ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District met in
Regular Session on Monday, July 11, 2005, at 7:10 p.m. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Chairman William A. Caster; District Vice-Chairman William A. Kopp,
Jr.; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner Nancy H.
Pritchett; County Manager Allen O'Neal; County Attorney Wanda M. Copley and Clerk to the District Board Sheila
L. Schult.
District Chairman Caster called the meeting to order.
NON-AGENDA ITEMS
District Chairman Caster announced that time had been reserved for anyone from the public to present an
item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes.
Mark Cope, resident of Kings Grant, spoke on the recent pollution of Hewlett's Creek and other
environmental concerns. He requested the Board help the Blossom Ferry subdivision residents and make the Kings
Grant sewer project a priority.
APPROVAL OF MINUTES
District Chairman Caster called for a motion to approve the minutes of the regular meeting held on June 20,
2005, as presented by the Clerk to the District Board.
Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Commissioner Greer, to approve the
minutes of the regular meeting held on June 20, 2005, as presented by the Clerk to the District Board. Upon vote,
the MOTION CARRIED UNANIMOUSLY.
CONSIDERATION OF FINANCING OPTIONS FOR THE BLOSSOM FERRY SUBDIVISION WATER
SYSTEM
District Chairman Caster announced that the Board has been requested to consider the financing options for
the Blossom Ferry subdivision water system. He stated that he proposes that the County fund the extension of the
lines with the current residents paying the standard cost of $1,050 tap fee and $720 County water development fee.
The residents would then be responsible for their own connection fees. This has been done before in the Brookfield
subdivision.
Motion: District Chairman Caster MOVED, SECONDED by District Vice-Chairman Kopp, for the County to fund
the water main extension from Holly Shelter Road to the Blossom Ferry subdivision with the homeowners paying
the applicable fees in the amount of $1,770 ($1,050 tap fee and $720 County water development fee). This is only
applicable to the developed lots in Blossom Ferry and is not precedent setting; future lot owners will pay the
applicable fees. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Jason Ruth, resident of Blossom Ferry subdivision in Castle Hayne, stated that he is representing multiple
residents in the area. He supports the direction of the Board and clarified that the water line would run from Holly
Shelter Road.
Jay Michael Hudson, a lot owner on Mossy Court, stated that there are other developments in the vicinity
without county water and requested the Board consider these areas for hook-up.
CONSIDERATION OF AWARDING CONTRACT FOR MIDDLE SOUND SEWER EXTENSION
County Engineer Greg Thompson reported that in 2003, New Hanover County awarded contracts for the
construction of gravity sewer at Middle Sound. Construction of 5,000 feet of sewer in the project could not be

accomplished due to condenmation proceedings, easement negotIatIOns, or system design changes that were
necessary. Those issues have since been addressed. Completion of the 5,000 linear feet of gravity sewer work
would provide sewer service to homes on Red Cedar Road, Lonicera Court, Anaca Point Road and the new Hellenic
Shores subdivision.
On June 14, 2005 bids were received for the remaining work. The successful bid was $884,180 by TA.
Loving Company and represents a substantial increase in construction costs. This is indirectly attributed to a change
in the interpretation of regulations by NCDENR and inflation. After a review of the Middle Sound budget, it was
determined that sufficient funds were not available to cover the additional cost.
Staff recommends the District Board award the contract to T A. Loving Company in the amount of
$884,180, approve the associated budget amendment in the amount of $521,576 to cover the additional cost of
construction and authorize the District Chairman to sign the necessary contracts.
Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Commissioner Pritchett, to approve
awarding Contract #05-0285 to T A. Loving Company in the amount of $884,180, approve the associated budget
amendment in the amount of $521,576 to cover the additional cost of construction and authorize the District
Chairman to sign the necessary contracts. Upon vote, THE MOTION CARRIED UNANIMOUSLY.

Explanation: To budget Sewer Operating Fund Balance to cover the contract to TA. Loving for Middle
Sound Sewer.
WATER AND SEWER UPDATES
County Engineer Thompson provided the following project updates:
. The Middle Sound sewer system is currently being evaluated. Areas that are in need of repair are
holding up the completion of the entire system. The system will be activated as soon as possible.
. The Darden Road project has been installed and is currently waiting for inspection. The second
line will be activated in the near future.
. The Kings Grant project was done in three sections:
o Section 1 has been completed and is activated. Paving work is completed with minor
punch list items remaining.
o Section 2 is completely installed. Some sections were installed at slopes less than
identified on the permits and the County is currently going through the variance process
with the State. There is some remedial work that is taking place. Activation of a large
portion is expected in the near future.
o Section three was part of the section where the relationship was ended with the
contractor. The goal is that all currently installed sections will be activated by the end of
the year. The new contractor is working on the remaining portion.

. Northside Wastewater Treatlnent Plant project will go out for bid in two to three weeks. The bid
process is expected to take two to three months to complete. The project completion is estimated
to take approximately thirty-six months.
. The County is working with the company to obtain the water tower for the northern portion of the
county as soon as possible. Low water pressure issues exist. The water tower will help with these
issues. Two production wells have recently been installed. One of the wells will be on-line within
the next few months to help with the water pressure issues in the Porter's Neck area.
. The City of Wilmington is in the process of cleaning up the Hewlett's Creek spill. The County
and City work closely on such projects.

Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Chairman Caster, to adjourn the
meeting. Upon vote, THE MOTION CARRIED UNANIMOUSLY.
District Chairman Caster adjourned the meeting at 7:44 p.m.
