MINUTES OF THE NEW HANOVER COUNTY WATER AND SEWER
DISTRICT
SPECIAL MEETING OF JANUARY 3, 1984
ASSEMBLY
A Special Meeting of the New Hanover County Water
and Sewer District was held on Tuesday, January 3, 1984,
at 7 00 o'clock P M in the Assembly Room of the New
Hanover County Administration Building, Wilmington,
North Carolina.
Members present were Commissioners Jonathan
Barfield, Sr; Donald P Blake; Karen E. Gottovi, Nolan
O'Neal and Chairman Claud O'Shields, Jr; County Manager
G Felix Cooper; County Attorney Robert W Pope; and
Deputy Clerk to the District, Joyce
Bragg
Chairman O'Shields called the meeting to order

Commissioner Gottovi MOVED, SECONED by Commissioner
Blake that the Minutes of the Special Meeting of
December 12, 1983 be approved as presented Upon vote,
the MOTION CARRIED UNANIMOUSLY
CONTRACT BETWEEN THE COUNTY SEWER DISTRICT AND THE CITY
OF WILMINGTON FOR THE SEWER SERVICES IN AREA A AND B OF
THE CITY'S ANNEXATION PLANS
Engineering and Facilities Director, Ed Hilton
appeared before the District giving pertinent
information and answered questions from the public and
the District Mr Hilton stated that if the Bond
Referendum passes, this contract would be in effect
whether or not annexation takes place.
County Manager Cooper complimented the City of
Wilmington staff for their spirit, interest and the
quickness_in reaction to our questions to the contract.
Chairman O'Shields stated that he was personally
pleased with the City/County staffs' cooperation in
working so dil i gently preparing documents and answering
questions necessary to complete this contract.
Chairman 0' Shields asked if anyone present wished
to speak.

Vaughan asked questions and commented.
County Manager Cooper explained how the sewer
system would be funded.

APPROVAL OF MINUTES OF SPECIAL MEETING OF DECEMBER 12,
1983
Mr Raleigh Knight commented specifically for Area
B of the City's Annexation Plans
Commissioner Gottovi MOVED, SECONDED by
Commissioner O'Neal to approve the Interlocal Agreement
between the City of Wilmington and the New Hanover
County Water and Sewer District Upon vote, the MOTION
CARRIED UNANIMOUSLY
A copy of the agreement is filed as an exhibit in
the Clerk's Office
DISCUSSION OF NEXT MEETING DATE
It was the consensus of the District to meet Februa 6,
1984
ADJOURNMENT
Commissioner Barfield MOVED, SECONDED by Commissioner
to adjourn the meeting
