ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District met in
Regular Session on Monday, May 16, 2005, at 12:32 p. m. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Chairman William A. Caster; District Vice-Chairman William A. Kopp,
Jr.; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner Nancy H.
Pritchett; County Manager Allen O'Neal; County Attorney Wanda M. Copley and Clerk to the District Board Sheila
1. Schult.
District Chairman Caster called the meeting to order.
NON-AGENDA ITEMS
District Chairman Caster announced that time had been reserved for anyone from the public to present an
item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
District Chairman Caster called for a motion to approve the minutes of the regular meeting held on May 2,
2005, as presented by the Clerk to the District Board.
Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Chairman Caster, to approve the minutes
of the regular meeting held on May 2, 2005, as presented by the Clerk to the District Board. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
UPDATE ON BLOSSOM FERRY SUBDIVISION WATER PROBLEMS
Assistant County Manager Dave Weaver reported that the 70 foot deep test well at the Blossom Ferry
subdivision tested positive (unacceptable) for bacteria. The test results eliminate the possibility of replacing the 40-
foot wells with 70-foot wells. As directed by the Board at their May 2, 2005 meeting, Staff is moving forward with
the following plan to provide a central water system to the residents:
. Approximately six months for completion.
. Cost of approximately $50,000-$75,000.
. The Water and Sewer District will manage the development of the system.
. The system will be extended from the City's Shearin Hills system. The Blossom Ferry Subdivision
residents will become City customers and the County will provide bulk water to both.
. Payment for the construction may involve contributions from the developer, the residents, and/or the
County. This discussion is on going while staff moves ahead with the development phase of the system.
. Staff will provide the Board with funding options at a later date.
Assistant County Manager Weaver provided the following construction schedule for the Blossom Ferry
Subdivision water system:
05/09/05 Initiate design, start project
OS/27/05 Submit request for system permits to be in the City of Wilmington name
06/22/05 Receive permits (estimate)
06/22/05 Solicit for bids (informal with three bidders minimum)
07/13/05 Receive Bids
08/01/05 Award bids (Board meeting)
08/02/05 Routing of Contract for Execution

District Chairman Caster requested direction from the Board.
After brief discussion, the consensus of the Board was to proceed with the plan to provide a central water
system to the residents of the Blossom Ferry subdivision.
Peter Longo, resident on Mossy Rock Road, clarified with Assistant County Manager Weaver, that the well
had been chlorinated and continued to test positive, which is unacceptable for bacteria.
CONSIDERATION OF CONTRACT OF A WATER LINE STUB FOR FUTURE SERVICE TO FURTADO
DRIVE
Assistant County Manager Weaver reported that the construction of this water line stub under Porter's Neck
Road is being performed at the request of the District. A developer-funded project is extending the water system
westward along Porter's Neck Road past Furtado Drive to reach a new subdivision by the name of The Cottages.
Installation of this eight-inch stub under Porter's Neck Road will benefit the District when water service is extended
to Furtado Drive properties in the future. The Cottages has less than thirty units and will not present a significant
demand on the County's water system before the new storage tank is constructed. Staff is requesting that the Board
approve the District's participation and authorize expenditure in the amount of $12,750.
District Chairman Caster requested direction from the Board.
Motion: District Commissioner Greer MOVED, SECONDED by District Vice-Chairman Kopp, to approve the
District's participation in the construction of a water line stub for future service to Furtado Drive and authorize the
expenditure in the amount of $12,750. Upon vote, the MOTION CARRIED UNANIMOUSLY.
ADJOURNMENT
There being no further business, District Chairman Caster requested a motion to adjourn.
Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Commissioner Pritchett, to adjourn the
meeting. Upon vote, THE MOTION CARRIED UNANIMOUSLY.
District Chairman Caster adjourned the meeting at 12:47 p.m.
