MINUTES OF THE NEW HANOVER COUNTY WATER AND SEWER DISTRICT
MEETING, AUGUST 1, 1983
ASSEMBLY
A meeting of the New Hanover County Water and Sewer District
was held on Monday, August 1, 1983, at 6 45 o'clock P.M. in
the New Hanover County Administration Building, Wilmington,
North Carolina
.
Members present were Commissioners Jonathan Barfield, Sr ;
Donald P Blake; Karen E Gottovi; Nolan O'Neal; and
Chairman Claud O'Shields, Jr
Chairman O'Shields called the meeting to order
APPROVAL OF MINUTES OF THE REGULAR MEETING OF JULY 5, 1983
Commissioner Gottovi stated that an errorexisted in the
minutes of July 5, 1983, requesting correction of the
statement reflecting a loan from the Farmer's Home Loan
Administration in the amount of $1,000,000 to a grant from
the Farmer's Home Loan Administration in the amount of
$938,000
Commissioner Gottovi MOVED, SECONDED
to approve the minutes as corrected.
CARRIED UNANIMOUSLY
by Commissioner O'Neal
Upon vote, the MOTION
APPROVAL OF SEAL FOR THE NEW HANOVER COUNTY WATER AND SEWER

DISTRICT
County Attorney Pope presented a seal to be used for the
Water and Sewer District.
Upon MOTION by Commissioner Barfield, SECONDED by
Commissioner Gottovi the following Resolution was
UNANIMOUSLY ADOPTED to authorize the use of a rubber stamp
in certain instances for the the New Hanover County Water
and Sewer District
RESOLVED that the corporate seal
of the Water and Sewer District shall
include the impression made by a
rubber stamp being two concentric
circles containing the words New
Hanover County NC Water and Sewer
District within said cirlces and
depicting a ship at dock and the
words Imports - Exports - Industry
within the inner circle, all as
shown by the impression hereto
affixed in the minutes of this
meeting next to this description.

DISCUSSION - NOTICE OF INTENTION TO APPLY TO THE LOCAL
GOVERNMENT COMMISSION FOR APPROVAL OF BONDS --
County Attorney Pope presented a copy of a Notice of
Intention to be published in the newspaper on August 3,
1983, informing the general public, as required by N C
General Statutes, of the County's intent to apply to the
Local Government Commission for its approval of the issuance
of bonds of the New Hanover County Water and Sewer District.
He recommended that the minutes reflect notification to the
Board of this publication.
Aft~r discussion, it was the consensus of the Board for the
County Attorney to proceed with this process
DISCUSSION - DATE OF BOND REFERENDUM
County Attorney Pope stated that projected date of the bond
referendum is November 8, 1983 After discussion, it was
the consensus of the Board to have the County Attorney
prepare a time schedule reflecting the various procedures to
be completed before the bond referendum.

Commissioner Gottovi stated that the Assistant County
Manager is to forward a report within the next few days
reflecting the exact cost to each individual homeowner for
connection to the Collection System.
After discussion, it was the consensus of the Board to have
these reports prepared and forwarded to the Commissioners
for discussion at the next meeting of the Water and Sewer
District for the establishment of an exact referendum date

It was the consensus of the Board to schedule a Water and
Sewer District Meeting for Monday, August 15, 1983, at 8 45
o'clock A M
ADJOURNMENT
Commissioner O'Neal MOVED, SECONDED by Commissioner Blake to
adjourn the meeting Upon vote the MOTION CARRIED
UNANIMOUSLY
Chairman O'Shields adjourned the meeting at 7 00 o'clock
