HomeMy WebLinkAbout1983-11-28 Water & Sewer 18 r~_ = SEWER DISTRICT SPECIAL MEETING AND PUBLIC HEARING NOVEMBER 28, 1983 ASSEMBLY A Special Meeting of the New Hanover County Water and Sewer District was held on Monday, November 28, 1983, at 9 00 o'clock A.M in the New Hanover County Administration Building, Wilmington, North Carolina Members present were Commissioners Jonathan Barfield, Sr; Donald P Blake; Karen E. Gottovi; Nolan O'Neal; Chairman Claud O'Shields, Jr; County Manager G. Felix Cooper; County Attorney Robert Pope; and Clerk to the Board, Lucie F Smith. Chairman O'Shields called the meeting to order stating this was a Work Session and Public Hearing for presentation and discussion of the Modified 201 Facilities Plan with the current project costs DISCUSSION AND PRESENTATION OF MODIFIED 201 FACILITIES PLAN - NEW HANOVER COUNTY SEWER SYSTEM County Manager Cooper gave background information on the modification of the 201 Facilities Plan stating that certain funds were to be made available to participating governmental agencies to assist in development of sewer facilities to preserve the health and welfare of the people living in the plan area. He stated that the assistance amounted to 75% of eligible costs for sewer interceptors, pump stations and wastewater treatment plants including the expansion of the City's Wastewater Treatment Plant as listed in the 201 Facilities Plan. He explained that under current Federal and State Administrations, the funding for utility projects has been cut back and that assistance would not be available for treatment plant expansions; therefore, the bond issue had to be expanded to $46,000,000 providing for a six million gallon per day expansion to the City's Southside Treatment Plant. The revenue to repay the six million dollar bond will come from County user fees The base rates will be as previously projected with the gallonage rate being established at $1 60 per 1,000 gallons r~ Mr Henry von Gesen, Consulting Engineer, appeared before the Commissioners with a presentation of the Modified 201 Plan explaining that many factors have changed within the past year particularly with reference to federal and state funding He presented a Project Schedule showing the five stages with a completion date of Phase I by 1987 and completion of Phase V in 1994 He explained that the total cost of r I 19 MINUTES OF SRECIAL MEETrNC AND PUBLIC HEARING. ~O'TRMRRR 28, 1983 (CONTINUED) DISCUSSION OF MODIFIED 201 FACILITIES PLAN (CONTINUED) the project would be $64,339,000 with $10,074,000 from grants, $46,000,000 for bonds required and $11,559,000 from New Hanover County stating revenue sharing funds and the new one-half cent sales tax will pay for the amount the bond referendum does not finance. Mr von Oesen stated the connection fee for the average resident would be $250 payable at one time with a $50 discount or $25 down at the time of application and $5 per month for 45 months He stated no assessments would be levied against property owners and that the minimum charge per month for 3,000 gallons will be $9 80 estimating a monthly bill for the average family using 6,670 gallons per month of $14 60 including the $5 service charge and $1.60 per thousand gallonage rate I Mr von Oesen stated approximately 150 households along the sound fronts are too low to connect to a gravity system explaining that these homeowners will have to buy and maintain a pump costing approximately $750 to pump out the sewage to the main connector emphasizing any other alternative would be too costly requiring the construction of expensive sewer mains along the edge of the water which would be extremely detrimental to the environmental concerns Mr von Oesen stressed the importance of this project to New Hanover County stating the citizens living in the Water & Sewer District excluding the City of Wilmngton, the City's Annexation Areas and the Town of Wrightsville Beach, will be the only persons voting in the County encouraging these citizens to vote yes Commissioner Gottovi asked if the citizens within the City's annexation areas would be eligible to vote if the annexation was not completed by the referendum date of March 6, 1983 County Attorney Pope stated these residents would be eligible to vote on the referendum issue I Chairman O'Shields stated notice had been given that a Public Hearing would be held at 9 00 o'clock A M on November 28, 1983, asking if anyone present wished to speak on the Sewer Bond issue The following persons commented Mr John Hart and Mr Raleigh Knight, representing proposed annexation areas A and B, asked whether the City of Wilmington or New Hanover County would provide 20 r--"_ AND PUBLIC HEARING, NOVEMBER = 28, 1983, (CONTINUED) DISCUSSION OF MODIFIED 201 FACILITIES PLAN (CONTINUED) the sewer service stating that it would cost much less if they could connect to the County System. Mr Hart and Mr Knight stressed the importance of furnishing accurate information to citizens presently living in these areas particularly since the possibility exists that this group of citizens could be voting in the referendum pending the results of the present law suit. Other persons commenting were Mr Tom Muno Mr Jim Ferger Mr M. H. Vaughan Col. Paul Denison After a lengthy discussion on the service to be provided to the proposed annexed areas, it was the consensus of the Board for the Chairman to write a letter to the Mayor, City Council Members, and City Manager requesting that these questions be addressed and a joint meeting be held if necessary Commissioner Gottovi expressed her appreciation to the persons attending the meeting and commenting on the issue assuring the citizens of New Hanover County that all pertinent data and factual material will be provided through various community and civic organizations to thoroughly inform the citizens voting on this issue before the referendum date. She stated that every Commissioner on the Board was in full support of the Sewer System and felt this was an excellent plan After no further comments from the general public, Chairman O'Shields closed the Public Hearing BREAK Chairman O'Shields recessed the meeting for a break from 10 45 o'clock A.M. to 11 01 o'clock A.M. ADOPTION OF REVISED NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOND AUTHORIZATION TIMETABLE AND SCHEDULING OF A SPECIAL MEETING FOR INTRODUCTION OF BOND ORDER ON DECEMBER 12, 1983 Commissioner Gottovi MOVED, SECONDED by Commissioner O'Neal to adopt a revised New Hanover County Water and Sewer District Bond Authorization Timetable calling for Special Meeting to be held on Monday, December 12, 1983, at 9 00 o'clock A.M. in the Assembly Room, 320 Chestnut Street, Wilmington, N C., for introduction of Bond Order ~ r~ 21 -1- - . MINUTES OrSPECIAL-plffiJITING AND PUBLTC-HEARING;-NOVEMBER 28, 1983 (CONTINUED) APPROVAL OF PUBLICATION OF NOTICE OF INTENTION TO APPLY TO THE LOCAL GOVERNMENT COMMISSION FOR APPROVAL OF BONDS Commissioner Barfield MOVED, SECONDED by Commissioner Blake to approve a Notice of Intention to apply to the Local Government Commission for its approval of the issuance of bonds of the New Hanover County Water and Sewer district in the amount of $46,000,000 as follows Upon vote, the MOTION CARRIED UNANIMOUSLY I NOTICE OF INTENTION TO APPLY TO THE LOCAL GOVERNMENT COMMISSION FOR APPROVAL OF BONDS NOTICE is hereby given of intention of the undersigned to file application with the Local Government Commission, Raleigh, North Carolina, for its approval of the issuance of bonds of the New Hanover County Water and Sewer District, which bonds shall be subject to approval of the voters of said District at an election and shall be for the following purpose and in the following maximum amount $46,000,000 of bonds to pay capital costs of providing sanitary sewer collection facilities and waste water treatment facilities, including the acquisition and construction of lines, force mains and interceptors and including the acquisition and installation of equipment and machinery required therefor and the acquisition of land or rights-in-land required therefor Any citizen or taxpayer of the New Hanover County Water and Sewer District objecting to the issuance of any or all of said bonds may, within seven days after the date of publication of this notice, file with the Local Government Commission and with the undersigned a written statement setting forth his objections The statement shall set forth each objection to the proposed bond issue and shall contain the name and address of the person filing it I BOARD OF COMMISSIONERS OF THE COUNTY OF NEW HANOVER, SITTING AS THE GOVERNING BODY OF THE NEW HANOVER COUNTY WATER AND SEWER DISTRICT, NORTH CAROLINA 22 ..---." = MINUTES OF SPECIAL MEETING AND PUBLIC HEARING, NOVEMBER 28, 1983 (CONTINUED) ADJOURNMENT Commissioner Gottovi MOVED, Commissioner Barfield to adjourn the vote, the MOTION CARRIED UNANIMOUSLY SECONDED by meeting.
