HomeMy WebLinkAbout1988-09-30 Special Meeting -- ~ - <'7$' It ~ ~9/ ~ MINUTES OF SPECIAL MEETING, SEPTEMBER 30, 1988 ASSEMBLY The New Hanover County Board of Commissioners met in Special Session on Friday, September 30, 1988, at 4:00 o'clock P.M. in the General Assembly Room of the New Hanover Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: Commissioners Jonathan Barfield, Sr.; Robert G. Greer; Vice-Chairman Fred Retchin; Assistant County Manager, Mary Gornto; Assistant County Attorney, Wanda Copley; and Clerk to the Board, Lucie F. Harrell. Members absent were: Commissioner W. Albert Corbett, Jr.; Chairman Nolan 0' Neal; County Manager, G. Felix Cooper; and County Attorney, Robert W. Pope. Vice-Chairman Retchih called the Special Session to order stating the purpose of the meeting was to accept a grant offer from the Federal Aviation Administration. ACCEPTANCE OF FAA GRANT Director of Engineering & Facilities, Ed Hilton, requested acceptance of a grant offer from the Federal Aviation Administration in the amount of $2,737,698 with the condition that payments due from the United States under the terms of this grant agreement will be limited to not more than fifty percent (50%) of the maximum obligation cited on Page 2 of the document until the sponsor has cleared and protected the approach zones, transitional zones, and primary surface of Runways 23, 16, and 34 on airport property. . Commissioner Greer MOVED, SECONDED by Commissioner Barfield to accept the FAA grant in the amount of $2,737,698 as presented authorizing the Vice-Chairman to execute the document. Upon vote, the MOTION CARRIED AS FOLLOWS: Voting Aye: Commissioner Barfield Commissioner Greer Vice-Chairman Retchin Absent: Commissioner Corbett Chairman O'Neal Appreciation was expressed to all persons involved in obtaining this grant. Commissioner Greer recognized and thanked Airport Chairman, Jack Ashby, for arranging the visit with the U. S. Secretary of Transportation stating this was a major factor in obtaining the FAA grant. A copy of the agreement is contained in Exhibit Book XVI, Page 30. APPROVAL OF FIREWORKS PERMIT FOR RIVERFEST Clerk to the Board, Lucie F. Harrell, requested approval of a Fireworks Permit to the City of Wilmington Parks and Recreation Department for a fireworks display on the evening of October 1, 1988, at 9:00 P.M. from the property of the Battleship USS North Carolina in conjunction with Riverfest activities. Commissioner Barfield MOVED, SECONDED by Commissioner Greer to approve issuance of a Fireworks Permit as requested. MINUTES OF REGULAR MEETING OF OCTOBER 3, 1988 (CONTINUED) [~9~ Discussion of Bond Issue Publicity Assistant County Manager, Mary Gornto, presented a schedule of events and presentations for informing the public of the $27.5 million steam plant expansion bond referendum on November 8, 1988. She requested the Commissioners to review the schedule and inform her of events they would like to attend. ADJOURNMENT Commissioner Barfield MOVED, SECONDED by Commissioner Greer to adjourn. Chairman O'Neal called the meeting to order. DISCUSSION OF PROPOSED SMOKING POLICY FOR JUDICIAL BUILDING AND COURTHOUSE ANNEX Discussion was held on the proposed Smoking Policy presented by Judge Napoleon B. Barefoot, Judge Charles E. Rice, III and Judge Elton G. Tucker. Vice-Chairman Retchin stated he felt additional smoking areas should be designated in the Judicial and Annex Buildings; however, he could not approve the policy as presented. A lengthy discussion was held on the purchase of exhaust fans and ventilation systems that would allow smoking areas for the judicial building. Commissioner Barfield commented on the functions of courts being different from other offices and MOVED, SECONDED by Commissioner Corbett to allow the Judges to smoke in Chambers and requested the County Manager to work with the Judges in designating two additional smoking areas in the Judicial and Annex Buildings. Upon vote, the MOTION CARRIED UNANIMOUSLY.
