1989-11-09 Special Meeting I I I 7'17 ., MINUTES OF SPECIAL MEETING, NOVEMBER 9, 1989 ASSEMBLY The New Hanover County Board of Commissioners met in a joint Work Session with the Wilmington City Council on Thursday, November 9, 1989, at 8:00 A.M. in the General Assembly Room of the New Hanover County Administration Building to hear a presentation on the Smith Creek Parkway Environmental Impact Study. Members present were: Commissioners E. L. Mathews, Jr.; Vice-Chairman Nolan O'Neal, Chairman Fred Retchin; Acting County Manager, Mary Gornto; County Attorney, Robert W. Pope; and Clerk to the Board, Lucie F. Harrell. Members absent were: Commissioners Jonathan Barfield, Sr.; and Commissioner Albert Corbett, Jr. Chairman Retchin called the meeting to order. UPDATE ON SMITH CREEK PARKWAY ENVIRONMENTAL IMPACT STUDY AND PRESENTATION OF AVOIDANCE ALTERNATIVES Mr. Bert Bassett, an HNTB Consultant performing the study for the N. C. Department of Transportation, presented an update on the Smith Creek Parkway Environmental Impact Study stating the delay in completion of the study is due to environmental problems concerning landfills in the vicinity of MacRae Street, Burnt Mill Creek, and the abandoned textile mill on 23rd Street. He commented on long-range liability and avoidance alternatives to eliminate this possibility. Mr. Bassett presented a map and slides showing two proposed alternatives for placement of Smith Creek Parkway. The proposed alternatives would not interfere with the landfill and textile mill sites and would address environmental concerns. A lengthy discussion was held on wetlands and contaminated sites, particularly future liability, with emphasis being placed on addressing these issues before selecting a route. A copy of the map is contained in Exhibit Book XVII, Page 37. Discussion was held on the proposed time frame. Mr. Bassett presented the following schedule: Project Schedule 1. Completion of Environmental Impact Statement Draft - December 1989. 2. Public Hearing - Mid-February or March 1990. 3. Completion of final Environmental Impact Study - August 1990. 4. Review and Acceptance of Environmental Impact Study by Federal Agencies - August 1991. 5. Under the modified TIP Plan, purchase of rights-of-way for Smith Creek Parkway will begin in 1991 and be completed by 1993/94. 6. Construction of Smith Creek Parkway will begin in 1995/96. 7. TIP Estimated Cost for Smith Creek Parkway...... $79,600,000 not including costs that could occur due to environmental problems. Mr. Bassett stated after the public hearing has been held and final comments are reviewed, a third alternative will be proposed with each alternative being given equal consideration in the selection process.
