HomeMy WebLinkAbout09/10/1975 ,_H___ 631 00641 MINUTES OF BOARD OF HEALTH MEETING - September 10, 1975 Present: Dr. James Smith, Chairman, Dr. James TidIer, Mr. R. E. Carter, Mrs. Vivian Wright, Mr. Burce Freeman, Mr. George Chadwick, ~". Mr. J. R. Reaves, Mr. W. K. Whitmire and Attorney James Fox Absent: Dr. Frank Reynolds Minutes of the August meeting were approved as mailed to members of the board. Hypertension Budget: The staff has recently been working with personnel from the Division of Health Services in Raleigh on a proposed hypertension program. They have tnetatively agreed to furnish a budget of $19,391 to finance this program. This will furnish the salary of a Public Health Nurse II and a Typist II for nine months during this fiscal year plus some money for physician backup, drugs, postage and travel. After some discussion of the program and agreement among the members of the board that prevention of strokes and heart disease would certainly in the long run save the county money, Mr. Carter made the motion that the board approve this budget subject to funding by the State. Motion was seconded by Mr. Reaves and carried unanimously. After final budget is received, this will be forwarded to County Commissioners for approval. Physical Therapist: Dr. Knox told the board that the Department of Health, Education and Welfare has ruled that they will not reimburse for Physical Therapy visits under the Medicare or Medicaid program unless the Physical Therapist is on the staff of the department. Up to this time we have had a contract with the physical therapy department at Manor Care for one Physical Therapist two days a week. For approximately the same amount of money we can employ a full time physical therapist. Motion was seconded by Mr. Whitmire and carried unanimously. Drainage Program: Dr. Knox explained that we have been advised by the Environ- mental Sanitation Division of the Division of Health Services that we should dispose of one of our draglines - that there is not enough drainage work left in New Hanover County to justify two machines. Brunswick County is interested in purchasing the dragline and a figure of $19,000 had been suggested, however Mr. Whitmire offered to get a professional appraisal. Mention was also made of the possibility of purchasing a back hoe for maintenance of ditches already cut. Mrs. Wright made the motion that Mr. Whitmire get a professional appraisal as to the value of the dragline, and that we ask the commissioners to approve sale of it. Dr. TidIer seconded the motion and carried. Brush-In: Miss Valarie Hooper, Dental Hygienist, gave the board a report on the work being done by the dental department and ended up by giving a flouride mouth rinse demonstration with all board members participating.
