BOARD OF HEALTH MEETWG - September 11, 1974

Present: Dr. James Smith, Chairman, Dr. Frank Reynolds, Dr. James Tidler,
Mr. W. K. Whitmire, Mr. Bruce Freeman, Mr. J. R. Reaves, Mr. George
Chadwick, Mrs. Vivian Wright, County Manager Dan Eller and Attorney
J ames Fox.
Absent:
Mr. R. E. Carter
Minutes of the August meeting were approved as presented by motion of Mrs.
Wright seconded by Mr. Chadwick.
Milk Ordinance: Certified copies of the latest Grade A Pasteurized Milk Or-
dinance (Public Health Service Publication #229, 1965 Revision, 3rd Printing -
1965 Recommendations of the U.S. Public Health Service had been received from
the State Board of Health. By motion of Dr. TidIer, seconded by Mr. Reaves
this ordinance was adopted by reference and certified copy sent by registered
mail to Clerk of Superior Court to be filed in his office.
School Health Budget: School health funds have previously been included in the
budget of the Department of Public instruction - but this year were changed to
the Division of Health Services budget. Mr. Chadwick made a motion that we
request th~ County Commissioners to amend the budget to include $13,348 School
Health Funds which will be sent to New Hanover County by the Division of Health
Services. This motion was seconded and carried unanimously.
Wilmington Country Day School: Mr. Douglas Powell, Chairman of County Com-
missioners, had received a letter from Mr. M. L. Collier, Superintendent of
Wilmington Country Day School, claiming he had not received full cooperation
from County employees in getting septic tanks, etc. installed on the property
of the school. A reply had been made to his charges by Mr. Olive and Mr. Sewell
of the Sanitation Department. A general discussion of these letters ensued
with a request that Dr. Knox insist that all employees of the Health Department
be mindful of the fact that each one is responsible for our public relations and
be more tactful in dealing with the public. Also, by common consent, the board
agreed that the matter of the sewage system for the school was administrative
and Dr. Knox should take whatever action is necessary to work this out to
meet the necessary requirements.
Committee Reports
Septic Tank Ordinance Committee: Dr. TidIer, Chairman of this Committee, re-
ported the committee had one meeting this month but still had some details to
work out before they will be ready to report back to the Board of Health.
Administrative Committee: Dr. Reynolds, Chairman of this committee, gave a
written report of the committee 's recommendations. He also stated that he had
been to Raleigh and talked with Dr. Jacob Koomen and Dr. Isa Grant and that both
of them held the New Hanover Health Department in very high esteem and felt
that it would be a step backward if we changed from an M. D. Director to a
Lay Director. Th~'stated that whenever a pilot program of any kind was started
they immediately thought of New Hanover because of the good program here.
Dr. Reynolds stated that the State Board of Health employees he talked with

did not feel the quality of service would be as good if we go to lay leadership.
The committee report is as follows:

This committee composed of Vivian Wright, George Chadwick and myself met and
have the following recommendations -
...
1. Our local Health Department enjoys tremendous prestige throughout the State
due to the able physician administrators we have had in the past and the
committee feels it would be a great mistake in the future to depart from this
policy.
With the approaching move to the new Health Department facility adjoining
the hospital and with the close cooperation between the Health Department,
Mental Health and Area Health Education Center, it is felt that more coo-
perative programs will be developed for the good of the citizens of New
Hanover County which will require continuing medical public health leader-
ship.
2. Due to the increasing administrative load that is required in the Health
Department and, if feasible, an effort should be made to secure an
administrative intern from the School of Public Health at Chapel Hill;
or to employ an administrative assistant if the above is not obtainable.

Mr. Reaves made the motion that the committee's report be accepted and that the ]
question of whether or not we need this type of administrator in addition to
an M. D. be put on the agenda at budget time. Mr. Whitmire seconded the motion.
Motion carried.
Fees for Ogden School Perc Test and Mosquito Spray for Battleship: Dr. Knox
asked if we should charge the school board for percolation test and the battle-
ship for malithon to use in spraying for mosquitos. Dr. Reynolds made the
motion that we charge both for these based on cost. Dr. TidIer seconded the
motion. Motion carried.
October Meeting: The October meeting will be held at the new building and a
tour of the building will be included.
Dr. Smith asked that Mr. John Borline, Traffic Engineer for the City of Wilmington,
be contacted re slowing traffic on 17th street for people turning into the
driveway at the new building.
There being no further business, the meeting was adjourned.
