SPECIAL MEETING

ASSEMBLY
A Special Meeting of the New Hanover County Water an
Sewer District was held on Monday, December 12, 1983, at 9 0
o'clock A.M in the New Hanover County Administratio
Building, Wilmington, North Carolina
Members present were Commissioners Donald P Blake
Karen E Gottovi; Nolan O'Neal; Chairman Claud O'Shields
Jr; County Manager G. Felix Cooper; County Attorney Rober
Pope; and Clerk to the District, Lucie F Smith
Commissioner Barfield arrived at 9 30 o'clock A.M.
Chairman O'Shields called the Special Meeting to order
APPROVAL OF MINUTES
Commissioner Blake MOVED, SECONDED by Commissione
O'Neal to approve the minutes of the Special Meeting an
Public Hearing of November 28, 1983, as presented Upo
vote, the MOTION CARRIED AS FOLLOWS

APPROVAL OF PUBLICATION OF BOND ORDER WITH NOTICE OF PUBLIC
HEARING TO BE HELD ON DECEMBER 19, 1983
Commissioner Gottovi MOVED, SECONDED by Commissioner
Blake to approve the publication of the Bond Order and call
for a Public Hearing to be held on Monday, December 19,
1983, at 9 00 o'clock AM, for adoption of the Bond Order
and Call for Election.
It was the consensus of the Board to request the Clerk
to call all persons previously contacted informing them of
the Public Hearing to be held on December 19, 1983
DISCUSSION OF CITY AND COUNTY AGREEMENT FOR THE SEWER SYSTEM
County Manager Cooper stated as a result of the Special
Meeting with the City Council, it appeared that an agreement
is forthcoming explaining this agreement must be acceptable
to Bond Counsel He explained that as of this date, the plan
is to proceed with the bond referendum date of March 6, 1984
The Board will be advised of any action occurring on a daily
basis

DISCUSSION OF 201 FACILITIES PLAN
Commissioner Gottovi stressed the importance of
informing the public of the various phases of the system
stating that the general public also needed to be informed
on the new State Groundwater Standards and their effect on
existing and new septic tanks in the County She requested
the staff to furnish this information.
Mr Henry von Oesen suggested inviting a
Representative to attend a meeting of the Water and
District to explain the new Groundwater Standards

After discussion, it was the consensus of the Board to
request Engineering Director Hilton to contact a
representative of the State to attend a meeting as soon as
possible
Chairman O'Shields asked if anyone present wished to
speak on the issue The following persons commented
Mr M. H. Vaughan stressed the importance of providing
factual data to the citizens of the County

Mr Maurice Emmart expressed his concern for the cost of
having to run pipe approximately one and one-half miles from
his farm to the nearest connector requesting consideration of
the Board in instances of this nature.

Mr Fred Connor stressed the importance of informing the
public of the cost of pumping out septic tanks commenting on
the City's current fee charged to haulers.
Chairman O'Shields expressed his appreciation to the
persons attending the meeting and commenting on issues of
concern assuring them that these issues will be addressed.
ADJOURNMENT
Commissioner Gottovi MOVED, SECONDED by Commissioner
O'Neal to adjourn the meeting Upon vote, the MOTION CARRIED
UNANIMOUSLY
Chairman O'Shields adjourned the meeting at 10 15
