1998-08-17 RM Exhibits New Hanover County Board of Commissioners Resolution Fund Balance Policy WHEREAS to provide sufficient funds for the continuous operation of County activities is in the best interest of the public; and WHEREAS it is the responsibility of the Finance Director who is appointed by and serves at the pleasure of the County Manager to maintain financial reserves sufficient for continuous operation of County services; and WHEREAS the North Carolina Local Government Commission has established a minimum expected fund balance of 8 percent of the General Fund budget at the end of each fiscal year' and, WHEREAS it is the desire of the Board of Commissioners to formalize the fund balance policy of the County' NOW THEREFORE, BE IT RESOLVED BY THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS THAT The Board of Commissioners hereby charges the Finance Director to maintain available fund balance in the General Fund in an amount no less than 8 percent (or one month) of the General Fund budget at the end of each fiscal year Further the Board of Commissioners hereby formally establishes the goal of maintaining available fund balance in the General Fund in an amount of 16.67 percent (or two months) of the General Fund budget at the end of each fiscal year The independent auditor for the County shall monitor the County's compliance with this established Fund Balance Policy The auditor shall report related findings and recommendations annually as a part of the County audit. , ) J-Jpon motion of Commissioner ~ ' seconded by Commissioner ~ , the foregoing solution was passed unanimously Ir~ if ~ _ ,Clerk of the New Hanover County Board of Commission rs of North Carolina, do hereby certify that the foregoing Resolution was duly adopted by the governing body of New Hanover County at a regular meeting thereof a quorum being present. (SEAL) 1J.)~(j ~ Chairman, Board of County Commissioners ATTEST . ~ ~~~~~ C rk to the Board RESOLUTION NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, the Piedmont Triad Regional Water Authority was formed in 1986 for the purpose of purchasing land, constructing, and operating a water supply reservoir known as Randleman Lake; and WHEREAS, the North Carolina Environmental Management Commission, in 1992, granted a certificate authorizing the Piedmont Triad Regional Water Authority to use the power of eminent domain in acquiring land for the project and to divert water from the Deep River, as required by G.S. 162A 7 and l53A-285, and WHEREAS, water quality modeling work completed by Tetra Tech, Inc., in 1998, confirmed an earlier Black & Veatch, Inc. conclusion that elimination of the High point Eastside Wastewater Treatment Plant discharge from the reservoir would have no significant impact on water quality at the proposed intake location; and WHEREAS, the D.S Environmental protection Agency recommends that Go lake-wide average chlorophyll a; concentration of less than 25ugll and chlorophyll a; concentration of less than 15ugll at the water supply intake should be attained; and WHEREAS, all modeling studies show that Randleman Lake will meet these goals; and WHEREAS, moving the High Point Eastside Wastewater Treatment Plant discharge around Randleman Lake is estimated to cost $28.8 million and would result in eight (8) times as much phosphorous being deposited downstream, NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners that it is opposed to the relocation of the High Point Eastside Wastewater Treatment Plan discharge from Richland Creek in Guilford County to a point downstream of the Randleman Dam on the Deep River in Randolph County Adopted this the 171h Day of August, ] 998 [SEAL] NEW HANOVER COUNTY BOARD OF COMMISSIONERS ~)~,,--Q~ William A.
