HomeMy WebLinkAbout1995-03-20 RM Exhibits RESOLUTION Resolution in support of a 60%/40% split of the Room Occupancy Tax Receipts 60% to the Beach Renourishment Fund and 40% to the Cape Fear Coast Convention & visitors Bureau Whereas, tourism is the #1 industry in New Hanover County and provides more year-round jobs for the county, more sales tax collections, increased assessed valuations, capital investments and higher ad valorem tax collections, and Whereas, the tourism portion of the New Hanover County Room Occupancy tax has produced a return on the local level that surpasses other economic tools, and Whereas, New Hanover County is ranked 9th in North Carolina for travel expenditures and has been surpassed by counties with higher tourism marketing budgets, and Whereas, it is essential that continued growth in the room occupancy tax be stimulated by additional funding to market the whole New Hanover County travel experience more aggressively; otherwise, we will not be able to compete effectively with other areas bent on continuing to increase their share of the domestic and international markets at our expense, and Whereas, an increase in funding to tourism assures numerous non- profit attractions such as Thalian Hall, Wilmington Railroad Museum and st. John's Museum of Art, promotional programs, and Whereas, in order to compete, the Cape Fear Coast Convention & visitors Bureau needs to expand to promote and market the film industry which has a great impact on our economy, and Whereas, Room Occupancy tax receipts provide the funding for beach renourishment, which is a vital need in New Hanover County and is supported in full by the travel industry, and Now, therefore, Be It Resolved that New Hanover County Board of Commission ,does hereby support disbursement of 60% of the room occupancy tax to the Beach Renourishment Fund, and 40% to the Cape Fear Coast Convention and visitors Bureau. WHEREAS, current proposed standards affecting point source dischargers, primarily large manufacturing facilities, are based on previous data which is inconclusive and not complete; and WHEREAS, the project description allows for the placement of fifteen (15) sampling stations throughout the Lower Cape ~ear River for uniform collection of data; and WHEREAS, more realistic and logical future effluent limi tations for users of the River can best be determined and imposed from uniform, accurate data; and WHEREAS, limitations and constraints will have a widespread economic impact throughout the region; and WHEREAS, the study will be conducted under the guidance of the Center for Marine Science Research at the University of North Carolina at Wilmington overseen by an advisory board representing industry, environmentalists, academia, civic organizations, local, state and federal agencies; and WHEREAS, project data will be used to form the first comprehensive model for basin-wide management to protect a vital natural resource. BE IT THEREFORE RESOLVED, that the County of New Hanover respectfully requests the support of our legislators in the region to cooperatively sponsor a bill at the request of the Lower Cape Fear Wate~ and Sewer Authority for the funding of the Cape Fear River Program. ADOPTED, this the 20th day of March, 1995. :A&'w J{anover County 1)oard of Commissioners 'l\gs 0 [u tion RESOLUTION OPPOSING THE ADOPTION OF PROPOSED STATE LEGISLATION REGARDING PUBLIC TRUST WATERS WHEREAS, municipalities and communities in Coastal North Carolina are subjected to stringent rules and regulations as a result of their proximity to public trust waters; and WHEREAS, these municipalities and communities play major roles in supporting tourism, the State's number two industry; and WHEREAS, the general public relies heavily on private enterprise to provide means of boating access to the public trust waters of our State; and WHEREAS, proposed legislation coming before the 1995 General Assembly poses additional burdens on commercial and private marina and dock facilities with the implementation of easement fees for existing and future marinas, docks, piers and other structures located over public trust waters; and WHEREAS, some proposals for legislation suggest that the easement fees should additionally be placed on private docks, such as a pier constructed at a private waterfront residence; and WHEREAS, the passage of such legislation creating such new fees could cause existing marinas to close, create substantial increases in marina charges for services which will be passed on to the general public, and prohibit the construction of new facilities necessary to accommodate the growing needs of our State's tourism industry and the general public, all of which would have a detrimental effect on the tourism industry, general public, and the strength, stability and growth of our local economy; NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners does hereby oppose the adoption of such State legislation and requests that the General Assembly carefully consider the consequences and negative impacts such legislation would have on both the public and private sectors of Coastal North Carolina communities and the State's tourism industry.
