Carter, Mr. Bruce R. Freeman, Mr. George Chadwick, Mr. J. R. Reaves, Mr, M. H. Vaughan and County Manager Dan Eller and Attorney James C. Fox Minutes of the January 9 meeting were approved as presented. Pro~ress Report on New Quarters, Dr. Knox gave a report which had been received from the contractor as to percentage of work completed. Everything seems to be on schedule, Dr. Knox mentioned running a water line to one of the large islands in the parking lot for the purpose of watering grass and plants. This was not included in the original plans and the extra cost would be approximately $265.00. It was generally agreed that in a building of this size many changes would come up during the course of building. Dr. Reynolds made a motion, seconded by Mr. Carter, that Dr. Knox and Dr. Smith serve as an Executive Committee to work out any changes that might need to be made as the building progresses, as long as these changes can be made within the original budgeted amount. Any changes that cannot be made without appropriation of additional sums of money would need to be brought to the Board of Health and the ~ounty Commissioners. Motion carried. Carol C Mobile Home Park: As a follow up to the last board meeting, additional percolation test were done on the lots in this park - some of them still do not meet our requirements. We have had no further word from Mr. Butler's lawyer. There has been some trouble with water samples from this park - but Mr. Butler has agreed to install a chlorinator to take care of this. ..... ... Reports on Various Pro~rams' The department is in the process of making up a report of activities for the year of 1973 and Dr. Knox gave some of the highlights of this report, He showed how Venereal Disease, Planned Parenthood and other clinics have increased in number and size over the past three years. The Board will be furnished with copies of this report as soon as it is completed. (1) Mr. Vaughan (representing the Commissioners in Mrs. Wright's place mentioned a film on Drainage and Ditching that the Commis- sioners had recently seen and said he felt it would be good for the Board of Health to see this film. (2) Mr. Vaughan said that he wanted to re-emphasize the fact that the Commissioners expect the Health Department to refuse septic tank permits unless the soil is suitable. He stated that the Commissioners are opposed to draining swamps to be used for building. He referred to a letter he had written to the Board of Health on behalf of the Commissioners on April 18, 1973 stating "under no circumstances do the commissioners want permits issued for septic tanks that will not be operable at all times". (3) Mr. Vaughan also expressed his concern over the Kimberly-Clark Development. He stated that if constructed as presently de- signed results would be that septic tanks would be flooded behind Clear Run Drive. Mr, Fox stated that the Board of Health has authority to take legal action to prevent improperly planned development which will constitute a health hazard to the people of the community. Mr. Vaughan asked that the Board of Health give serious attention to this development. There being no further business the meeting was adjourned, .. .
