1999-10-16 RM Exhibits PROCLAMATION OF A STATE OF EMERGENCY IN NEW HANOVER COUNTY Pursuant to County Ordinance Article II Section 6.7-16 and Chapter 166A of the General Statutes and Article 36A Chapter 14 of the North Carolina General Statutes, I have determined that a State of Emergency as defined in the New Hanover County Ordinance Section 7.5 exists in the County of New Hanover I, hereby, proclaim the existence ofa State of Emergency in the County of New Hanover due to the threat of Hurricane Irene. ' I, hereby, order all county law enforcement officers, county employees and all other emergency management personnel subject to my control to cooperate in the enforcement and implementation of the provisions of the county emergency ordinances which are set forth below I, hereby, order a voluntary evacuation for the beaches, sounds, adjacent Intracoastal Waterway areas effective Saturday, October 16, 1999, at 3.30 p.m. All residents who experienced storm water and roadway flooding during Hurricane Floyd should closely monitor drainage in their neighborhoods and make preparation to temporarily move away from flooded areas. Residents not along the beach front or adjacent Intracoastal Waterway and sound should be prepared to shelter in their residences and monitor conditions of Hurricane Irene. Evacuation shelters will be opened at Codington Elementary School and Dorothy B. Johnson School by 7:00 p.m. on October 16,1999, with no food being served that night. L ie F Harrell, Clerk to the Boa?<l AN EMERGENCY PROCLAMATION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, New Hanover County suffered three "major disasters"due to Hurricane Dennis, August 29, ]999, Hurricane Floyd, September ]5, 1999, and Hurricane Irene, October 17, ]999; and WHEREAS, severe property damage has occurred within New Hanover County, creating drainage obstructions on public and private property; and WHEREAS, pursuant to Chapter 6.7-23(c) of the New Hanover County Code, an emergency proclamation may be issued to maintain order and protect Jives or property during the state of emergency, NOW, THEREFORE, IT IS PROCLAIMED by the Chairman of the New Hanover County Board of Commissioners that it is necessary to authorize County officials, their agents, or assigns to enter onto private property within New Hanover County for the purpose of removing drainage obstructions. IT IS FURTHER PROCLAIMED that this proclamation shall take effect upon its execution, and shall remain in effect for one hundred eighty days thereafter .
