Carter, Mrs. Vivian Wright, Mr. Bruce Freeman, Mr. George Chadwick, Mr. W. K. Whitmire, Mr. J. R. Reaves Absent: Dr. Frank Reynolds (in hospital) Minutes of May meeting were corrected by suggestion of Mrs. Wright in Item #3 under '~ppearance Before Board by Dan Clark" to add to this paragraph the fact that Dr. Knox read from Item XII in the contract with the State - "That the County, City or District Health Director, as agent of the local Board of Health, shall have sole authority to employ,direct and replace all other members of the staff of the County, City or District Health Department." - and that comments referring to complaints about Mrs. Clark be delet,ed. Motion was made by Mr. Carter, seconded by Mrs. Wright that minutes be accepted with these two ex- ceptions. Motion carried. Progress on Building: Dr. Knox reported that everything is going on schedule - but reported that the water has not yet been turned on due to no change order being given to contractor and tie in lines are in wrong place. Dr. Knox has been in touch with Mr. Boney re this. It was the feeling of the Board that the ones responsible for not giving the change order should bear any extra eJ<Penses involved. -- Furniture Bids: Bids have been opened on May 30 - Shoemakers bid was not accompanied by a certified check, Service Office Supply bid was incomplete. Jackson & Bell had a complete bid and everything in order. Recommendations from Dr. Knox, Mr. Pat Ross, County Auditor and Mr. Dan Eller, County Manager, will be given to the County Commissioners on June 17th at their regular meeting. (Mr. Strickland, from Sa:; appeared before the board to ask that we re-advertise and let them re-bid - he felt he should not be disqualified because of the incomplete bid.) Ordinance re Septic Tanks: Mr. Fox had prepared a proposed ordinance which has been studied by our sanitarians and Dr. Knox. This ordinance was distributed to members of the Board of Health at the May meeting. A copy has also been given to the secretary of the builders group and no comments has been received from them. Mr. Reaves stated that there were conflicts between this ordinance and FHA Standards and with the Sub Division Ordinance. It was suggested that since any ordinance passed by this board would supercede these other ordinances that all agencies, trades, etc. who would be involved should have a copy and be asked for input. It was felt that there should not be conflicts between departments - that a unified ordinance should be adopted. Mr. Chadwick made the motion that the board take this document under advisement and get all input from these other agencies, trades, etc, and then bring to this board dat a later date. This was seconded by Mrs. Wright and Mr. Carter, motion carried. (letters will be written and copies fo ordinance given to all involved parties who will be asked for comments.) ~ ~ Food Handler Cards: Dr. Knox stated that he was not yet ready to make a rece- ~_~ mmendation, that he wanted further time to study whether or not the tests made for these food handler cards were productive or whether or not this time could be used more effectively by our clinic and laboratory personnel. OD61Z 612 Disposal of Dead Animals: A copy of a letter to Mr. Julian W. Booker from Mr. Douglas Powell, Chairman of County Commissioners had been received stating ~ that Dr. Knox had beEn appointed by the County Commissioners to dispose of any dead animal on public property if the owner of the animal could not be estab- ..... lished. Dr. Knox asked how he would do this - Mrs. Wright stated that the Commissioners did not feel this would ever become a problem but that someone has to be designated for this. Dr. Smith made the motion that if it ever comes up Dr. Knox would request funds from the County Commissioners to contract services. Mr. Reaves seconded the motion - motion carried. Radios for Sanitarians: During the discussion of the Septic Tank Ordinance, Mr. Reaves mentioned the delays caused in inspections because of no radios in the cars of the sanitarians. Dr. Knox said that we have tried several times in past years to get radios included in our budget but had not been successful.. Mr. Eller stated that the Sheriff's Department was getting new radios and their old ones would be available to other county departments and he had included the Health Department in plans for these.
