RESOLUTION
NEW HANOVER COUNTY BOARD OF COMMISSIONERS
REQUESTING FUNDING ASSISTANCE FROM NC DOT
FOR INSTALLATION OF AN EMERGENCY-TRAFFIC SIGNAL
FOR EMERGENCY VEHICLE ENTRANCE AND CROSSING-
CAROLINA BEACH ROAD
WHEREAS, the Myrtle Grove Volunteer Fire Department respectfully requested assistance from
the New Hanover County Board of Commissioners and the Department of Emergency Management
in addressing a significant hazard potential where their emergency vehicles enter and cross Carolina
Beach Road, south of Monkey Junction and;
WHEREAS, the Division of Highways' Traffic Engineering Branch have completed .an
investigation into the feasibility of installing an Emergency-Traffic Signal at the intersection of US
421 (Carolina Beach Road) and the service road (formerly US421) south of Monkey Junction near
the Fire Station and,
WHEREAS, the Director of Emergency Management for New Hanover County, Dan Summers, has
determined the NC Department of Transportation has some contingency funds which might be
available to assist with this endeavor and,
WHEREAS, the New Hanover County Board of Commissioners upholds their commitment to
provide the citizens of New Hanover County responsible safety hazard warning signal devices by
soliciting the assistance of the Department of Transportation,
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of
Commissioners requests the N. C Department of Transportation to assist in the provision of an
emergency vehicle traffic control device along Carolina Beach Road, South of Monkey Junction.

BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, bids were received and
publicly opened by the Finance Department at 3:00 p.m. on the 29th
day of December, 1994, at the County Administration Building, 320
Chestnut Street, Wilmington, North Carolina, and the following bid
was received for a Cooling Tower for the Property Management
Department, Bid # 95-0187:
Hoffman & Hoffman authorized
dealer for EVAPCO, Inc.
$51,762.00
AND WHEREAS, the bid received exceeds the amount of funds
available for the purchase and as provided in G.S. 143-129 New
Hanover County has negotiated with EVAPCO, Inc., the only
responsible bidder, making reasonable changes in the specifications
necessary to bring the contract price within funds available;
AND WHEREAS, the Property Management Director, the Finance
Director and the County Manager recommend that the contract be
awarded to EVAPCO, Inc., a foreign corporation organized under the
laws of the state of Maryland, the only responsible bidder, in the
negotiated amount of Forty-eight Thousand Six Hundred Seventy
Dollars ($48,670.00);
AND WHEREAS, funds have been previously appropriated and are
now in Account No. 110-410-4196-1000-3940 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County
Commissioners of New Hanover County that the contract for a Cooling
Tower for the Property Management Department, Bid # 95-0187 be
awarded to EVAPCO, Inc. in the amount of Forty-eight Thousand Six
Hundred Seventy Dollars ($48,670.00); and that the County is hereby
authorized and directed to execute the contract, contract form to
be approved by the County Attorney.

WHEREAS, the attached petition has been filed with the Board of County
Commissioners of the County of New Hanover requesting that the above described
road(s), the location of which has been indicated in red on the attached map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above
described road(s) should be added to the Secondary Road System, if the road(s)
meets minimum standards and criteria established by the Division of Highways of
the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County
of New Hanover that the Division of Highways is hereby requested to review the
above described road(s), and to take over the road(s) for maintenance if they
meet established standards and criteria.
CERTIFICATE
The foregoing resolution was duly adopted by the Board of

RESOLUTION AUTHORIZING QUITCLAIM DEED FOR
COUNTY'S INTEREST IN PROPERTY AT
516 MCRAE STREET
LEG SLATIVE PURPOSE/INTENT:
The City of Wilmington and New Hanover County acquired
a tract or parcel of land located at 516 McRae Street at a
tax foreclosure sale conducted on June 7, 1993. The City
owns an 85.7% interest in the property and the County owns
an interest equal to 14.3%.
The City has been awarded a grant from the State of
North Carolina to pursue gardening and beautification
efforts on vacant lots which it owns and has identified the
aforementioned site together with a City-owned tract
adjacent thereto, as suitable for implementation of the
grant-funded effort. The activities undertaken utilizing
the grant funds will expose young people between the ages of
10 and 16 years to citizenship skills and service learning
through community-based activities.
The Board of Commissioners is requested to convey unto
the City its 14.3% interest in and to the property
identified in the attached Exhibit "A" in order to commence
this activity in early February, 1995.
NOW THEREFORE BE IT RESOLVED THAT:

Whereas, the New Hanover Human Relations Commission, the Greater
Wilmington Chamber of Commerce, and the Friends of Human Relations are
sponsoring Human Relations Month, and
Whereas, the theme for Human Relations Month is "Is There Room In Your
Game For Everybody," and
Whereas, we encourage all citizens to respect and work to establish equal rights for
all persons regardless of race, color, sex, religion, age, disability, or familial status; and
Whereas, through practicing the principles of Human Relations Month on an
everyday basis, we help to preserve, protect, and perpetuate the rights of each person to
freedom, liberty, and justice.
Now, Therefore, The New Hanover County Board of Commissioners hereby
proclaims the month of February, 1995 as
HUMAN RELATIONS MONTH
ill New Hanover County, North Carolina. I call upon all citizens of the
New Hanover County area to sincerely join forces in creating and practicing
a mutual bond of fellowship with all citizens and resolve to accept
a personal challenge to improve the status of all people through assurance
of the basic human rights of justice, freedom, and dignity.

Proclamation
Respect for Law Week
WHEREAS, the crime rate in our community, as well as our neighboring
communities, continues to rise everyday; and
WHEREAS, the problems of crime touch and affect all segments of our society
and can erode the moral and economic strengths of our communities; and
WHEREAS, our vitality as a community and as a society depends to a great degree
on the willingness of each individual member to give of his or her time and talents in
volunteer service; and
WHEREAS, the Optimist Clubs and their dedicated volunteer members continue
to sponsor and support programs aimed at combatting crime and encouraging a respect for
law;
NOW, THEREFORE, BE IT RESOLVED that -the New Hanover County Board
of Commissioners does hereby proclaim the week of February 6-11, 1995, as RESPECT
FOR LAW WEEK in New Hanover County, North Carolina and ask all citizens to join
the Optimist Clubs in carrying this message.

ORDER
It appearing to the Board of County Commissioners of New Hanover County that a
Resolution of Intent to close a portion of Jeanelle Moore Blvd. was adopted by the County
Commissioners on the 19th day of December, 1994, and it further appearing that said resolution
called for a hearing to be held on the 6th day of February, 1995, at which time the County
Commissioners would hear complaints and comments of interested persons, and it further
appearing that notice of said hearing was published in the Wilmington Star News Newspaper in
accordance with the Road Closing Ordinance of New Hanover County, and after conducting such
hearing the County Commissioners are of the opinion that a portion of Jeanelle Moore Blvd in
the County of New Hanover should be closed and are satisfied that the closing of same is not
contrary to the public interest, and that no individual owning property in the vicinity of the roads
will be deprived of reasonable means of ingress and egress to his property by such closing, the
legal description of said road being as follows'
Beginning at a point in the center line of Jeanelle Moore Boulevard (State Road 1499),
said point located South 53 degrees 19 minutes 21 seconds East 481.73 feet at measured
with said center line from its intersection with the center line of Champ Davis Road
(State road 1400); running thence from said beginning South10 degrees 06 minutes 48
seconds West 33.54 feet to a point in the southwestern line of Jeane lie Moore Boulevard;
thence with said southwestern line South 53 degrees 19 minutes 21 seconds East 813.88
feet to a point at the southern corner of the eastern terminus of said Jeanelle Moore
Boulevard; thence with the line of said eastern terminus north 36 degrees 40 minutes 39
seconds east 60 feet to the northern corner of said terminus; thence with the northeastern
line of Jeanelle Moore Boulevard North 53 degrees 19 minutes 21 seconds West 843.88
feet to a point; thence south 10 degrees 06 minutes 48 seconds West 33.54 feet to the
point of Beginning, containing 1.1417 acres.
NOW, THEREFORE, IT IS ORDERED AND DECREED that the above described road
be and the same is hereby closed. It is further ORDERED that a copy of this order be filed in the
Office of the Register of Deeds of New Hanover County, North Carolina.
