,Present: Dr. J. Williaa Eakins, Chairman; Dr. Murray Seidel; Mr. Deother
Melvin; Mrs. Roma Lee Hall; Mrs. Vivian Wright; Mr. J. R. Reaves;
Mr. R. E. Carter; Mr. Richard Reeder; and Attorney, Jim Fox.
Absent: None
Minutes of the January meeting were approved with one correction: Dr. Eakins
asked that the word charges be changed to complaints in section referring
to answers to Dr. Hubert Eaton 's co.-plaints re: FNP Clinics.
Chaiman and Vice-Chairman: Dr. Eakins, foner Vice-Chairman of the Board
was elected" unaniacusly as Chainan. Mr. Reaves was elected unaniacusly as
Vice-Chail'llllln.
It was suggested that a Certificate be presented to Dr. James Purr in appreciation
for his service to the Board. The Certificate will be prepared and presented at
the next Board of Health meeting.
Report on Laboratory: Mrs. Susan 0 I Brien, Director of the Laboratory, gave a
very in10raative report on services offered by this Depart_nt. She reported
on the nUllber of tests done, for whom, cost, etc.
Report of Co.ittee in ~ to Dr. Eaton's Ciililaints: Dr. Eakins reported
that Dr. Hal PrankliiihiCJC1ecITneir the offer e to him to be Consulting Physician
to the Rankin Terrace Clinic PHP. Dr. Eakins also reported that a letter had
been received from the Department of Social Services Board supporting these clinics.

se~c Tank Co.ittee Report: The Board had studied the report presented by this
Co ttee at the January meeting. It was suggested that Dr. Eakins write a letter
to Mr. Dan Eller, County Manager, enclosing the report and asking for a reply within
the next six months to the four iteu requested of the County. Dr. Eakiu ..de a
.-ation that the report be approved. The IIOtion was seconded and carried. 'J1Iis report
is given in fUll in the January afootes. Dr. Eakins suggested that the Board sponsOl'
a public s)'llposil., possibly a two day ...ting, on .sewage disposal in this area,
with all studies and research done in this aJ'U to be presented so that the infonation
available could be pulled together. After discussion Dr. Eakins aade a action that
the S~osiWl be organized. That it be a one oJ' two day s~siUII on the water
supply and sewage disposal in New Hanover County. The planning to be done through
a sub-coaaittee which will study the possibility of organizing this s~siua.
Motion was seconded by Dr. Seidel. Motion carried. The co.ittee appointed for
this task is Dr. Eakins, Dr. Seidel and Mr. Reaves. The coaaittee will present
their recoaaendations at the March meeting.
Cost of Health Cards: Dr. Finger reported that the cost of issuing a Health Card
Iilipproxiaately $3.00. Dr. Seidel ..de a action that the Board of Health approve
issuing Health Cards free to those people whose prospective ~loyers require them
to have Health Cards for ~loyaent. Motion was seconded by Mr. Reeder. . Motion
carried.

Request for LegiSlation ~ Stagger Terms of Board Members: Mrs. Wright has written
a letter to Members of the Board calling their attention to the fact that next year
six members of the Board would rotate off the Board and that legislation is needed
if this can be changed so that this will not happen again. Since this is a statewide
problem, Mrs. Wright _de a motion that Dr. Eakins write a letter to Dr. Sarah Morrow,
with copies to Senator B. D. Schwartz, Representatives Tomay Rhodes and Eugene Merritt
requesting that such legislation be introduced. Motion was seconded and carried.
There being no further business, the meeting was adjourned.
