A RESOLUTION
OFTHE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
WHEREAS, a greater continuum of medical care may be afforded by combining the
delivery of emergency medical services with that medical care provided by a hospital, and
WHEREAS, the Board of County Commissioners desires that the New Hanover Regional
Medical Center explore providing emergency medical services within the hospital's service area; and
WHEREAS, to facilitate the New Hanover Regional Medical Center S providing such
emergency medical services, the Board of County Commissioners asks that the New Hanover
Regional Medical Center consider acceptance of a transfer without compensation, of certain
facilities, personal property and personnel presently utilized by New Hanover Countv in providing
said services; and
WHEREAS, North Carolina General Statute ~ l60A, Article 12, authorizes such transfer
to entities performing public purposes.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover Countv Board of
Commissioners requests that New Hanover Regional Medical Center consider undertaking the
provision of emergency medical services, through a transfer of certain facilities, personal property
and personnel presently utilized by New Hanover County in providing such services.

RESOLUTION AUTHORIZING CONVEYANCE OF LOTS TO THE WILMINGTON
HOUSING FINANCE AND DEVELOPMENT INe. (WHFD)
RESOLVED'
In accordance with the real property policy adopted by City Council and the County Commission,
the following lots have been identified by Wilmington Housing Finance and Development, Inc. (WHfD) as
suitable for construction of owner-occupied, single-family residences.
In accordance with the policy WHFD must construct or move existing owner-occupied single
family residences onto the lots within 18 months.
The Wilmington City Council will be requested to convey its interest in the lots at its February 18,
1997 meeting.
NOW THEREFORE, BE IT RESOLVED'

NOTICE OF CONVEYANCE OF PROPERTY
BY PRIVATE SALE
Please take notice that the Wilmington City Council adopted a resolution dated February
18, 1997 and the Board of Commissioners of New Hanover County adopted a resolution on
February 17 1997 authorizing the conveyance by private sale to Wilmington Housing Finance and
Development, Inc. (WHFD), a non-profit corporation, for the following described properties:

These properties will be conveyed to the Wilmington Housing Finance and Development,
Inc. (WHFD) without monetary consideration to be used in a program with the purpose of
constructing a single family residence for lower and moderate income persons or families. This
conveyance is made pursuant to the authority ofG.S. 160A-279 for the public purpose of
providing lower and moderate income housing. The conveyance shall not be consummated until
ten (10) days after the publication of this notice.

RESOLUTION
OF THE
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, Hurricanes Bertha and Fran came ashore in the area of New Hanover County
in July and September respectively'
AND WHEREAS, the destructive power of two hurricanes caused severe distress to the
solid waste management capabilities of New Hanover County;
AND WHEREAS, the County sought and received approval from the NC Department of
Environment, Health and Natural Resources, Division of Waste Management to perform a vertical
expansion on Cell No. 1 of the New Hanover County landfill to received hurricane debris;
AND WHEREAS, the State of North Carolina Solid Waste Management Rules require
that Municipal Solid Waste Landfills install a cap system that is designed to minimize infiltration;
AND WHEREAS, the cap system shall be designed and constructed to have a
permeability less than or equal to the permeability of any base liner;
AND WHEREAS, the Engineering firm of Post, Buckley, Schuh & Jernigan, Inc. has
demonstrated its ability to meet the design criteria by previously designing a closure system
acceptable to the State Waste Section;
AND WHEREAS, the firm of Post, Buckley, Schuh & Jernigan, Inc. has submitted a
Scope of Services to provide design services for the closure of cell No 1 at the New Hanover
County Landfill;
AND WHEREAS, the Director of the Department of Environmental Management and the
County Manager recommend that a contract be awarded to Post, Buckley Schuh & Jernigan, Inc.
in an amount of forty-six thousand and forty six dollars ($46,046);
AND WHEREAS, funds are now in Account No 700-480-4191-3700 to cover this
contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
New Hanover County that the Contract for Engineering Design Services for the closure of cell
No 1 at the New Hanover County Landfill be awarded to Post, Buckley, Schuh & Jernigan, Inc.
for an amount not to exceed $46,046, and that the County is hereby authorized and directed to
execute the contract, contract form to be approved by the County Attorney

WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria

WHEREAS, after due advertisement, bids were received and publicly opened by the Finance
Department at 300 p.m., on the 28th day ofJanuary ]997 at the County Administration Building,
320 Chestnut Street, Wilmington, North Carolina, and the following bid was received for a RISC
6000 for the Library Bid # 97-0207

AND WHEREAS, the Library Director the Finance Director and the County Manager
recommend that the contract be awarded to Eastern Technology Associates, L.L.C of Wilmington,
North Carolina, the only bidder in the amount of Ninety-four Thousand Five Hundred Ninety-five
Dollars ($94,595 00);
AND WHEREAS, funds have been previously appropriated and are now in Account No.
] 10-611-6110-6400 to cover this contract;
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract for a RISC 6000 for the Library Bid # 97-0207 be awarded to
Eastern Technology Associates, L.L.C. in the amount of Ninety-four Thousand Five Hundred Ninety-
