MINUTES OF BOARD OF HEALTH MEETING - November 2, 1977

Present: Dr. Frank Reynolds, Chairman, Dr. James Furr, Dr. Murray Seidel,
Mr. George Chadwick, Mr. J. R. Reaves, Mrs. Vivian Wright, Mrs.
Roma Lee Hall, Mr. Deother Melvin
Absent:

Minutes of the October meeting were approved as presented.
Report on Employment of Pharmacist. Dr. Finger reported that Ms. Diane
Sihnel has been employed for one hour per day at $8.00 per hour to be paid
from Professional Fees Account
Lead Project Continuation: A report was given on results given of lead
screening for the current year and a budget in the amount of $20,232 for
continuation of the project was presented. Mr. Chadwick made a motion,
seconded by Dr. Furr, that we apply for this grant. Motion carried.

Septic Tank Regulations: A letter had been received from the State Soil
Scientist after he had reviewed New Hanover County's Sewage Disposal Ordi-
nance offering suggestions on bringing this in line with the State Ordinance.
Dr. Seidel made a motion that we keep our regulations governing the Design,
Construction, Installation, Cleaning and Use of Ground Absorption Sewage
Disposal Systems for New Hanover County, modifying it to meet state regula-
tions, with the concurrance of our attorney. Mr. Reaves made a substitute
motion that Mr. Fox, County Attorney, and Mr. Frank Olive, Supervisor of
Environmental Health, review the suggestions given in this letter and bring
recommendations back to the board. Mr. Chadwick seconded the motion.
Motion carried.
Computer: Dr. Finger announced that a computer had been installed in the
clinic area by the Immunization Division of the State Board of Health. All
immunizations given by the Health Department will be recorded in Raleigh
on this computer. Dr. Seidel made a motion, seconded by Dr. Furr that no
information aside from reportable diseases be entered on the computer unless
acted upon by the Board of Health. Motion carried.
Teenage Pregnancies: Dr. Seidel talked to the board about the number of
teenage pregnancies and the need for sex education in the school system.
He stated that he would like to see the board go on record as favoring this.
Members of the board stated they would like a month to think about this
and that a vote could be taken at the next meeting. Mrs. Wright stated
that she did not approve of the Board passing such a resolution - that this
was a moral question.
There being no further business, the meeting was adjourned.

Mr. Deother Melvin and County Attorney James Fox
Absent:
Dr. Murray Seidel, Mrs. Roma Lee Hall
High Risk Identification Project New Hanover County has been chosen as one
of five counties in the State for a pilot project in identification and follow-
up of high risk infants. Action was needed on whether or not to accept this
project and the $20,000 dollar budget for implementing it. This budget will
give us one full time Public Health Nurse and a full time Personal Care and
Family Aide plus fringe benefits and travel. Mr. Chadwick made a motion
that we accept this project on a one year basis, Mr Melvin seconded. Motion
carried unanimously.
Family Planning Budget Revision Final copy of the Family Planning Budget
had just been received from Region "0" and a half time Public Health Nursing
position had been added. Mr. Melvin made a motion that we accept this half
time position and ask the commissioners to make a budget revision to reflect
this. Motion was seconded by Mr. Chadwick and carried.
