MINUTES OF SPECIAL MEETING, AUGUST 15, 1988
ASSEMBLY
The New Hanover County Board of Commissioners met in Special
Session on Monday, August 15, 1988, at 7:30 o'clock P.M. in the
General Assembly Room of the New Hanover County Courthouse, 24
North Third Street, Wilmington, North Carolina.
Members present were: Commissioners Jonathan Barfield, Sr.;
W. Albert Corbett, Jr.; Vice-Chairman, Fred Retchin; Chairman,
Nolan O'Neal; County Manager, G. Felix Cooper; County Attorney,
Robert W. Pope; and Clerk to the Board, Lucie F. Harrell.
Chairman O'Neal called the Special Session to order stating
the purpose of the meeting was to hear presentations from
Republican candidates interested in filling the vacant seat on
the Board of Commissioners. He welcomed all persons present and
requested each candidate to answer questions as presented
limiting their remarks to five minutes.

Chairman O'Neal expressed appreciation to the candidates for
excellent presentations and opened the floor to receive
nominations for filling the vacant seat.
Commissioner Corbett nominated Mr. Robert G. Greer.
Vice-Chairman Retchin requested the record to reflect that
the New Hanover County Republican Executive Committee did submit
the name of Mr. E. L. "Matt" Mathews as the Republican's Party
recommendation for appointment to the vacant seat stating he
strongly feels that the Executive Committee's choice should be
honored and nominated Mr. Mathews.
There being no further nominations, Chairman O'Neal declared
the nominations closed.
Chairman 0' Neal called for a vote on the nomination by
Vice-Chairman Retchin to appoint Mr. E. L. "Matt" Mathews. Upon
vote, the MOTION DID NOT CARRY AS FOLLOWS:
Voting Aye: Vice-Chairman Retchin
Voting Nay: Commissioner Barfield

Chairman Barfield commented on the responsibility of the
Commissioners to appoint a candidate they feel is the most
qualified regardless of the nomination submitted by the
Republican Executive Committee. He stated after discussion with
both candidates and his prior commitment to support Mr. Robert G.
Greer, he would like to SECOND the nomination by Commissioner
Corbett to appoint Mr. Greer to fill the vacant seat on the New
Hanover County Board of Commissioners, and asked Mr. Greer if he
intends to pursue this? Mr. Greer stated he would pursue the
matter. Upon vote, the MOTION CARRIED AS FOLLOWS:

Mr. Hyton W. Babson, Chairman of the New Hanover County
Board of Elections, asked the Chairman if he could receive
clarification from Commissioner Barfield as to his question to
Mr. Greer concerning pursuing the matter. Chairman O'Neal stated
the meeting is not a scheduled public hearing; therefore, in
order to avoid an unpleasant debate on action already taken, he
would prefer not to receive public comments.

Commissioner Barfield MOVED, SECONDED by Commissioner
Corbett to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman O'Neal adjourned the meeting at 8:37 O'clock P.M.
