A RESOLUTION
OFTHE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
WHEREAS, New Hanover County Property Management Department, following
consolidation of the County Garage, has sought to standardize procedures and practices such that
all hand tools are to be owned by the County employees rather than the County. and
WHEREAS, County employee hand tool ownership is an advantageous policy that frees the
County from onerous inventory and replacements activities; and
WHEREAS, the County presently owns three set of hand tools which the County desires
to sell to County employees, with each set being valued at under $200 00. and
WHEREAS, a waiver here of the New Hanover County Personnel Policy prohibiting
County employee purchases would be beneficial to New Hanover County
NOW, THEREFORE, BE IT RESOLVED the Board of County Commissioners of New
Hanover County hereby resolves that Chapter II, Section 10 of the New Hanover County Personnel
Policy is hereby waived for the specific and limited purpose of New Hanover County's sale of three
sets of hand tools to New Hanover County emplovees.

AN ORDINANCE
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
The Board of Commissioners of New Hanover County, North Carolina, does hereby
ordain that Chapter 3, Animals and Fowl, Article I, Section 3-21, Trust Fund, New Hanover
County Code be amended as follows:
Section 3-21, Trust Fund, Subsection C, shall read:
c) The trust fund shall be for the use of animal control capital outlays, spay/neuter
programs with local veterinary hospitals, pet parks and programs to increase pet adoption.
Except as specifically amended above, Chapter 3 shall remain unaltered and in full force
and effect.

Resolution of Intent
To close a Portion of Brookdale Drive
Brookdale Acres
Whereas, a petition has been filed pursuant to N C.G.S. 153-A-241 requesting the Board
of Commissioners of New Hanover County to close the western portion of the following
described public road;
Beginning at the southwestern corner oflot 13, Brookdale Acres Subdivision as recorded
in Plat Book 7, page 52 of the New Hanover County Registry and commencing from said point
165 feet east to the southeastern corner oflot 13 Brookdale Acres Subdivision, which is also the
western right-of-way boundary ofInterstate 40' thence 60 feet southeast to the northeastern
corner oflot 1 Brookdale Acres Subdivision and also the western right-of-way boundary of
Interstate 40' thence from said point west 170 feet to the northwestern corner oflot 1, Brookdale
Acres Subdivision; thence from said point 60 feet north to the southwestern corner oflot \3
Brookdale Acres or point of beginning.
Now therefore, be it resolved, that this Board is considering closing the western portion
of Brook dale Drive to public use, and that a public hearing on this question will be held on the
2nd day ofJune, 1997 at 7.30 p.m. in the General Assembly Room of the county Courthouse, 24
North Third St., Wilmington, NC at which time the Board will hear all interested citizens and
make a final determination as to whether the road shall be closed.
The foregoing resolution was adopted by the New Hanover County Board of
Commissioners on the 21 st day of April, 1997

PROJECT ORDINANCE
1996 STATE SCHOOL BOND EXPENDITURE PLAN CAPITAL PROJECT
BE IT ORDAINED, by the Board of Commissioners of New Hanover
County
1 New Hanover County (County) is engaged in the Construction
of the 1996 state School Bond Expenditure Plan capital project,
which capital project involves the construction and/or acquisition
of capital assets
2 County desires to authorize and budget for said project in
a proj ect ordinance adopted pursuant to North Carolina General
statute $159-13 2, such ordinance to authorize all appropriations
necessary for the completion of said project
NOW, THEREFORE, WITNESSETH THAT
1 This proj ect ordinance is adopted pursuant to North
Carolina General Statute $159-13 2
2 The project undertaken pursuant to this ordinance is the
Construction of the 1996 State School Bond Expenditure Plan capital
project which project is herewith authorized
3 The revenue that will finance said project is

Letter Carriers Food Drive Day
WHEREAS, the National Association of Letter Carriers, AFL-CIO, the U S. Postal Service, and
the local members of the National Rural Letter Carriers Association and Contract Carriers have joined together
in a nationwide food drive effort to provide food for distribution to families and individuals who are homeless,
unemployed, or otherwise find themselves in a state of hunger; and
WHEREAS, through the Food Bank of Coastal Carolina, food will be provided to our local social
service agencies that distribute food to the hungry.
NOW, THEREFORE, BE IT RESOL YED by the New Hanover County Board of Commissioners
that Saturday, May 10, 1997, be declared "Letter Carriers Food Drive Day" in New Hanover
County; and
BE IT FURTHER RESOL YED, that all citizens of New Hanover County are encouraged to support
this food drive by placing their donations of nonperishable food in plastic bags on or by their mailboxes or to
deliver them to the counter at the nearest post office during normal business hours on Saturday, May 10, 1997,
and
BE IT FURTHER RESOLVED, that the Board of Commissioners of New Hanover County
commends the postal organizations, supporting organizations, and the many individuals and off duty postal
workers who are volunteering to assist in this food drive, for their unselfish contributions of personal time and
vehicles for transportation of collected food and other personal services; and
BE IT FURTHER RESOLVED, that the Food Bank of Coastal Carolina be commended for its
contribution to the alleviation of hunger in our county, in that its volunteers and supporting organizations will
assemble, sort, pack and store the collected food for distribution to the hungry through those New Hanover
County agencies which provide feeding services for the hungry. and
BE IT FURTHER RESOL YED, that the New Hanover County Board of Commissioners expresses
its appreciation, in advance, to all County citizens who will donate food to help sustain our friends and
neighbors who will benefit from their generous contributions.

PROCLAMATION
Recogmzmg Armeman Martyrs Day
WHEREAS, the Armenian National Committee of North Carolina 15
commemorating the 82nd anniversary of the Armenian Genocide; and
WHEREAS, New Hanover County recognizes the vital goal of promoting
ethnic harmony and equitable treatment of all persons to be achieved in part through
memorializing past genocide such that the atrocities are not repeated,
NOW, THEREFORE, BE IT PROCLAIMED, by the New Hanover
County Board of Commissioners, to designate April 24, 1997, as ARMENIAN
MARTYRS DAY in New Hanover County; and
BE IT FURTHER RESOLVED, that the New Hanover County Board of
Commissioners commends the Armenian-Americans in New Hanover County for their
contributions in all areas of life.

WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
raad(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the op~n~on that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System
NOW, THEREFORE be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described raad(s), and to take over the raad(s) for maintenance if they
meet established standards and criteria
