MINUTES OF BOARD OF HEALTH - March 9, 1977

Present: Dr. Frank Reynolds, Chairman, Dr. James Furr, Mr. R. E. Carter,
Mr. George Chadwick, Mr. J. R. Reaves, Mrs. Vivian Wright, Mrs.
Roma Lee Hall, Dr. Murray Seidel, Mr. Deother Melvin and County
Manager Dan Eller
Absent: None
Corrections to minutes of February 9 meeting - under "Requests for Deviation
from Adopted Codes" - paragraph 1 - add to ending, motion carried. Para-
graph 3 - change wording "Exception to the $20.00 percolation test fee would
be made if the test is acceptable" to "The $20.00 percolation will not be
charged unless permission is granted." With these corrections, the minutes
were approved.
Budget for 1977-78: Dr. Finger presented the tentative budget for the year
1977-78 to the board. Many questions were asked by the members of the board
and after questions were answered, Mrs. Hall made a motion seconded by Mr.
Melvin that the budget by adopted by the Board of Health and presented to
the County Commissioners. Motion carried - Mrs. Wright abstained voting
since she will review the budget as a County Commissioner.

Recognition of Dr. Thomas Fanning Wood as First Secretary of N. C. State Board
of Health: 1877: Dr. Finger had received a letter from Dr. E. A. Pearson, Jr.,
Chairman, Centennial Committee, DHS, requesting that proposal be submitted for
a highway historical marker to be placed in Wilmington recognizing Dr. Wood as
the First Secretary of N. C. State Board of Health. Motion was made and seconded
that Dr. Finger submit such a proposal. Motion carried.

Follow-up Report on Item #3 under Requests for Deviation from Adopted Codes in
February 9, 1977 minutes: Mr. Olive reported that percolation test had been
made and was favorable. He stated that the septic tank could be installed
without being a health hazard. Also he stated that he was working with them
on the well to bring it into compliance. Several members of the board stated
that they had thought about the request since the last meeting and felt that
if this were granted, then the door was opened for similar requests. Dr. Seidel
made the motion that the request be denied. This was seconded by Mrs. Wright
and motion carried.
There being no further business, the meeting was adjourned.
