Carter, Dr. James TidIer, Mrs. Vivian Wright, Attorney James C. Fox and County Manager Dan Eller Mrs. Wright asked that minutes of December 12, 1973 be corrected as follows: Paragraph re adoption of minutes for November be changed to include the correc- tion: (Mrs. Wright asked that the following be added to the last paragraph in the November minutes) "She also stated that she thought consideration should be given to requesting information on seasonal water tables from Soil and Water District office to be combined with perc test results as a requirement for approval of lots. " And: Last paragragraph of December 12 minutes to read "Mrs. Wright asked if it were possible to get a list of the number of cases of diseases related to septic tank problems" instead of the number of diseases which could be due to septic tank malfunction. With above corrections the minutes were approved by motion of Dr. TidIer, seconded by Mr. Carter. ProKress Report on New Quarters: A report from the contractors showing percent of work completed was given to Board Members. There was a brief discussion of equipment for the new quarters. Dr. Reynolds suggested that Dr. Knox and Dr. Smith begin work on equipment needs so that this will be ready for the 1974-75 budget. Dr. Smith reported that the dental equipment list is already compiled. _.,.,. Memorandum of UnderstandinK between Lower Cape Fear Soil and Water Conservation District and Health Department: A memorandum entitled "Memorandum of Understand- ing between Lower Cape Fear Soil and Water Conservation District and Health Depart- ment" had been presented to Dr. Knox by the Lower Cape Fear Soil and Water Conser- vation District for review. Dr. Knox told the Board that he felt this organization was expecting too much detailed reporting to them from the Health Department - that we have certain things that are required by law that we must do and we do not have personnel to give this organization the things they are asking for. Dr. Reynolds made the motion seconded by Mr. Carter that Dr. Knox and Mr. Fox review this memorandum and bring recommendations to the Board of Health in February. Motion carried. --- Carol C Mobile Home Park: Mr. Roy Bain, attorney for Robert Butler, appeared before the Board again re Carol C Mobile Home Park. Mr. Butler still contends that he should be allowed to finish developing this park according to the 1966 regulations as it was originally laid out. Mr. Bain asked, "If there is a Health Hazard in 1974 why was it not considered a health hazard in 1966?" He asked if there had been any trouble with the lots now in use in the park. Mr. Cranford said, "Not at the present time but lines have been repaired there and tile fields extended to other lots." Mr. Cranford explained that a different type of soil makes up the undeveloped lots. Mr. Fox stated that if the lots in question present a health hazard if developed - then the Health Department should refuse permission to use these lots and a court of law would uphold them. It was de- cided that each lot must stand on its own and was suggested that two bedroom trailers might be used rather than the three bedroom unit. However, Mr. Butler does not want to install the two bedroom unit trailers. Dr. Reynolds made the motion, seconded by Dr. TidIer that if in the opinion of the Health Director and Sanitation Department the development of these lots would present a health hazard ('0602 then permission be denied - if. not - then approval could be given and Board of Health back the department in the decision.
