Hanover County that the contract for an open plan office system for the Social Services Department,
Bid # 96-0309 be rejected.
BE IT FURTHER RESOLVED that the Purchasing Agent is hereby authorized to return the
bid deposit to the unsuccessful bidder

the Armenian Genocide; and
WHEREAS, New Hanover County recognizes the vital goal of promoting ethnic
harmony and equitable treatment of all persons, to be achieved in part through memorializing
past genocide such that the atrocities are not repeated;
NOW, THEREFORE, BE IT RESOLVED that the New Hanover County Board
of Commissioners proclaims April 24, 1996, as ARMENIAN MARTYRS DAY, and
commends the Armenian-Americans in this County for their contributions in all areas of life.

The incidence of child abuse and neglect in New
Hanover County is of the same near epidemic
proportions as across the State and the United
States, and
Despite the prodigious efforts of social workers,
too many victims of abuse and neglect must be
removed from their homes and families for their very
safety while their parents and caretakers learn ways
to meet the children's needs without abuse, and
Family foster homes are the placement of first
choice for child victims of abuse and neglect because
these functioning families offer children the
opportunity to learn family values and healthy
patterns of behavior in security and safety so that
the destructive cycle of abuse and neglect can be
forever interrupted, and
While there are now more foster homes in New Hanover
County than ever before, demand continues to far
exceed the supply, and
Repairing the broken spirits and mending the hurt
minds and bodies of their wards, large and small,
requires unflagging commitment of intellect and
energy by our foster parents, and

AN ORDINANCE
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
The Board of Commissioners of New Hanover County, North Carolina, does hereby
amend Chapter 15, Water Supply System, Article II, Waste Water Collection and Treatment,
as follows:
Amend the existing definition of New development by deleting subsection 15-18 (4)
which reads "The expansion of or addition to a single-family residential structure or a single-
family mobile home, so long as such expansion or addition does not result in a multi-family
structure. "
Amend subsection 15-124 (d) by adding the following at the end of the first paragraph.
"An addition to a single-family residence will be charged $60.00.
Except as specifically amended above, said chapter shall remain in full force and effect.

AN ORDINANCE OF THE COUNTY OF NEW HANOVER
AMENDING THE PLANNED DEVELOPMENT DISTRICT OF LANDFALL
IN NEW HANOVER COUNTY NORTH CAROLINA
THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN
Section 1 The Planned Development District of Landfall is hereby amended by removing the
hereinafter described tract from the the PD Planned Development Office and Institution Zoning
District Classification and placing them in the Planned Development Commercial Zoning District
Classification, said land being described as follows:
Being all of Lot D (revised)as shown on a plat entitled, "Commercial Section 1 B at Landfall,
Revision Plat D" recorded in Map Book 34, page 223 of the New Hanover County Registry
Being all oflot lR as shown on a plat entitled, 'Commercial Section 1B at Landfall, Revision
Plat D" recorded in Map Book 34, page 223 of the New Hanover county Registry
(Both tracts shall be limited to B-1 Business District uses.)
Section 2. The County Clerk is hereby authorized and directed under the supervision of the
County Commissioners to change thePlanned Development District of Landfall on file in the office
of the County Commissioners, so as to make it comply with this ordinance.
Section 3 Any ordinance or any part of any ordinance in conflict with this ordinance, to the
extent of such conflict, is hereby repealed.
Section 4 This ordinance is adopted in the interest of public health, safety morals and
general welfare ofthe inhabitants of the County of New Hanover North Carolina, and shall be in full
force and effect from and after its adoption.

Resolution of Intent
To Close a Public Road
Watercrest Street

WHEREAS, a petition has been filed pursuant to N.C G.S 153A-241, requesting the
Board of Commissioners of New Hanover County to close the follwing described pubilc road;
Being all of a 60 foot right-of-way, ISO feet in length known as Watercrest Street
(unimproved) located in Brandywine Subdivision, Middle Sound Community and duly recorded as
a portion of Brandywine Subdivision, Map Book 10, page 50 ofthe New Hanover County
Registry
NOW THEREFORE, BE IT RESOLVED that this Board is considering closing said
road to public use, and that a public hearing on this question will be held on the third day of June,
1996, at 7.30 p.m. in the General Assembly Room of the County Courthouse, 24 North Third
Street, Wilmington, N.C. at which time the Board will hear all interested citizens and make a final
determination as to whether the road shall be closed.
The foregoing resolution was adopted by the New Hanover County Board of
Commissioners on the 6th day of May 1996.

WHEREAS,the National Association of Letter Carriers will again have a nationwide food drive
effort on Saturday, May 11, 1996, to provide food for distribution to families and individuals wllO are
homeless, unemployed, or otherwise find themselves in a state 0/ hunger; and
WHEREAS, through the national chain 0/ Second Harvest Food Bank. and the Food Bank 0/
Coastal Carolina, tile Second Harvest Food Bank is providing /ood for our local social service agencies tl10t
distribute food to the hungry; and
NOW; THEREFORE, BE IT RESOLVED by the New Hanover County Board 0/
Commissioners that Saturday, May 11, 1996, be declared "Letter Carriers Food Drive Day"
in New Hanover County; and
BE IT FURTHER RESOLVED, that all citizens 0/ New Hanover County are encouraged
to support this food drive by placing tI,eir donations 0/ nonperishable food in plastic bags on or by tl,eir
mailboxes or to deliver them to the counter at the nearest post office during normal business 11Ours; and
BE IT FURTH13R RESOL VJ3D, that the Board of Commissioners 0/ New Hanover County
commends the postal organizations, supporting organizations, and the many individuals and off duty
postal workers who are volunteering to assist in this food drive, for tl,eir unself;s/, contributions olpersonal

BE IT FURTIfER RESOLVED, that the Food Bank 0/ Coastal Carolina be commended for
its contribution to the alleviation 0/ hunger in our county, in that its volunteers and supporting

RESOLUTION OF THE BOARD OF COMMISSIONERS
OF NEW HANOVER COUNTY AUTHORIZING SETTLEMENT
OF TAX APPEAL OF WILMINGTON COCA COLA
WHEREAS, the New !:!<mover Tax Assessor made property tax discoveries in the amount
of$59 790.14 regardin,g Wilmington Coca-Cola Bottling Works, Inc. for the years 1987 through
1992; and
WHEREAS, Wilmington Coca-Cola Bottling Works, Inc. appealed these discoveries to
the Board of Commissioners and further, to the North Carolina Property Tax Commission and
the North Carolina Court of Appeals; and
WHEREAS, the matter is currently pending before said Court of Appeals; and
WHEREAS, Wilmington Coca-Cola Bottling Works, Inc. has offered to settle the matter
by payment of the sums of $40, I 00.96 in additional taxes for the years in controversy as well as
$12,531.55 in interest, making a total payment of$52,632.51, and
WHEREAS, the above settlement amount credits to Wilmington Coca-Cola Bottling
Works, Inc. a double counting in the discovery of $18,560 in the taxpayer's oil and gas account,
which the County does not contest; and
WHEREAS, the above settlement amount allows for the treatment of the taxpayer s
equipment in its cooler account as five year, rather than ten year property
NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of
Commissioners that:
I The Tax Administrator is hereby authorized to execute a Release for the personal
property tax liability of Wilmington Coca-Cola Bottling Works, Inc. for the years 1987 through
1992 upon payment of the amount of$52,933.27 on behalf of such liability; and
2. The County Attorney is hereby authorized to execute any additional documents
necessary for the dismissal of the appeal of Wilmington Coca-Cola Bottling Works, Inc. or the
settlement of its tax liability on the foregoing basis.
