together to determine the legal aspects involved and bring back to the Board
for action at the next meeting or if time factor is involved at a special called
meeting. This motion was seconded and approved. It was also suggested that Mr.
Jesse Canady from our regional office be called in for consultation.
Mr. Wright stated that Mr. Epling, County Engineer, is in the process of getting
information from Wake County re soil studies and water tables. She also stated
that she thought consideration should be given to requesting information on seasonal
water tables from Soil and Water District Office to be combined with perc test
results as a requirement for approval of lots.
There being no further business the meeting was adjourned.
