Reaves, Mrs. Vivian Wright and ~ounty Attorney James Fox Absent: Dr. Frank Reynolds, Dr. James TidIer Minutes of the November meeting were approved by motion of Mrs. Vivian Wright. Mass Gatherings Ordinance: A model Ordinance regulating rock festivals and other mass gatherings not covered by State regulations had been re- ceived from David G. Warren-ind L. Lynn Hogue of the Institute of Government to assist counties who wish to adopt further regulations in this area. Mr. Fox will examine the ordinance and draw up one suitable for New Hanover County which will be considered for adoption at the next meeting of the Board. Venereal Disease Program: Dr. Smith had received a letter from the County Commissioners asking what the Board of Health is doing to reduce the inci- dence of venereal disease. Dr. Knox gave some statistics of cases found in 1973 and 1974 and reported that we have two clinics per week, plus two investigators who interview patients and follow-up on contacts of the patients. Also, the investigators work with open-house in their clinic and follow-up. Staff has given educational programs on TV, in schools and articles have been .published in newspapers. It was the opinion of board members present that the department is doing everything within its power to reduce the incidence of venereal disease. V. R. Request for Space in Quarters: Vocational Rehabilitation has re~ quested space to house one of their personnel in the health department until the hospital makes room for them. They stated that they have no money for rent but will pay for long distance calls. The board and Dr. Knox feel that we do not have extra space available to meet this request. VR will be advised. Ordinance on Septic Tanks: Mr. Reaves reported that the committee felt Section III of the Proposed Ordinance needed to be re-written. The Home Builder's Association submitted a substitute for Section III for consider- ation. The Board Studied this substitute and had no objection to it. Emphasis is placed on designated area instead of size of lot. Mrs. Wright raised questions about several sections: Section IV: 4.50, 4.80 and Section VI: 6.119, 6.211. The Board requested that Mr. Cranford, Mr. Olive and the Sanitarians study these suggested changes in the Proposed Ordinance before the January meeting and if the Sanitarians have no objections or recommendations, then the Proposed Ordinance would be considered for adoption at the January meeting.
