NUTES-~HANOVER CUUlIITY WAT~K ~SEWEmSTRTCT CONTINUED PUBLIC HEARING OF AUGUST 22, 1983 ASSEMBLY The New Hanover County Water and Sewer District met in Regular Session on Monday, September 6, 1983, at 7 20 o'clock P M in the Assembly Room, New Hanover County Administration Building, Wilmington, North Carolina Members present were Commissioners Jonathan Barfield, Sr ; Donald P Blake; Karen E Gottovi; Nolan O'Neal; Chairman Claud O'Shields, Jr; County Manager G Felix Cooper; County Attorney Robert Pope; and Clerk to the Board, Lucie F Smith. Chairman O'Shields called the meeting to order stating that this was a continuation of the Public Hearing of August 22, 1983 I PUBLIC HEARING Chairman O'Shields opened the Public Hearing and asked if anyone present wished to speak in favor or in opposition to the county-wide sewer system The following persons commented Mr Glenn Davis, a Consulting Engineer, appeared before the District expressing his opposition to the county-wide sewer system stating that he was totally confused on the issue and urged the Board to provide factual data to the citizens of New Hanover County before a bond referendum was held requesting the District to postpone the referendum until the public had been thorougly informed Mr George Alper appeared before endorsing the county-wide system stressing of providing industry with water and creating growth and jobs for this area. the District the importance sewer thereby I Mr J B Henderson appeared before the District expressing his opposition to the county-wide sewer system urging the Board to explore all options available He expressed his concern for inadequate data substantiating the need for the system and made the following suggestions (1) define the current problem; (2) define the objectives we wish to obtain; (3) determine alternatives including a county-wide system; (4) quantify the cost of each alternative; (5) quantify the benefits of each alternative and (6) select the alternative with the combination of benefits received versus minimal costs 16 = = , PUBLIC HEARING (CONTINUED) Mr James A. Ferger, Cape Fear Conservation Chairman of the Sierra Club, appeared before the District in opposition to the system based on recent findings of the U S Environmental Protection Agency indicating that the system would not reduce shellfish pollution but would result in increased density and increased effluent to be discharged into estuarine waters stating that secondary treatment does not kill bacteria or viruses He suggested that package systems be developed where septic tanks currently malfunction stressing that this alternative would be less expensive for taxpayers and result in reduced pollution. Mr Henry Johnston, President of the New Hanover Chapter of the North Carolina Chapter of the American Insti tute of Architects, appeared before the Board volunteering the assistance of the local chapter in promoting and distributing data for support of the county- wide sewer system r -, Mr Dean Weber, representing the citizens in the City's Annexation Area B, appeared before the Board stating that no position had been taken on the issue requesting more data be furnished on the cost of the system to individual homeowners Mr Raleigh Knight, representing the citizens of Annexation Area B, stated that he was in favor of the system but was very concerned about the cost to individual homeowners Mr John Windthrop, a retired citizen of Wrightsville Beach, commented on the use of his taxes for the system currently at Wrightsville Beach and now for a county-wide sewer system. Ms Margaret Hickman spoke in favor of the system stressing the importance of the system for economic growth to the entire County Mr M H. Vaughan commented on his request not to be served by the County system and asked if any decision had been reached by the County Attorney Chairman O'Shields stated that a decision had not been reached and would be addressed at a later date. r 17 I CONTINUED PUBLIC BEARING OF AUGUST 22, 1983 (CONTINUED) PUBLIC HEARING (CONTINUED Mr Herb Schultz and Sergeant Herbert Hale commented in favor of the county-wide sewer system Commissioner Gottovi thanked the public for attending and participating in the Public Hearing stating that many good questions had been asked and that the Board would address these issues and furnish adequate data on the system. She explained the reason for the Public Hearings was to obtain input from the public in order to ascertain the feelings of the citizens about providing a system and suggested that the Board address the issues commented on with a fact sheet to be presented at another Public Hearing Chairman O'Shields assured the public that information would be provided explaining the purpose and need for the system After discussion, it was the consensus of the Board to address the issues presented and hold another Public Hearing I Commissioner Barfield MOVED, SECONDED BY Commissioner Gottovi to close the Public Hearing Upon vote, the MOTION CARRIED UNANIMOUSLY ADJOURNMENT OF MEETING Commissioner Gottovi MOVED, Barfield to adjourn the meeting CARRIED UNANIMOUSLY SECONDED BY Commissioner Upon vote, the MOTION Chairman O'Shields adjourned the meeting at 8 20 o'clock P M rPPe/~itted' ~e F Smith, Clerk I
