HomeMy WebLinkAbout2005-08-01 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, AUGUST 1,2005 BOOK 3 PAGE 136 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, August 1, 2005, at 9:25 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Vice-Chairman William A. Kopp, Jr.; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner Nancy H. Pritchett; County Manager Allen O'Neal; Deputy County Attorney Kemp Burpeau and Clerk to the District Board Sheila L. Schult. District Chairman Caster called the meeting to order. NON-AGENDA ITEMS District Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Caster called for a motion to approve the minutes of the regular meeting held on July 11, 2005, as presented by the Clerk to the District Board. Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Commissioner Pritchett, to approve the minutes of the regular meeting held on July 11, 2005, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. CONSIDERATION OF BID AND APPROVAL OF CONTRACT #05-0233 FOR UPGRADE FOR WATER AND SEWER TELEMETRY SYSTEM County Engineer Greg Thompson reported that the upgrade of the MOSCAD SCADA Telemetry System was included in the adopted budget. The current system is a Motorola System and any upgrade is restricted to the Motorola product. A significant part of the project is to provide adequate software and equipment to split the existing MOSCAD SCADA network into three separate frequencies. Two proposals were received. The low bidder, Lord and Company, Inc. in Fort Mill, South Carolina, submitted a bid of $216,273. Coastal Electronics, Inc., a local company, submitted a bid in the amount of $277,558. Staff thoroughly reviewed the bid proposals from both companies and has determined that the proposal from the low bidder does not provide adequate equipment and labor to split the existing MOSCAD SCADA network into three separate frequencies as required or adequate software and software licenses to address the operational requirements as specified. The delivery and completion time frame was six months for Lord and Company and three months for Coastal Electronics. Due to these factors, the Engineering Department has determined that the proposal from Lord and Company, Inc. is non-responsive. Staff recommends the Board adopt the resolution awarding the contract to the lowest responsive bidder, Coastal Electronics, Inc. in the amount of $277,558 and approve contract #05-0233 and the related budget amendment #2006-07 to budget additional funds. NEW HANOVER COUNTY WATER AND SEWER DISTRICT REGULAR MEETING, AUGUST 1,2005 BOOK 3 PAGE 137 Budget Amendment #06-0007 - Water and Sewer Adjustment Debit Credit Water and Sewer Finance: Appropriated Fund Balance Water and Sewer Administration: Capital Outlay - Equipment $172,558 $172,558 Explanation: To budget additional funds to upgrade the MOSCAD SCADA system. This system is a telemetry system that keeps track of approximately 130 lift stations and well sites. The current system has been in place for some time and it needs upgrading. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in the Water and Sewer Exhibit Book III, Page 7. CONSIDERATION OF A PRIVATE SEWER AND TEMPORARY PRIVATE LIFT STATION County Engineer Greg Thompson reported that the developer of Saylor's Watch, a proposed development, consisting of new townhouses between Still Meadow Village and The Vineyard Church off South College Road. The sewer system within Still Meadow Village is privately owned and they have not agreed to transfer ownership to the District to provide the subject development sewer service through their privately permitted system. Gravity sewer at the Vineyard Church is too shallow to be extended to the subject development. The District's regional sewer development plan is to build out gravity sewer west from the Johnson Farms area. The construction of two subdivisions must be completed before the system would be accessible for extension to Saylor's Watch. The developer requests approval to design, permit and construct, at his expense, a private collection system and a temporary private lift station to pump to the County sewer. When gravity sewer is available through Johnson Farms, the developer will abandon the lift station and connect to County sewer as directed by the District. Staff recommends that the District accept the flow and conditionally approve construction of a private sewer and temporary private lift station at the developer's expense. Upon vote, the MOTION CARRIED UNANIMOUSLY. CONSIDERATION OF CONTRACT #05-0304 FOR WESTBAY INTERCONNECTOR WATER SYSTEM EXPANSION County Engineer Greg Thompson reported that in 2003, New Hanover County awarded a contract for the construction of water lines that connected various elements of the District's water system to improve water quality, flow, and pressure. An additional sixteen-inch water line was designed to connect the Ogden Water Tower site to the District's two new wells at the proposed site of the District's future Water Treatment Plant in the Greenview Ranches area off Diane Drive. This new water line should increase water pressure in the District's system from Ogden to Porters Neck on the Highway 17 North corridor. On June 29, 2005, bids were received for the new line and associated connections to wells and other water lines in the immediate vicinity. The successful bid was $953)00 submitted by T. A. Loving Company. The associated budget amendment is required to cover the expense. Loving in the amount of $953)00, approving the associated budget amendment # 06-0008 and authorizing the Chairman of the Water and Sewer District to execute the contract. Budget Amendment #06-0008 - Water and Sewer Adiustment Debit Credit $953)00 $953)00 $953)00 $953)00 Water and Sewer Finance: Appropriated Fund Balance (Water & Sewer) Water and Sewer Engineering: Transfer to Capital Project (Water & Sewer Enhancements) Water & Sewer Enhancements: Transfer in Enterprise Funds Capital Project Expense Explanation: Appropriate Water and Sewer fund balance to Water System Enhancements project to connect the Ogden Water Tower site to the District's two new wells. Modeling indicated that this new water line should increase water pressure in the District's system from Ogden to Porter's Neck on the Highway 17 North corridor. The District's new wells are located at the proposed site of the District's future Water Treatment Plant in the Greenview Ranches area off Diane Drive. BLOSSOM FERRY SUBDIVISION UPDATE County Engineer Greg Thompson reported that the design for the system has been completed. The applications for the various regulatory agencies within the state have been submitted along with the appropriate drawings. The County is in the process of receiving the approvals, and will then begin the bidding process. Staff anticipates the process will proceed smoothly. County Engineer Greg Thompson stated that Staff is preparing an update for the Board on the County's Water and Sewer System. ADJOURNMENT There being no further business, District Chairman Caster requested a motion to adjourn.
