NEW HANOVER COUNTY BOARD OF COMMISSIONERS
FACE COVERINGS RESOLUTION
WHEREAS, the World Health Organization declared COVID -19, the disease caused by a novel strain of the
coronavirus, a pandemic on March 11, 2020; and
WHEREAS, the global COVID-19 pandemic has infected more than 21 million people worldwide, more
than five million Americans, more than 145,000 people in North Carolina, and nearly 3,000 New Hanover
County residents; and
WHEREAS, COVID -19 has claimed the lives of more than 170,000 people in the United States and 21
people in New Hanover County; and
WHEREAS, COVID -19 is spread through the airborne transmission of infectious droplets from individuals
sneezing, speaking, and coughing; and
WHEREAS, the Centers for Disease Control (CDC) has determined that proper social distancing and the
use of face coverings slows the spread of the virus; and
WHEREAS, New Hanover County has been engaged in an aggressive campaign to educate the public
following guidance from Public Health and the CDC on the use of face coverings, frequently washing
hands, and sanitizing surfaces; and
WHEREAS, on June 24, 2020, Governor Roy Cooper issued Executive Order 147 requiring the use of face
coverings in public settings; and
WHEREAS, the CDC recommends simple face cloth coverings for the general public that can be made from
household items for a relatively low cost; and
WHEREAS, to reduce the spread of the virus, the CDC recommends the use of cloth face masks in public
settings where other social distancing measures are difficult to maintain, including office buildings.
NOW, THEREFORE BE IT RESOLVED, that the New Hanover County Board of Commissioners hereby
requires the use of face coverings in all county and municipal buildings, subject to consent by municipal
governments, by employees and the visiting public based on the guidance issued under Executive Order
147.

Adoption of a Resolution to Award a Contract to JurisLink as a Sole Source Vendor for the Purchase of the
JurisLink System
BRIEF SUMMARY:
For a number of years, New Hanover County has utilized video technology to facilitate video -based first appearance
proceedings, eliminating the need to transport inmates between the detention center and the courthouse. This has
long been viewed as a more efficient and secure process for these proceedings. The solution that has been used in
New Hanover County is strictly for the video portion of the process with no additional tools for scheduling, so this
activity remains a very time- consuming manual process for both the detention center and court staff.
With the advent of the COVI D -19 pandemic, there has been a heightened interest in expanding the number and types
of court proceedings that might be handled via video, eliminating the need for an in- person appearance. Clerk of Court
Jan Kennedy and her staff have brought forth a solution that will allow for the expansion of remote court appearances
while automating most of the scheduling functions making for a more efficient process for not only the clerk's staff and
the detention center staff, but for the public who use the court system as well.
The proposed system would replace the video appearance systems currently in use in three courtrooms and the special
proceedings room and expand the capabilities into a fourth courtroom. This is a turn -key system that includes all of the
components necessary for video appearances from the detention center to all of the courtrooms and also allows for
appearances from other remote locations.
The IT team has researched this solution and finds that it meets the expectations of the staff with the clerk's office and
others in the judicial system and recommends the purchase of this system. It does not overlap with other systems that
are provided by the State Administrative Office of the Courts.
Procurement:
The New Hanover Clerk of Court wishes to purchase the JurisLink System as a sole source procurement. NCGS 143 -
129(e)(6) exempts purchases of apparatus, supplies, materials, or equipment for competitive bidding requirements
when:
(i) performance or price competition for a product are not available;
(ii) a needed product is available from only one source of supply; or
(iii) standardization or compatibility is the overriding consideration.
JurisLink is the sole owner and manufacturer of the system; therefore, there is no available price
competition. Compatibility and standardization is necessary and supported by the following:
• The critical need for the system to interface with state's official court calendar system
• JurisLink's ability to interface the video appearance equipment with the calendaring
components of the system
The total cost of the integrated system is $302,700 and a budget amendment has been prepared for Board approval.

Section 2: Explanation
BA 21 -006 appropriates $238,950 in fund balance from the General Fund for new equipment needed by the Clerk of
Superior Court for remote appearances. New Hanover County utilizes video technology to facilitate video -based first
appearance proceedings and would like to implement a solution to expand remote court appearances and automate
scheduling functions. The proposed system would replace the video appearance system currently in use in three
courtrooms and the special proceedings room. This system would also allow for expansion into a fourth courtroom,
which is needed for social distancing in response to the pandemic. Equipment for this new courtroom would be
purchased using $63,750 in available CARES Act funds (Coronavirus Relief Fund) that were previously budgeted.
The total cost of this system is $302,700, with a recurring annual maintenance cost of $30,000.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County, North
Carolina, that the Ordinance for Budget Amendment(s) 21 -006 amending the annual budget ordinance for the fiscal

About JurisLink:
JurisLink was founded in 2010 by a practicing criminal defense attorney. JurisLink is the
result of spending countless hours on the road or waiting for a client at the facility, or even
waiting for a visitation room to open up. Prior to the launch of JurisLink there was no way for
an attorney to have a secure meeting with his /her client other than meeting in person. JurisLink
has consulted Attorneys (private and public defenders) Jail staff, U.S. Marshals, Agents, as well
as both Federal and State Law Enforcement Agencies in order to deliver a simple yet secure
video - conferencing solution.
JurisLink provides the equipment as well as the software solution necessary to make video -
conferencing painless for the users. Too often, solutions are not utilized after they are
purchased.
JurisLink utilizes CafeX's WebRTC solution. WebRTC software is built around web standards
and uses SSL and sRTP for signaling and media flows. It has end -to -end encryption and is one
of the most secure methods of web communication today.
CafeX is an industry leader in Google's WebRTC platform. JurisLink launched its CafeX
solution in 2009. CafeX is on the cutting edge of WebRTC technology and has recently
benefited from a $20 Million capital infusion from Intel. CafeX's vision, paired with Intel's
backing, has ensured that WebRTC will continue to expand and alleviate the need for costly
endpoints while alleviating the typical fear of video - conferencing due to a number of downloads
and plugins that most users typically do not understand. With our CafeX/WebRTC solution our
meeting space opens like a webpage.
• The Federal Public Defender for the Eastern District of North Carolina (EDNC) uses
JurisLink and has saved countless driving hours and increased office efficiency. Although
Federal inmates may be housed hours apart, they can see multiple inmates in minutes versus
hours.
The Chief District Court Judge in the Eastern District approved JurisLink as a reimbursable
expense as it has shown to save upwards of $1500 per meeting for CJA Panel Attorneys.
JurisLink has saved the federal government hundreds of thousands of dollars in travel time
and mileage reimbursement.
The Eastern District of North Carolina Federal courts, Onslow (4 Courtrooms), Duplin (2
Courtrooms) Carteret and Craven (2 Courtrooms), Cleveland, and Bertie, Lincoln, Counties
have implemented the JurisLink Video Arraignment Solution to realize cost savings and
address security concerns. We are in the process of finalizing contracts with Sampson and
Franklin Counties

JURIS�INK
ENABLING JUDICIAL EFFICIENCY
Statement of Work for JurisLink Attorney /Client Visitation System and Video First Appearance
System /JurisLink
Purpose: The purpose of this proposal is to provide the USPO County with:
1) A video -first appearance system that allows video -first appearances. The Judge /Clerk will
initiate the session and there will be cameras for the Judge, Prosecution, Defense, and
Defendant. All cameras including the kiosk will auto - initiate. A courtroom microphone system
will be installed so that the defendant can hear everyone in the courtroom and that everyone
can hear the defendant clearly. The Clerk will have a monitor and a microphone and there will
be a large screen LCD monitor for public viewing. The Clerk will have the ability to present the
first- appearance forms to the defendant for viewing and e- signature. Once signed the
completed document will be emailed to the clerk's computer and will be available for printing.
2) New Hanover County will also have access to our remote court calendaring system
that allows any or all participants to attend court remotely.
Project Duration:
The term of the agreement is for sixty (60) months. The term begins on the day of the first successful
video .
Project Scope:
JurisLink, Inc. will provide the following services:
Project Management:
• Communicate expectations of JurisLink, Inc. and New Hanover County and assist and /or make
changes necessary to obtain AOC approval on the JurisLink system.
• JurisLink will provide a their own internet circuit (Spectrum) and cover all associated costs.
• JurisLink will meet with the New Hanover County Judges, and New Hanover County Clerk's
Office, New Hanover County IT, to customize the user interface, courtroom setup, and to
customize the JurisLink e- signature documents interface.
• Provide technical support and training for all New Hanover County staff and attorneys.
• Provide maintenance and equipment to keep the kiosk in operational order.
• JurisLink will assist New Hanover County to submit the video - conferencing plan to the North
Carolina Administrative Office of the Courts for approval.
• JurisLink will encourage all court staff to contact them with questions, problems, or suggestions
to improve the efficiency and effectiveness of the JurisLink system in New Hanover County.
Equipment List:
JurisLink, Inc will provide the following equipment in each Courtroom:
• Judge: PC, Monitor, Microphone and Camera

One or two 65 inch wall mounted LCD television and speakers with wireless
connect capabilities. Can be supplemented for mobile carts. Amplifier, Mixer,
complete courtroom sound system and wireless presentation system and jury
microphone system
• Jail:
PC, Secure Kiosk with Microphone, Handset, camera and private communication
method
• Other Courtroom: e- signature and document review at defense tables for each courtroom.
Customized for NCH specifications.
• Other Courthouse: 3 Public viewing monitors with integration into AOC calendaring system.
12 Public access kiosks for affidavit of indigency forms.
Cost: The initial installation, equipment, and JurisLink Software licensing fees per courtroom are
$63,750.00. (4 courtrooms= $255,000)
Kiosks at jail are also included and will be installed as space and privacy allows within the
current jail environment. The above fees include a video station at the Behavioral health unit.
3 Televisions with Mini -PC's programmed for scrolling courtroom calendars with daily updates
from AOC installed by JurisLink $3900 each 3 Total ($11,700)
12 Kiosks for e- documents outside courtroom for affidavit of indigency to be filled out by
defendants outside of courtroom and auto print to each clerk station. 12 total @ $3000 each
installed by JurisLink. (Total $36,000)
All Internet connectivity is managed on a networks provided and paid for by JurisLink. Costs is
included.
Annual Maintenance and Software fees are included in the initial cost per Courtroom and for all
other equipment. During Years 2 -5, the annual JurisLink Software Licensing Fees and Annual
Maintenance Fees for each courtroom is $7500. (Annually 4 Courtrooms $30,000)
(Licensing and maintenance includes access to JurisLink courtroom calendaring system and e-
documents outside of court etc.) It also includes all replacement costs of all equipment with the
exception of theft or willful destruction.
The second year begins on the earliest of the anniversary of the first video - arraignment or July
1st of the following year. This is due upon receipt. JurisLink will submit an invoice to New
Hanover County annually for License and Maintenance Fees
One half (50 %) of the initial contract amount is due within 30 days of the signing of this
agreement. Twenty -five percent (25 %) is due upon the completion of the installation of all
equipment listed in the "proposal". The Final payment of twenty -five percent (25 %) is due
within 30 days of the FIRST successful video -first appearance. The contractual costs are
outlined in the graph marked as Exhibit "A" and are incorporated herein by reference as if fully
restated.

Warranty: JurisLink warrants the courtroom and Jail equipment for 1 year and shall
provide for timely replacement of any equipment failure thru the JurisLink
HotSwap Program. (Theft or destruction of equipment is excluded from
coverage).
Licensing & The annual licensing and maintenance fee covers all software upgrades,
Maintenance support, training and equipment replacement costs. (Excluding theft or
destruction).
Technical Support: For video -first appearances JurisLink technical support is available Monday -
Friday 8:00 am- 6:00 pm. JurisLink will utilize logmein.com for remote support.
Equipment Support: JurisLink will send a technician as needed, on location, within a 4 -5 hour
response time.
Timing: JurisLink anticipates that the system will be installed and implemented within 90
days of the date of the signing of this agreement assuming that adequate
power wiring and Internet is installed in a timely manner. The installation time-
line is also subject to AOC approval and both parties agree that the timing of
such approval is out the control of JurisLink and New Hanover County.
Project Assumptions:
• New Hanover County will provide adequate power in order for JurisLink, Inc. to install and
operate the equipment in the courtrooms and for the kiosk inside the jail.
• JurisLink will not share or disseminate any inmate information to any third parties unless
required by law.
• JurisLink will provide all specific data, audio and video wiring for each Courtroom and Jail.
Terms and Conditions.
• New Hanover County will provide access and permissions to the appropriate resources in a timely
manner.
• New Hanover County will not provide JurisLink's operational procedures to any third parties to
the extent permitted by law.
Video Arraignment System "Courtroom experience ":
The video - arraignment system will allow for video -first appearances. Court sessions will be opened by
the Judge /Clerk and all of the monitors /cameras /microphones will auto initiate. The Judge and Clerk's
monitors will show the Defendant. The flat panel monitors in the courtroom will show the Defendant for
viewing by the Prosecution, Defense, and general public. The defendant will see and hear all parties
during the session and JurisLink will ensure that all statutory and AOC requirements are met.
The JurisLink system is a web -based system utilizing WebRtc. All video and audio feeds are high
definition, encrypted, and cannot be monitored or recorded. Current support voice codecs are G.711,

G.722, iLBC, iSAC, and VP8 is the supported video codec. The list of supported video codecs may
change in the future.
The JurisLink System operates on separate PC's to ensure that the video and audio feeds are
comparable to what is experienced on a commercial television without any noticeable delays. The
JurisLInk System complies with all North Carolina General Statutes related to video court sessions.
The jail is equipped with a customized and fully automated kiosk. The Defendant will have a handset
with a microphone and speaker. When the Judge opens Court, the kiosk automatically activates and
shows all parties. Once the court session is over, the kiosk automatically turns off.
The JurisLink System can support up to 5 people in a conference. An interpreter or a witness may
appear from a remote location by simply logging in from their PC without having to attend court. They
would be seen and heard at all times by all parties.
eDocuments & eSianature Caoabili
The JurisLink Software solution has the capability to allow Defendants to either; (A) fill out and sign the
Affidavit of Indigency and /or (B) fill out and sign the Waiver of Counsel forms. This process takes place
without the Defendant having to appear in person and the documents do not have to be transported to
their respective courtrooms. The Clerk will have the capability to print the signed documents prior to and
during that days Court. (There is no price change if this option is utilized). The JurisLink

BRIEF SUMMARY:
The New Hanover County Sheriff's Office desires to purchase two (2) bomb suits from Med -Eng LLC. This vendor has
been the sole provider of bomb suits to the Sheriff's Office for the past twenty -three (23) years.
NCGS 143- 129(e)(6) exempts purchases of apparatus, supplies, materials, or equipment from competitive bidding
requirements when:
(i) performance or price competition for a product are not available;
(ii) a needed product is available from only one source of supply; or
(iii) standardization or compatibility is the overriding consideration.
Standardization is the overriding consideration for purchasing the bomb suits from Med -Eng, LLC as this vendor is the
sole manufacturer of the Med -Eng branded personal protective equipment (PPE) that the Sheriff's Office uses. This
company is the standard for all of the 600 plus squads around the country.
Each bomb suit cost $36,816 for a total cost of $73,632 for both. One of the bomb suits was approved as part of the
FY 21 budget and will be charged to 11032600800200 DBT21. The second suit will be paid for using grant funding and
charged to 23632100800200 G0522.

The New Hanover County Sheriff's Office Forensic Laboratory is in need of a modern Gas Chromatograph / Mass
Spectrometer (GC /MS) for use in seized drug analysis. The laboratory has been notified that the existing instrument in
the laboratory has reached its end of guaranteed support and as of January 1, 2021, Thermo Fisher Scientific will no
longer be able to renew standard support contracts as the procurement of some critical parts for the instrument can't
be guaranteed.
The New Hanover County Sheriff's Office Forensic Laboratory wishes to purchase a GC /MS from Agilent
Technologies, Inc., as a sole source provider. NCGS 143- 129(e)(6) exempts purchases of apparatus, supplies, materials,
or equipment from competitive bidding requirements when:
(i) performance or price competition for a product are not available;
(ii) a needed product is available from only one source of supply; or
(iii) standardization or compatibility is the overriding consideration.
I n this case, (iii) standardization is the overriding consideration which is supported by the following:
• North Carolina State Crime Laboratory validation of the equipment.
• Agilent provides the ability to collaborate with other forensic labs.
• Many shareable controlled substance libraries are built on the Agilent platform.
• Expanding or changing personnel would be simplified because many qualified drug chemists in governmental labs
are familiar with or have been trained on Agilent GC /MS equipment.
The total cost of the equipment and necessary training is $125,685. This amount does not include NC State Sales Tax
which is refunded to the county. The total expenditure will be paid using Federal Forfeited Funds.

The NC State Crime Laboratory currently has twenty -eight (28) Agilent brand instruments
that are used across all three laboratories. These instruments has been the main instrument
used in the Drug Chemistry, Toxicology and Trace Evidence Sections for the past 20+ years.
Extensive time has been spent validating the instrument control methods that are specific to
the manufacturer and the software used to control the instruments. In addition to generations
of data amassed on thousands of standards and samples has been analyzed using Agilent
instruments. Consequently, the collected data must be interchangeable between the
instruments with no change or interference. This allows analysts the options to have other
analysts review the results from different locations, if needed.
Because of these reasons, the NC State Crime Laboratory has been approved to purchase
only Agilent brand instruments for replacements or additions to the sections.

The county has been working for several years to develop and build a long term, residential, peer -led substance use
disorder treatment facility. In partnership with Trillium Health Resources, our region's LME /MCO, the county secured a
special use permit for construction of The Healing Place facility on property owned and transferred by Trillium to New
Hanover County. County staff believes that a potential partnership between Trillium and Coastal Horizons helped
secure the special use permit, as Trillium indicated at the time that it believed Coastal would be the preferred local
operator of the facility.
Since obtaining the special use permit, Trillium made a decision to contract with The Healing Place of Louisville rather
than Coastal Horizons for operation of the local facility. Prior to executing an agreement with The Healing Place of
Louisville, county staff is seeking guidance from the county commission — most specifically, should staff execute an
agreement recognizing that Coastal Horizons will not be the local operator?

term of not less than two nor more than four years. In New Hanover County, the position is called Tax Administrator.
NCGS 105 -349 authorizes the governing body of each county to appoint a tax collector to serve a term to be
determined by the appointing body. In New Hanover County, this position is called Collector of Revenue.
The County Manager recommends Allison Snell be appointed as Tax Assessor and Collector of Revenue, and carry the
functional title of Tax Administrator, for a 4 -year term effective September 1, 2020 thru August 31, 2024.

New Hanover County and the City of Wilmington are certified as disparate agencies; therefore 2020 JAG grant funding
in the amount of $77,105 is eligible as a joint allocation; New Hanover County will receive $38,552 and the City of
Wilmington will receive $38,553. Submittal of a joint application is required for disparate agencies. The New Hanover
County portion of funding will be used to purchase headset units for the Civil Disturbance Unit, Project Lifesaver
transmitters and rapid response shields for the Emergency Response Team.
There is no local match requirement.
RECOMMENDED MOTION AND REQUESTED ACTIONS:
Conduct a public hearing on the use of the 2020 JAG grant funding. After closing the public hearing, authorize the

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is entered into this the day of
2020 by and between the undersigned officials of New Hanover County, North
Carolina and Wilmington, North Carolina (hereinafter referred to as "City ") in order to facilitate
obtaining Edward Byrne Memorial Justice Assistance Grants (JAG) through the United States
Department of Justice. Further, all understandings contained herein are contingent upon the
timely passage of appropriate funding resolutions by the parties' respective governing bonds.
RECITALS
WHEREAS, the United States Department of Justice has announced the availability of
certain Edward Byrne Memorial Assistance Grant Funds through its Office of Justice Programs,
Bureau of Justice Assistance; and
WHEREAS, pursuant to federal law The Attorney General of the United States and The
United States Department of Justice, Bureau of Justice Statistics, has determined and certified
that the county bears more than fifty percent of the prosecution or incarceration costs arising
from Part 1 violent crimes; and
WHEREAS, the County and the City recognize that it would be in mutual best interest of
all parties, as well as, the furtherance of the public interest and advancement of public safety, to
cooperate one with the other in the Edward Byrne Memorial Justice Assistance Grant Process,
and further, to enter into an agreement to equitably share said grant funds.
NOW THEREFORE, the parties hereto enter into the following mutual understanding
contained herein:
1. The County and City shall join in the herein described grant process, shall use
their best efforts to facilitate said process to include, but not limited to, the
submission of appropriate and timely funding resolutions to their respective
governing boards, and shall cooperate one with the other.
2. There parties hereto agree to share on a percentage based distribution (50% City
and 50% County) any and all funds awarded under the Edward Byrne Memorial
Justice Assistance Grant and further each party shall determine their individual
funding needs. The above stated percentages shall be adjusted accordingly to
reflect the actual cost of the equipment to be acquired.
3. Based on the individual funding needs as determined by the parties and subject to
the approval of each parties' governing board, each parry may contribute a
proportional share of any matching funds if deemed appropriate.
4. In the event the actual grant award is less than the original amount requested then
the amount awarded to each parry shall be proportionately decreased and each

parties' matching fund share be proportionately decreased (i.e., if the overall grant
award is reduced by 10% then the amount to the County and/or City would
decrease by 10% and the matching funds contributed by either the County and/or
the City would be reduced by 10 %).
5. The City shall act as lead agency and shall be responsible for the following:
submitting the grant application filing all necessary attachments on behalf of both
agencies for the requiring application; receive the electronic drawdown; and
transfer the shared portion to the County; and handle grant monitoring and close-
out. Further, the County shall provide the City with receipts of the designated
expenditures in order for the City to submit the appropriate financial and program
reports. No administrative fee shall be charged by either party. All funds will be
used strictly for law enforcement purposes.
6. The City Manager has designated the City Police Department Grant Manager to
submit the application on behalf of both parties and shall provide any additional
documents requested by the JAG program office.
7. This agreement shall commence on the day of 2020 and shall
remain in effect until completion of the grant award pursuant to the Fiscal Year
2024 Edward Byrne Memorial Justice Assistance Grant.
8. The terms and provisions enumerated herein shall constitute the entire
understanding between the parties. This Memorandum of Understanding shall not
be modified or otherwise amended except in writing signed by the parties.

NEW HANOVER COUNTY AIRPORT AUTHORITY
Number of members: 7 appointed by Board of County Commissioners
Terms of Office: 4 years - appointees may not serve more than two consecutive terms and cannot
be reappointed until at least two years have expired since the end of their last term.
Compensation: None; however, the chairman is allowed a maximum of $350 per month, other
members $300 per month, for automobile /travel expenses.
Meetings: Meetings are held on the first Wednesday of every month at 5:00 p.m. in the Airport
Terminal Conference Room.
Statute or cause creating Authority: General Statutes Chapter 404, Senate Bill 410; NHC Board
of Commissioners approved expansion from 5 to 7 members on September 15, 2014.
Purpose: The Airport Authority constitutes a corporate and politic body that has the power and
authority to: (1) purchase, acquire, establish, construct, own, control, lease, equip, improve,
maintain, operate, and regulate the Airport for the use of airplanes, and other aircraft, and all
facilities incidental to the operation of the Airport; (2) to purchase, acquire, own, hold, lease and /or
operate real or personal property; (3) to acquire by purchase, lease, or otherwise and to hold lands
for the purpose of constructing, maintaining or operating the Airport and to make contracts and lease
agreements, to charge and collect fees, royalties, rents; (4) to make rules and regulations as
necessary for the proper maintenance, use, operation and control of the airport or airport facilities
owned, leased, or controlled by the Authority; (5) to provide penalties for violation of such rules and
regulations; (6) to sell, lease, or dispose of any property, real or personal, belonging to the Airport
Authority with sale of real property requiring approval of the County Commissioners; (7) to purchase
insurance; (8) to deposit or invest and reinvest funds; and (9) to operate, own, lease, control,
regulate, or grant to others the right to operate a business on the Airport premises, and to issue
revenue bonds.
The Airport Authority shall make an annual report to the Board of Commissioners setting forth in
detail the operations and transactions conducted by it. The Airport Authority employs persons
whose services may be deemed necessary by the Airport Authority.

facility). The Adult Care Home Administrators may nominate one -third of the members. If
possible, one member must be a person involved in the area of intellectual disability.
Compensation: None, but may be reimbursed for actual expenses.

Qualifications: Must be a resident of New Hanover County. No person or immediate family

I am deeply interested in and committed to building a more equitable representation of the diverse members of our community in
our local government.
What areas of concern would you like to see addressed by this committee?
Whether it's related to funding, special programs, development, crime, or other issues in our community, I want to see the voices
and opinions of our more marginalized neighbors welcomed into the discussion - lower income individuals, the disabled, young
people, and others that have not traditionally been vocal participants in local government. This is especially important as new
programs, zoning changes, and other policy roll outs often affect these groups disproportionately.
Qualifications for serving:
I feel that my professional background combined with the wide and diverse groups that I work with professionally, academically,
and in my personal time would allow me to bring new insights to the committee and represent many different and intersecting
demographics from our community. As a younger community member, I also feel that I would represent the interests of others
my age that either aren't or can't be as participatory.

I wish to serve to on this committee because I would like to take my world experiences and use them in the local community in
which I live. We can use my certifications and skills to further push the agenda forward in the community and make better
choices for the community we all live in. To help build better social and economic cohesion and we can all move forward
together.
What areas of concern would you like to see addressed by this committee?
Community outreach from what I can see there isn't much of that if is, its not shown very much on social media.
Qualifications for serving:
I spend a lot of my time with volunteering in the community "boots on the ground" so to speak. Going in homes making sure
people have water, food, beds, jobs, clothes, ect building relationships with different groups of people from all types of ethic
backgrounds. I have spend 45 days or more living with and getting familiar with the following ethic backgrounds white, Native
Americans, Koreans, Pacific Islander, Hispanic, Arabs, Kurds, Japanese, Han Chinese and Black/White British. In the time I got
to know and understand a little bit of their cultures, likes, dislikes,foods, clothing, economic background, education and ect.

Why do you wish to serve on this board or committee?
I am very passionate about creating systemic change to address discrimination and prejudice for all minority groups. We are in a
place and time where it is more important than ever that we take the steps necessary to ensure that every member of our
community is lifted up and treated as an equal. As a member of the LGBTQ+ community, I also believe that I could provide
valuable input based on my own experiences of discrimination and prejudice. Beyond that, one of the non - profits that I work
with, Start the Wave, specifically focuses on equality and LGBTQ+ rights and positive representation, so my experiences with
that nonprofit organization could benefit my role on the Community Relations Advisory Committee, particularly as it pertains to
proposing solutions for the issues that we find.
What areas of concern would you like to see addressed by this committee?
I would like to see more minorities represented at all levels of our local government and would like this committee to address the
clear racial divide that is deeply entrenched within many areas of our community.
Qualifications for serving:
I am an extremely dedicated, professional, and passionate individual with a proven track record of success working to spot and
resolve issues. I don't like to bring an issue to light unless I can also provide a potential solution for that issue and I'm willing to
roll up my sleeves and get to work, putting in the time and effort necessary to effectuate real, lasting positive change. My

and make sure they feel safe, and can be safe. As such, understanding the current climate we are, I feel like I have the
background, and the leadership to ask the difficult questions, and be professional in doing so. When I saw applications were
opened, I quickly jumped right on it.
Wilmington is my home, and I am hoping for it to be my permanent home. I have many great ideas, and a fresh mindset that
represents a passion to make my community even better when my service is up. I feel like it is my duty to serve my community,
and not just make it better for myself, but for our residents, and tourist who come to visit us. I want to receive networking
opportunities, see smiles on peoples faces when we implement a policy or law for them, and to give back to this community that
has vastly changed my life, empowered me, and brought so much positive and wonderful opportunities I wouldnt have received
anywhere else in North Carolina. Help our residents and tourist, our waterways, and create a blooming county that gives the
people back something even more.
What areas of concern would you like to see addressed by this committee?
I would like to see a bigger increase in visibility, and communication. I wish to implement a podcast, where every week we can
go live, record it, share it for and seek feedback through our community about how we should approach situations. Additionally,
when we receive feedback from our questions during a livestream, we will provide a quick survey to them to fill out, and maintain
through excel.

campaign, support for increasing equitable access and the supply of workforce housing that is affordable;
informing the Appointing Authorities and other organizations of their findings; and making
recommendations, in an advisory capacity, to the Appointing Authorities and other organizations, as
necessary. The Committee shall have the following duties:
1. To procure a workforce housing study and public opinion study, and conduct a public
awareness campaign on the topic of workforce housing.
2. To recommend, in an advisory capacity, to the Appointing Authority necessary procedures,
programs, or policies to promote workforce housing.
3. To provide the appointing authorities with an annual written report or presentation.
4. To conduct any other duties as assigned or requested by the governing Boards.
** The six (6) members of this committee appointed by the New Hanover County Board of Commissioners
and the Chair of the Community Relations Advisory Committee will also serve on the Housing Grant
Selection Committee as needed.

New Hanover County Commissioners,
Thank you for considering my application for appointment to the joint committee for affordable housing
as the REALTOR representative for New Hanover County. It would be my honor to serve the people of
the county in addressing this critical issue.
I have served (and continue to serve) on the Cape Fear REALTORS Community Affairs/ Affordable
Housing committee for the last several years. I am one of about a dozen REALTORS in town that has the
Workforce Housing Specialist designation. I also have my Short Sale and Foreclosure (SFR), Certified
Short Sale Specialist (CSSS), and Certified Distressed Property Expert (CDPE) designations. Although
those last three aren't directly related to affordable housing, they show my commitment to helping
those that need it most with the sale or purchase of their home. After all, I'm a REALTOR because I
enjoy helping people. Assisting them with the largest investment is an incredible honor and I want to
have all the tools and knowledge necessary to be the very best resource for my clients.
Over the past several years, I have witnessed the growing number of residents In our area that are
housing burdened because wages haven't kept pace with home prices and rent rates. Many of them
would like to purchase a home, but can't save up enough money to do so. These are compounded by
other factors like student loan debts that sap buying power.
I have attended the Affordable Housing summits in Wilmington over the past few years, where it's
become readily apparently that, although they may not have found the silver bullet to solve the housing
crisis, all of the larger municipalities in NC are doing something to provide some solutions. It's been very
frustrating to see Wilmington continue to discuss and study the issue while the problem continues to
get worse. I'm relieved that this committee has been formed and I am eager to help be apart of the
solution in Wilmington.
In fact, because I'm a person of action, I've been working for three or four years on a putting together a
prototype tiny cottage community sponsored by Cape Fear REALTORS in the hopes of housing some
homeless veterans in our county. It still isn't off the ground, but it continues to inch toward reality.
If you want someone to serve on this committee because they have a passion for affordable housing,
I'm your candidate. I am not out for self interests, special interests, or because I have an axe to grind. I
just have a lot of good ideas, am pragmatic in my approach, and want to help tackle this growing
problem before it gets any worse. It's not only the right thing to do for the people needing affordable
housing, it's necessary for the economy because it impacts employers in our community too if their
employees can't live near where they work.

What areas of concern would you like to see addressed by this committee: If appointed to this
committee, I would encourage further exploration and discussion between public and private entities to
work together to increase the opportunity and availability for affordable AND accessible housing for
people with disabilities. Too often the word accessible is not included in the workforce housing
discussions. Following Hurricane Florence, individuals who used mobility devices could NOT only find an
affordable place to live, but one that was accessible as well. As our population increases and more
people choose to age in place the concept of visitability should also be embraced. At disAbility
Resource Center, not only do we provide services to people with disabilities but over 51% of our staff
are individuals with disabilities. We understand the importance of affordability, accessibility and equal
access, especially for individuals whose only income is SSI. It would be a great honor to share the
experiences, observations and data to support the need to address the population whose income is
$1000.00 or less per month and how it all intersects with so many other areas in our local economy
911, Emergency Room visits, higher re- admission rates at the hospital, individual safety risks, and even
loss of human life).
Qualifications for serving I have 10+years of experience helping people with disabilities try to find
housing on an extremely low fixed - income, with no or poor credit. I often refer to this population as the
"hidden homeless." These are individuals who due to their disability can't go into a shelter for a myriad
of reasons. They often resort to staying with strangers and mere acquaintances. Often these situations
put them at further risk for their personal safety and health as well. Someone who is on disability and
receives CAP -DA services will lose those services within 30 days after they become homeless. I
understand how the referral processes works at all levels including emergency sheltering, low income
tax credit properties, targeted housing program, Section 8, public housing, transitional housing,
supportive housing and permanent housing.

Over the last 10 years, I have seen the housing market continue to shrink and pricing that has quickly
outpaced what the average income is for someone with a disability.
Additionally, cIRC applied jointly with the Wilmington Housing Authority in September 2019 for a grant
that provided 28 non - elderly, disabled, section 8 vouchers. As exciting and beneficial as that is, we
quickly discovered that even with the additional vouchers, we need more landlords to accept the
voucher so individuals can secure a place to live.
As a member of the National Council for Independent Living's housing subcommittee I have gained
valuable experience learning from others housing disability advocates from across the United States
who are also addressing the affordable housing crisis. I greatly look forward to sharing my experience
with the committee to address this critical problem in our community.

Why do you wish to serve on this board or committee?
I have moved 18 times during my life, first as the daughter of a Naval officer and then as the wife of a Federal employee. In
each new community, as both a child and a mother, it was the public library that provided me, and later our four children, with a
familiar shelter, exciting books and a welcoming staff. It is absolutely true that a library is the heart of its community. North
Carolina has long been like home to me since I began vacationing at Nags Head in 1950. My husband and I enjoyed our first
vacation at Topsail in 1975. North Carolina beach vacations, and visits to Wilmington, were always the highlight of our children's
year and we have fond memories of our many NC shore family reunions. It was our dream to retire in Wilmington.
Serving on the NHC Library Advisory Board would provide me with the opportunity to share my knowledge and skills with fellow
Board members. Were I to be appointed to serve on the Board, learning firsthand the challenges facing NHC Libraries,
particularly at this difficult time due to COVID -19, would be educational, demanding and fulfilling.
What areas of concern would you like to see addressed by this committee?
For more than thirty years, I have witnessed firsthand the transformation of libraries from print to digital collections. This
transformation has never been more essential to the continuing value of our New Hanover County Libraries than since COVID-
19 struck. Members of the public can easily access the North Carolina Digital Library collections through Libby. But do they?
These are difficult times for everyone but also provide new opportunities for education and life long leaming available through
our NHC Libraries. There are three areas of concern: 1) ensuring that when NHC schools reopen, with continued online classes
for many or most students, there are sufficient strategies in place for NHC Libraries to partner with local teachers to ensure
student use of the digital collections; the degree to which the Libraries are able to reach out to and provide services for the
vision impaired; growth of the digital collections, possibly by becoming an online only Federal Depository Library to provide
access to self - selected digital information from all branches of the Federal Government, as well as e- books, via the Government
Publishing Office's online catalog.

Association of New Jersey, the Government Documents Roundtable of the American Library Association, and the Friends of the
Law Library of Congress.

In addition to my career in librarianship, I was also a high school French teacher following college graduation. I hold the Master
of Arts in Teaching from the University of Buffalo (1971), as well as the Master of Library Science (1988) from Rutgers. These
careers have resulted in excellent oral and written skills. Lastly, I am a very service - oriented person and would consider it an
honor to be appointed to the New Hanover County Library Advisory Board. Thank you very much.

NURSING HOME COMMUNITY ADVISORY COMMITTEE
Number of Members: 11 State mandated; may appoint up to 16 based on the number of nursing
homes. The Nursing Home Administrators may nominate one -third of the members.
Term of Office: 1 -year term initially; 3 -year term thereafter
Brief on the functions: Each member shall be aware of the general conditions under which the
persons are residing in the homes, and shall work for the best interests of the persons in the homes.
This may include assisting persons who have grievances with the home and facilitating the resolution
of grievances at the local level. Each member shall make quarterly visits to the nursing home it
serves and more often if it is necessary to carry out the duties. Statute or cause creating Board:
N.C. General Statute 131 E -128.
Qualifications: Must be a resident of New Hanover County. No person or immediate family
member of a person with a financial interest in a home served by the committee, or employee or
governing board member of a home served by the committee, or immediate family member of a
resident in a home served by the New Hanover County Nursing Home Community Advisory
Committee maybe a member of this committee. Immediate family is defined as mother, father, sister,

After graduating from UNCW in 2000, 1 spent 8 years out of Wilmington in another career. Having moved back in 2008, I've built
my life and family in the Port City, and I want to be more involved in my community. I love our city and have achieved personal
and professional success here. I want to give back in any way that I can, and this seemed like an opportunity in an area that I
have a great deal of knowledge in.
What areas of concern would you like to see addressed by this committee?
To be fair, I've yet to consider what I might like to address that may fall under the purview of this committee. I will be thinking
about this moving forward, and can offer some feedback later when /if we take this conversation to the next step.
Qualifications for serving:
I live in the world of risk management via the retail insurance markets. My team insures thousands of properties in New Hanover
and surrounding counties, and I have extensive knowledge of the area. In fact, my most recently achieved designation of
Certified Insurance Service Representative (CISR) ended with a course titled "Elements of Risk Management," which covered
each of the five powerful steps in this process. This protects not only the organization's assets, but also its mission and brand.

TOURISM DEVELOPMENT AUTHORITY
Number of Members: 15 voting members: 5 ex- officio members and 10 members appointed by
the Board of County Commissioners. The five ex- officio members are the Chairman of the Board
of County Commissioners, the Mayor of the City of Wilmington, and the Mayors of the Beach
towns or whomever they appoint by each elected body. The other ten members are in the
following categories and must have experience in promoting travel and tourism:
a. Owner /manager of a hotel of 150 rooms or more in the Town of Wrightsville Beach
b. Owner /manager of a hotel in the Town of Carolina Beach
c. Owner /manager of a hotel in the Town of Kure Beach
d. Owner /manager of a hotel of 150 rooms or more in the City of Wilmington
e. Owner /manager of a hotel of fewer than 150 rooms in the City of Wilmington
f. Owner /manager of a bed and breakfast facility
g. Owner /manager of company that manages and rents more than 100 vacation rental
properties
h. Representative of a tourism attraction
i. Representative of the Wilmington Chamber of Commerce
j. Owner /manager of a restaurant business
Term of Office: 3 -years with no one serving more than two consecutive full terms (excluding
Chairman of Commissioners and Mayors).
Regular Meetings: Fourth or Fifth Wednesday of every other month at 5:30 p.m. at various
locations in the county.
Statute or cause creating Bureau: On October 3, 2002, through House Bill 1707, the North
Carolina General Assembly directed that the New Hanover County Board of Commissioners
designate the Cape Fear Coast Convention and Visitors Bureau as a Tourism Development
Authority (TDA) to promote travel, tourism, and conventions in New Hanover County, and to
administer related tourism expenditures. The TDA shall take effect and come into creation on
January 1, 2003, with all those powers, rights and duties set forth in House Bill 1707, Session
2001. The Authority shall hereinafter be known and operated as the New Hanover County
Tourism Development Authority d.b.a. Cape Fear Coast Convention and Visitors Bureau.
