MINUTES OF EMERGENCY MEETING, OCTOBER 12, 1990
ASSEMBLY
The New Hanover County Board of Commissioners met in an
Emergency Session on Friday, October 12, 1990, at 9:15 o'clock
A.M. in Room 318 of the New Hanover County Administration
Building, 320 Chestnut Street, Wilmington, North Carolina.
Members present were: Commissioners Robert G. Greer; E. L.
Mathews, Jr.; Vice-Chairman Jonathan Barfield, Sr.; Deputy County
Manager, Mary Gornto; and Clerk to the Board, Lucie F. Harrell.

Members absent were: Chairman Fred Retchin and Commissioner
Nolan O'Neal. Chairman Retchin was attending a meeting with Bond
Counsel in New York.
Vice-Chairman Barfield called the Emergency Session to order
stating the purpose of the meeting is to receive an update on
Hurricane Lili. He requested the Director of Emergency
Management, Dan Summers, to brief the Board.
BRIEFING ON HURRICANE LILI
Director Summers presented the latest coordinates on the
Hurricane Lili, a Category 1 storm, moving at 22 miles per hour
in a westward direction with winds of 75 miles per hour. The
storm is predicated to turn north as it approaches the Gulf
Stream with possible landfall at Cape Hatteras; however, due to
the rapid movement of the storm, the County must be in a
readiness position. Director Summers recommended authorizing the
Chairman or Vice-Chairman to carry out the precautionary
evacuation or evacuation order if necessary and continue the
Emergency Meeting until the storm is of no threat to the area.
Motion: Commissioner Mathews MOVED, SECONDED by Commissioner
Greer to authorize the Chairman or Vice-Chairman to declare a
state of emergency and carry out the precautionary evacuation or
evacuation order, if necessary, and authorize the expenditure of
emergency funds in the amount of $25,000. Upon vote, the MOTION
CARRIED AS FOLLOWS:

Absent: Chairman Retchin
Commissioner O'Neal
Vice-Chairman Barfield stressed the importance of the media
encouraging persons to monitor the storm and be in a readiness
position to take precautionary action if necessary.
Director Summers stated a decision on possible evacuation of
the beaches will be determined within the next 8-12 hours and
opening of the Emergency Operations Center will be determined
later during the day.
MEETING CONTINUED
Vice-Chairman Barfield continued the Emergency Session until
Hurricane Lili is of no threat to New Hanover County.
The meeting was recessed at 9:35 o'clock A.M.
