1999-09-14 RM Exhibits PROCLAMATION OF A STATE OF EMERGENCY IN NEW HANOVER COUNTY Pursuant to County Ordinance Article II Section 6.7-16 and Chapter 166A of the General Statutes and Article 36A Chapter 14 of the North Carolina General Statutes, I have determined that a State of Emergency as defined in the New Hanover County Ordinance Section 7.5 exists in the County of New Hanover 1, therefore, proclaim the existence of a State of Emergency in the County of New Hanover I hereby order all county law enforcement officers, county employees and all other emergency management personnel subject to my control to cooperate in the enforcement and implementation of the provisions of the county emergency ordinances which are set forth below Residents and businesses should continue all efforts toward preparedness and safety action plans. ,. The evacuation is to be completed no later than 2:00 p.m. Mobile home residents and residences in sub-standard housing should seek hardened structures. I, hereby, order a curfew to become effective at 10:00 p.m. on Wednesday, September IS, 1999 until further notice. I hereby order that no alcoholic beverages can be sold during the State of Emergency in New Hanover County until further notice. Evacuation shelters will be opened at the Emma B. Trask Middle School and Dorothy B Johnson Elementary School at 11.30 a.m. on September 15,1999 If needed, the two remaining , I shelters, Laney High School and Codington Elementary School will be opened as determined by the Director of Emergency, Management. All civilians and emergency management personnel are ordered to comply with the emergency operations plan. I, hereby, order continuance of the ban on the sale of alcoholic beverages until further notice. I, hereby; order a 30-day Burning Ban in New Hanover County effective September 16, 1999, until October 16, 1999 with this issue to be re-visited if necessary This amended proclamation shall become effective immediately, Proclaimed this the 16th day of September 1999, at 4.55 p.m. 1J~Q~ William A. Caster Chairman Attest: Cl?:J\/~ Cle F Harrell Clerk to the Board AN EMERGENCY PROCLAMATION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, New Hanover County suffered a "major disaster" September IS, 1999 when struck by Hurricane Floyd, and WHEREAS, the President ofthe Unitcd States has authorized federal agencies to provide disaster relief in North Carolina and New Hanover County; and WHEREAS, New Hanover County, as a part of this disaster relict; has agreed to provide debris removal through contractors operating on its bchalC from the public and private right-of-ways within New Hanover County; and WHEREAS, the New Hanover County Board of Commissioners has determined, in order to preserve the safety, health, and welfare of people within the County, to allow the County's contractors to enter private property and roadways within New Hanover County for the sole purpose of removal of debris. NOW, THEREFORE, IT IS HEREBY PROCLAIMNED by the Chaimlan of the New Hanover County Board of Commissioners that a State of Emergcncy exists in New Hanover County pursuant to N C.G.S.14-288.13 and Chapter 6.7, Artiele II of the New Hanover Code. The Chairman, in conjunction with other members of the Board of Commissioners, has determined that it is necessary to authorize the County's contractors to enter onto private roads and property ofthe pcople ofNcw Hanover County for thc sole limitcd purpose of removing debris caused by Hurricanc Floyd.
