AND WHEREAS, tlle bid from Renu Enterprises was deficient in several areas as listed on the bid evalution

AND WHEREAS, tlle County desires to have the installing dealer handle the final hookup of the electrical
aspect of the panels to the building and the bidder recommended by staff is able to complete hookup for project for
an additional amount of One Thousand Two Hundred ($1,20000) Dollars;
AND WHEREAS, the Social Services Director, the Finance Director and the County Manager recommend
that the contract be awarded to The Office Showcase ofWihnington. North Carolina. the lowest responsive bidder,
in the amount of One Hundred Eightv-nine Thousand Two Hundred Fifty-five Dollars and Sixtv-eight Cents
($1 R9.255 6R):

Manager recommend that the contract be awarded to The Office Showcase of Wilmington, North
Carolina, the only responsible bidder in the amount of Nineteen Thousand ($ I 9 866 00);
AND WHEREAS, funds have been previously appropriated and are now in Account
No. I 10-530-5310-2000-4210 to cover this contract;
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract for chairs for the Social Services Department, Bid # 96-0433 be
awarded to The Office Showcase in the amount of Nineteen Thousand Eight Hundred Sixty-six
($19,86600) Dollars; and that the County is hereby authorized and directed to execute the contract,
contract form to be approved by the County Attorney

rate changes, and so forth.

plan to proceed with the next priority until right of way is acquired and funds are
expended. You will be notified of changes in this program. In addition, at the end

IN THE MATTER OF NAMING ORDINANCE
AN UNNAMED ROAD TO Danny Pence Drive
0001.4.'7 It appearing "to the Board of county Commissioners of New
Hanover County that consideration has been given to the naming of
Danny Pence Drive located in Cape Fear Township principal access
from North College Road to Laney and Trask Schools commencing
approximately from the 2700 block of North College Road (east side)
and extending east 1,120 feet and recorded as part of Deed Book
1030, Page 612 of the New Hanover County Registry and it further
appearing that a public hearing was held on Monday, June 3, 1996,
at which time all persons were heard on the question of whether or
not the naming would be in the public interest; and it further
appearing that notice of said hearing was transmitted to all
resident owners and prominently posted in at least two (2)
locations along said road, and published in the star News local
newspaper, ~nd the Board of County commissioners is of the opinion
that said road in New Hanover County should be named and the naming
of same is in the public interest, the description of which is
delinepted on the attached exhibit
NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above
described road is hereby named Danny Pence Drive
IT IS FURTHER ORDERED that a copy of this ordinance be
recorded in the office of the Register of Deeds of New Hanover
County, North Carolina, and that notice of the action taken by the
Board of County Commissioners be transmitted to the postmaster
having jurisdiction over the road, the North Carolina Board of
Transportation and to any city within five (5) miles of said road
in accordance with N C General Statutes 153A-240

In the Matter of Closing
An Unnamed Road in Crestwood Subdivision
ORDER
It appearing to the Board of County Commissioners of New Hanover County that a Resolution
ofIntent to close an unnamed road was adopted by the County Commissioners on the 15th of April,
1996, and it further appearing that said resolution called for a hearing to be held on the 3 rd day of June,
1996, at which time the County Commissioners would hear complaints and comments of interested
persons, and it further appearing that notice of said hearing was published in the Wilmington Star News
Newspaper in accordance with the Road Closing Ordinance of New Hanover County, and after
conducting such hearing the County Commissioners are of the opinion that the unnamed road in the
County of New Hanover should be closed and are satisfied that the closing of same is not contrary to
the public interest, and that no individual owning property in the vicinity of the roads will be deprived of
reasonable means of ingress and egress to his property by such closing, the legal description of said road
being as follows:
Being all of a 30 foot unnamed road right-of-way beginning at the southwest corner of lot 131
which is a part of the northern right-of-way of Ashford Avenue, Crestwood Subdivision Section 7
recorded in Plat Book 13, page 2 of the New Hanover County RegistrY' commencing from said point
162 feet north-northwest to a point in the southern property line of lot 101 Crestwood Subdivision,
Section 6 recorded in Plat book 10, page 47 of the New Hanover County RegistrY' and extendingfrom
said point 30 feet south to the northeastern corner of lot 132, Plat Book 13, page 2 of the New
Hanover County RegistrY' commencing from said point 172 feet south-southeast which is the northern
boundry of lot 132, Plat Book 13 Page 2, commencingfrom said point 30 feet north which is the
southeastern corner of lot 132 to the point of beginning.
NOW, THEREFORE, IT IS ORDERED AND DECREED that the above described road be and
the same is hereby closed and except a 20 foot section (1 0 fee~ on each side of the centerline of the
right-of-way) for drainage easement purposes. It is further ORDERED that a copy of this order be filed
in the Office of the Register of Deeds of New Hanover County North Carolina.

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
RESOLUTION
WHEREAS, New Hanover County is a political subdivision of North Carolina which is dedicated to the
principles of accountability and good government; and
WHEREAS, the increase in unfunded mandates has placed a financial burden on New Hanover County
and its tax payers; and
WHEREAS, since fiscal year 1991 92, New Hanover County has experienced an increase of 82 percent
in the local share of Medicaid funding. Further, in the 1996-97 budget year, New Hanover County faces
a 23 percent increase in the County's share for the Medicaid Program.
WHEREAS, North Carolina is one of only seven states which requires counties to match a percentage of
Medicaid cost as well as a percentage of AFDC match. Further, North Carolina is the only state which
requires counties the burden be placed on local tax payers; and
WHEREAS, New Hanover County would commit its savings from the Medicaid match and AFDC match
to local school needs.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners
hereby requests the State of North Carolina to assume responsibility and financial liability for all social
programs. The excessive fiscal burden placed on New Hanover County by unfunded mandated programs
undemlines the County's ability to provide basic services to the citizens and to fund infrastructure, capital
needs, and public schools.
BE IT FURTHER RESOLVED, that copies of this Resolution, adopted this the third day of June, 1996
shall be transmitted to the Governor of North Carolina, to the Lieutenant Governor of North Carolina, to
President Pro Tempore of the North Carolina Senate, to the Speaker of the North Carolina House of
Representatives, to member of the New Hanover County Legislative Delegation, and to the North Carolina
Association of County Commissioners.
