MINUTES OF BOARD OF HEALTH MEETING - August 3, 1977

Minutes of the July meeting were approved as presented.
Sickle Cell Program: Dr.Finger reported to the board that he had contacted
Mr. T. B. Haynes, Program Manager for the Sickle Cell Syndrome Program and
was advised that there is no financial assistance available to local depart-
ments at this time. Dr.Seide1 stated that he still feels that the best
place to do screening and counseling for the Sickle Cell Program is in the
schools where you would have a captive audience and an age that could be
counselled before marriage. Dr. Reynolds stated that he would discuss this
with Dr. Codington of the school board.

Septic Tank Ordinance Appeal: Mr. B. G. Golden had asked to appear before
the board to appeal decision made by Mr. Frank Olive, Director of Sanitation
Activities and Dr. James Finger, Health Director, regarding a trailer park
he wishes to develop. He has asked that he be allowed to put two trailers
on each septic tank. This is in violation of the Septic Tank Ordinance.
Mr. James Fox, Attorney, stated that the board does not have the power to
grant permission for this type of change, that the law would have to be
changed in order for Mr. Golden's request to be granted. Mr. Golden's
request was denied.

It was suggested by Mr. Fox and Mr. Olive that the Ordinance we are now
operating under be sent to the Division of Health Services for comparison
with the State Ordinance that went into effect on July l, 1977. They would
in turn give us their recommendations if differences are found.
Dr. Seidel stated that he had talked with Mr. Reaves about an education
program for the public in using less water for flushing toilets - possibly
using one of the newer fixtures or using brick in existing holding tanks.
He feels this would be one way to take an extra load off septic tanks.
There being no further business the meeting was adjourned.
