ROADS IN BELMAR FOREST SUBDIVISION
WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria

2. That New Hanover County reserves the right to reject any and all offers.
3 That New Hanover County wiJI retain any deposit posted by the offerer(s) when:
a. The offer is withdrawn after posting the deposit.
b. The offerer(s) fail to pay the balance of an approved offer, due in cash, within ten (10) days
of receipt of a notice by certified mail of availability of the deed of conveyance.
4 That any amount shown due on any attached list for liens be waived in total.
5 That the Chairman of the County Commissioners be and is hereby authorized to executc a deed

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
PROCLAMA nON
WHEREAS, all children need love, support, security and a place to call home;
WHEREAS, in the County of New Hanover, 435 children live away from their families in
substitute care;
WHEREAS, many of these children cannot return to their birth families and need the
security and nurturing that a permanent family can provide;
WHEREAS, adoption is the plan for permanency for 126 of these children;
WHEREAS, nearly all of these children have special needs because of physical or mental
or emotional disabilities, because they must be placed as a sibling group, because they are
minorities, or because they are older
WHEREAS, between July 1, 1997 and June 30, 1998, twenty-three New Hanover County
children with special needs were permanently placed into adoptive families;
WHEREAS, there are families able and willing to adopt children with special needs; and
WHEREAS, children waiting for adoptive parents, and families who have adopted these
children require and deserve community and public agency support;
NOW, THEREFORE, the New Hanover County Board of Commissioners, does hereby
proclaim November ]998 as "ADOPTION AWARENESS MONTH IN NEW HANOVER
COUNTY" In honor of this event, we encourage citizens, community agencies, religious
organizations, businesses, and others to celebrate adoption, honor the families that f,'TOW through
adoption, and focus attention on those children who live with the burden of an uncertain future while
they await permanent families.

IN SUPPORT AND APPRECIATION OF THE PUBLIC SERVICE
PROVIDED BY MARINAS IN NORTH CAROLINA
WHEREAS, Marinas in Coasta! North Carolina are subjected to stringent rulcs and regulations as a result of their
proximity to Public Trust Waters over and beyond the nonnal constraints of most other small busincsses; and
WHEREAS, thcsc Marinas play major roles in supporting thc Statc s number two industry tourism, and do so
without funding assistance from thc Stale in providing access to Public Trust Watcrs with parking areas and water
rclated facilities such as boat docks, picrs, parking, transportation, rccreational facilities such as pools and tcnnis
courts, hazardous waste and sanitary disposal, sccurity boat and motor scrvices, dry storage, fucl, picnic areas,
fishing serviccs, fire protection, communication facilities, charters, fishing tournamcnts and schools, electrical
serviccs, fresh watcr, rcstrooms with showers, etc., and
WHEREAS thc gencral taxpaying public relics heavily on private enterprise to providc a means of boating
access to the Public Trust Waters of our State; and
WHEREAS increased easemcnt fees to Marinas would becomc a monetary dctcrrcnt to thc general public s
access and enjoyment of Public Trust Waters; and
WHEREAS, Marinas do in fact provide a public scrvice by providing citizcns with acccss and thc ability to use
our Public Trust Watcrs by greatly enhancing our ad valorcm and salcs taxcs, and by gcncrallv increasing
participation in boating, swimming and fishing activitics; and
WHEREAS, the crcation and application of larger easement fces could causc cxisting Marinas to close, create
substantial incrcases in Marina charges for services which would prohibit thc construction of new facilities
necessary to accommodate the growing needs of our Stale s tourism industry the general public, and the strcngth,
stability and growth of our local economy'
NOW, THEREFORE BE IT RESOL VEn that the New Hanover County Board of Commissioners does hcrcby
support and apprcciate the numerous public serviccs provided by Marinas and thm important contributions to
our local economy
