HomeMy WebLinkAbout1983-08-22 Water & Sewer SM 11 I MINUTES OF THE NEW HANOVER COUNTY WATER AND SEWER OTSTRTCT SPECIAL MEETING, AUGUST 22, 1983 ASSEMBLY A Special Meeting of the New Hanover County Water and Sewer District was held on Monday, August 22, 1983, at 8 45 o'clock A M in the New Hanover County Administration Building, Wilmington, North Carolina. Members present were Sr; Donald P Blake; Karen O'Shields, Jr Commissioner being on vacation. Commissioners Jonathan Barfield, E. Gottovi; and Chairman Claud Nolan O'Neal was absent due to Chairman O'Shields called the meeting to order APPROVAL OF MINUTES OF THE REGULAR MEETING OF AUGUST 15, 1983 I Commissioner Gottovi MOVED, Barfield to approve the minutes August 15, 1983, as presented CARRIED AS FOLLOWS SECONDED by Commissioner of the Regular Meeting of Upon vote, the MOTION Voting Aye Commissioner Barfield Commissioner Blake Commissioner Gottovi Chairman O'Shields Absent Commissioner O'Neal APPOINTMENT OF FINANCE OFFICER FOR WATER AND SEWER DISTRICT ChairmanO'Shields opened the floor to nominations for Finance Officer for the Water and Sewer District Commissioner Gottovi nominated Finance Director Andrew Atkinson for Finance Officer There being no further nominations, Chairman O'Shields declared the nominations closed. Commissioner Gottovi MOVED, SECONDED by Commissioner Blake to appoint Mr Andrew Atkinson as Finance Officer for the Water and Sewer District. Upon vote, the MOTION CARRIED AS FOLLOWS I Voting Aye Commissioner Barfield Commissioner Blake Commissioner Gottovi Chairman O'Shields Absent Commissioner O'Neal 12 r- = = MINUTES OF SPECIAL MEETING, AUGUST 22, 1983 (CONTINUED) REPORT = POLICY AND PROCEDURES ON SEWER SYSTEM - ED HILTON, DIRECTOR OF ENGINEERING Engineering Director Hilton gave background information on the policy and procedures for usage of the sewer system He explained the tap fees for the typical single family size and tap fees for larger connections that are typical to industry, commercial, and multi-family development sites He stated that customers receiving service as part of the County constructed projects will be provided a water meter installed as part of the project. Any customer added at a later date must provide his own meter installed; said meter approved by the County Special meters may be required to measure sewage flow in lieu of water supply measurement. Engineering Director Hilton stated the following costs for tap fees and use fees TAP FEES - RESIDENTIAL - 4 inches - $250 with $25 at time of application and $5 per month for 45 months or $200 at application with no additional charge OTHER - 6 inches and larger - instal- lation and cost plus 10% estimated cos to be paid at application with shortages reimbursed or over estimate balance returned to applicant. USE FEES - RESIDENTIAL - 4 inch service fee base $5.00 per month plus $1.35 per 1,000 gallons Minimum charge $9 00 per month. Multi-family projects on a master meter basis shall be charged service fees per unit with minimum payment based on per unit OTHER 6 inch service fee base $10 00 per month plus $1 35 per 1,000 gallons Minimum $17 50 per month 8 inches or larger service fee base by contract plus $1 35 per 1,000 gallons Minimum by contract Engineering Director Hilton stated that fees will be invoiced bi-monthly with past due accounts being terminated. Renewal of service will require a turn-on fee of $10 00 or 20% of the unpaid balance, whichever is larger 13 -I MINUTES OF SPECIAL MEETING, AUGUST 22, 1983 (CONTINUED) REPORT - POLICY AND PROCEDURES HILTON, DIRECTOR OF ENGINEERING ON SEWER SYSTEM - ED Engineering Director Hilton stated that waste strength shall adhere to City standards Surcharges shall be based on City rates plus 10% Changes in the City of Wilmington's strength limitations and/or surcharge fee rate shall be automatically incorporated into the County's Ordinance. He stated that no extension to the County system will be made without approval of the Board of Commissioners and that plans for extensions by developers shall be prepared by a Registered Professional Engineer and shall be acceptable standards as defined by the County Engineer with plans and specifications meeting county and state specifications PUBLIC HEARING I Chairman O'Shields stated notice had been given that a Public Hearing would be held at 9 00 o'clock A.M. and asked if anyone present wished to speak on the issue or question Engineering Director Hilton The following persons commented Mr M. H. Vaughan Mrs Myrtle Barnhill Commissioner Blake stated that as a taxpayer and citizen of New Hanover County, and not as a Commissioner, he felt this project was an absolute necessity for this County stressing the fact that he did not mind his tax dollar being used for this project and hoped that other citizens of the County would feel the same. Commissioner Gottovi stressed the importance of encouraging development of undeveloped areas having access to the sewer system She questioned the method of the County recovering costs of installing lines to undeveloped areas asking if a method of assessment should be used Mr Henry von Oesen stated that he felt very few inequities of this nature would occur explaining that the developer would have the responsibility of installing a lift station to the force main along the side of the road. I After discussion, it was the consensus of the Board to have Engineering Director Hilton and staff to study methods of recuperating costs involved when running lines to undeveloped areas and report back to the District.
