A RESOLUTION
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
WHEREAS, a greater continuum of medical care is afforded by combining the delivery of
emergency medical services with that medical care provided by a hospital; and
WHEREAS, the Board of County Commissioners desires that the New Hanover Regional Medical
Center provide emergency medical services within the hospital's service area; and
WHEREAS, to facilitate the New Hanover Regional Medical Center's providing such emergency
medical services, the Board of County Commissioners wishes to convey give, and transfer to the New
Hanover Regional Medical Center, without compensation, that personal property and personnel presently
utilized by New Hanover County in providing said services, together with leases and assignments of lease
for operational facilities; and
WHEREAS, North Carolina General Statute S l60A, Article 12, authorizes such transfer to entities
performing public purposes.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of
Commissioners hereby expresses its desire to convey give, and transfer to the New Hanover Regional
Medical Center all that personal property and personnel heretofore utilized by New Hanover County in
providing such services, together with leases and assignments oflease for operational facilities, and requests
that the New Hanover Regional Medical Center consider acceptance of such proposed transfer of emergency
medical services.

RESOLUTION TO PARTICIPATE
IN
N.C. BEAVER MANAGEMENT ASSISTANCE PROGRAM
Whereas, New Hanover County seeks to address drainage problems in the County' and
Whereas, reports of such problems, including minor and major flooding of public and
private properties, has increased since Hurricanes Bertha and Fran; and
Whereas, many of these problems are caused by beaver habitat, resulting in millions of
dollars in damage annually to property public roads and highways, septic system failures, water
treatment and sewer system failures, tree loss, snakes, and increased mosquito habitat; and
Whereas, N.C. Wildlife Resources Commission administers a Beaver Management
Assistance Program which was initiated in late 1992 with four counties participating, and now
consists of 39 counties. The Program was initiated to assist city and county governments in
addressing some of these problems; and
Whereas, the Beaver Management Assistance Program seeks to educate the public and
private landowners about best strategies available for addressing beaver activity and/or damage
on their properties; and to control beaver damage on private and public lands; and
Whereas, the program is jointly funded by the N.C Wildlife Resources Commission, N.C
Dept. of Transportation, participating jurisdictions and private landowners who utilize services.
The cost to the County for participating in this program is $4 000 per year Private Landowners
will be able to obtain an initial assessment of the problem, at no charge and will be assessed a
nominal fee of $6.25 per hour plus cost of equipment for up to forty hours of additional services,
and
Whereas, the N.C Wildlife Resources Commission trains, hires, pays, and accounts for
wildlife specialists who perform these duties, and bills landowners for services; and
Whereas, during the 1998 Session, the N.C. General Assembly will consider a Proposal to
Continue and Expand the Current Beaver Damage Control Program to a Statewide Beaver
Management Assistance Program making the program available to all counties experiencing
beaver damage;
NOW THEREFORE BE IT RESOLVED that New Hanover County Board of Commissioners
requests that New Hanover County be included in the Statewide Beaver Management Assistance
Program.

consideration has been given to the naming of Bricf Road located in Harnett Township
approximately 500 feet southwest of the Bayshore DrivelMarket Street intersection, extending from
that point on the West side of Market Street North 620 teet to its termination and recorded as a part
of Book 1416, Page 447 of the New Hanover County Registry and it further appearing that a public
hearing was held on Tuesday April 7 1998, at which time all persons were heard on the question
of whether or not the naming would be in the public interest; and it further appearing that notice of
said hearing was transmitted to all resident owners and prominently posted in at least two (2)
locations along said road, and published in the Star News local newspaper and the Board of County
Commissioners is of the opinion that said road in New Hanover County should be named and the
naming of same is in the public interest, the description of which is delineated on the attached
exhibit.
NOW THEREFORE, IT IS ORDAINED AND DECREED that the above described road
is hereby namcd Bricf Road,
IT IS FURTHER ORDERED that a CoPY of this ordinance be recorded in the office of the
Register of Deeds of New Hanover County North Carolina, and that notice of the action taken by
the Board of County Commissioners be transmitted to the postmaster having jurisdiction ovcr the
road, the North Carolina Board of Transportation and to any city within five (5) miles of said road
in accordance with N C, General Statutes I53A-240

ORDER
It appearing to the Board of County Commissioners of New Hanover County that
consideration has been given to the assignment of house numbers on Brief Road, numerical range
100-199
WHEREAS, ready and accurate identification of developed property is important for the
delivery of general County services, for the operation of commercial enterprises, for the response of
emergency and public safety vehicles, and for the convenience of the general public; and
WHEREAS, a comprehensive and systematic property numbering system is an efficient
means of identifying property within the County; and
WHEREAS, such a system will promote the health, safety, and welfare of the citizens of
New Hanover County
THEREFORE, it further appearing that a public hearing was held on the 7th of April, 1998,
at which time all persons were heard on the question of whether or not assigning house numbers
would be in the public interest, and it further appearing that notice of said hearing was prominently
posted in at least two (2) locations along said street, that notice of the time, place and subject matter
of the hearing was prominently posted at the County Courthouse and published in a newspaper of
general circulation in the County
NOW THEREFORE, it is ordained and decreed that the above house number assignments
be made.
It is further ordered that a copy of this ordinance be transmitted to the Postmaster having
jurisdiction over the road, to the Board of Transportation, Sheriffs 911 Dispatcher and to any city
within five miles of said road in accordance with N C. General Statute 153A-240

It appearing to the Board of County Commissioners of New Hanover County that
consideration has been given to the naming of Kings Castle Lane located in Cape Fear Township
approximately I 400 feet shoutheast of North College Road/Castle Hayne Road, extending from that
point on the north side of North College Road, north I 750 feet, thence 700 feet east to its
termination and recorded as part of Book 1047 Page 415 of the New Hanover County Registry and
it further appearing that a public hearing was held on Tuesday April 7 1998, at which time all
persons were heard on the question of whether or not the naming would be in the public interest; and
it further appearing that notice of said hearing was transmitted to all resident owners and prominently
posted in at least two (2) locations along said road, and published in the Star News local newspaper,
and the Board of County Commissioners is of the opinion that said road in New Hanover County
should be named and the naming of same is in the public interest, the description of which is
delineated on the attached exhibit.

RESOLUTION
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
WHEREAS, the University of North Carolina at Wilmington is celebrating its fiftieth
anniversary in the 1997-98 academic year and
WHEREAS, UNCW athletes are recognized as having the highest graduation rate in the
University of North Carolina System by placing first three times, second six times, and third one time
during the past 10 years; and
WHEREAS,the UNCW Men s Basketball Team in the 1997-98 season earned its first post
season appearance; and
WHEREAS, the UNCW Men s Basketball Team completed its season at the top of the
Colonial Athletic Association for the second consecutive year and
WHEREAS, under the outstanding leadership of Coach Jerry Wainwright, a strong Men s
Basketball Program has been developed that is greatly appreciated and valued by the community.
NOW THEREFORE BE IT RESOLVED, by the New Hanover County Board of
Commissioners to recognize the exemplary achievements ofUNCW Men s Basketball Team and
coaches for bringing these honors to the University of North Carolina at Wilmington and the citizens
of New Hanover County

RESOLUTION
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
WHEREAS, the University of North Carolina at Wilmington is celebrating its fiftieth
anniversary in the 1997-98 academic year; and

meet record and set 11 school records to capture its first Colonial Athletic Conference Championship

championship in the Eastern Collegiate Athletic Conference; and
WHEREAS,Coach Dave Allen has been recognized as the "Women s Swimming and Diving
Coach of the Year" in the Colonial Athletic Association for the second consecutive year;
NOW THEREFORE BE IT RESOLVED, by the New Hanover County Board of
Commissioners to recognize the exemplary achievements of the members of the UNCW Women s
Swimming and Diving Team and the coaches for bringing these honors to the University of North
Carolina at Wilmington and the citizens of New Hanover County

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
RESOLUTION IN SUPPORT OF
NORTH CAROLINA "LITTER SWEEP"
Whereas, North Carolina's beautiful scenery and clean environment
are a source of great pride attracting tourists and aiding in
recruiting new industries; and
Whereas, New Hanover County is the gem of North Carolina, and
Whereas, a spring cleanup campaign has been planned for April 17-
30, 1998 to help educate the public about the harmful effects of
litter on the environment and the ordinances which prohibit the
indiscriminate dumping of litter; and
Whereas, North Carolina Governor James B Hunt, Jr has proclaimed
April 17-30, 1998 as "LITTER SWEEP" Days in North Carolina, and
urges all citizens to participate in keeping our roadsides clean
and to reduce and recycle solid wastes
NOW THEREFORE BE IT RESOLVED, that the New Hanover County Board of
Commissioners hereby supports Governor Hunt's "LITTER SWEEP"
program and encourages all citizens to cooperate by keeping this
County clean and beautiful for all time
