REQUEST FOR ADDITION TO STATE MAINTAINED SECONDARY ROAD SYSTEM

Road(s) Description:
LENNON DRIVE AND DENEE DRIVE
WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of, the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they'
meet established standards and criteria.
CERTIFICATE
The foregoing resolution was duly adopted by the Board of
Commissioners of the County of New Hanover at a meeting on the

Resolution
New Hanover County Board of Commissioners
WHEREAS, the Board of Commissioners of New Hanover County recognizes that religious liberty
and religious expression are among the most fundamental rights granted to citizens of the democratic
governments of the United States of America and the State of North Carolina; and
WHEREAS, organized religion contributes greatly to the strength of the fabric of our society, and
WHEREAS, respect for the sanctity of all places of worship is essential to ensure that religious
congregations carry out their respective missions and programs; and
WHEREAS, the current rash of arsons and denigration of places of worship, has directly threatened
one of the most positive aspects of American life.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners
thoroughly condemns the party or parties involved in the burnings and destruction of places of worship
in these United States.
BE IT FURTHER RESOLVED, that the members of the New Hanover County Board of
Commissioners shall cooperate with investigating authorities and assist them to whatever extent is
necessary to ensure that the perpetrators of these crimes are caught and that these crimes do not
continue to occur, and shall lend full support to Governor Hunt as he works with President Clinton and
the governors of other states affected by these arsons.
BE IT FURTHER RESOLVED, that copies of this resolution, adopted this the 19th day of August,
1996, shall be transmitted to William 1. Clinton, President of the United States of America, James B.
Hunt, Jr., Governor of the State of North Carolina and to members of the General Assembly
representing New Hanover County.

AN ORDINANCE
OF THE
NEW HANOVER COUNTY
BOARD OF COMMISSIONERS
The Board of Commissioners of New Hanover County, North Carolina, does hereby
ordain that Chapter 3, Animals and Fowl, Article I,. Section 3-16, Impounding Animals, is hereby
amended by the addition of a new subsection, to be designated "i":
i) Animals imvounded vursuant to ;udicial vrocess or administrative seizure. Should
Animal Control take possession of any animals pursuant to a judicial order, warrant, or
administrative seizure by any law enforcement officer or animal control officer, said animal shall
be confined at Animal Control or another appropriate facility designated by the Director of
Animal Control, for a period of five (5) business days. Prior to the end of the fifth business day
of said holding period, the owner must remove the animal to a site acceptable to the Director of
New Hanover County Animal Control, pending resolution of any pertinent judicial proceeding.
Any animals not removed in accord with the above specified manner and time shall be deemed
abandoned. Any such abandoned animal shall become the sole property of New Hanover
County, and may be offered for adoption, destroyed or otherwise disposed at the County's
election. Any and all incurred costs, expenses and fees for maintenance, transportation and care,
whether within or outside New Hanover County, shall be the duty and liability of the owner
whose animal was impounded hereunder. Should a Court order any injunctive relief permitting
the subject animal to remain within the County at the New Hanover County Animal Control
Facility or at some other facility within the County acceptable to the Director of Animal Control,
the owner must pay all costs, expenses, and fees for maintenance and care on a weekly basis, in
advance of the weekly term. Should such costs, expenses, and fees not be paid within two (2)
working days of the same being due, the animal shall be deemed abandoned and shall become
the sole property of New Hanover County.
EXCEPT as expressly amended above, Chapter 3, Animals and Fowl, shall remain
unaltered and in full force and effect.

You are hereby authorized, empowered, and commanded to collect the taxes set
forth in the tax records filed in the office of the Tax Administrator and in the tax
receipts herewith delivered to you, in the amounts and from the taxpayers likewise
therein set forth. Such taxes are hereby declared to be a first lien upon all real
property of the respective taxpayers in the County of New Hanover and this order
shall be a full and sufficient authority to direct, require, and enable you to levy on
and sell any real or personal property of such taxpayers, for and on account
thereof, in accordance with the law.
