New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, September
23, 2020 at 2:00 p.m. at 230 Government Center Drive, Suite 110, to discuss the below items.

2:00 p.m. Item 1: BNT Company, LLC – Warehouse/Office – Commercial Site Plan
Request by Norris & Tunstall Consulting Engineers, P.C. for a commercial site plan
for the construction of warehouse/office consisting of a 10,000 square foot building
within the North Kerr Industrial Park. The subject property is located at 3133 Kitty
Hawk Road, consists of 1.17 acres, and is zoned I-2.
The applicant for the commercial item below has received the TRC comments and is working
to address them. However, they elected not to attend the regularly scheduled meeting.
O’Brien Service Company – Contractor Office – Commercial Site Plan
Request by Intracoastal Engineering, Inc., for a commercial site plan for a Contractor
Office consisting of a 24,000 square feet square foot building. The subject property
is located at 5000 block of Business Drive, consists of 2.35 acres, and is zoned (CUD)
B-1.

Preliminary plan for the Oaks at Murray Farms consisting of 62 single-family

The following comments have been received for the September 23, 2020 TRC meeting.
Please note: following the TRC meeting, a revised site plan addressing each of the below items must be
resubmitted prior to receiving approval.

1. Please update the plan with the following general corrections:
a. Please verify that the landscape island area labels on Sheet C2 match the total shown in
the Site Data Table.
b. Please show/verify that the parking spaces adjacent to Kitty Hawk Road are blocked or
curbed to prevent vehicles either from overhanging planting islands or landscaped yards
by an average of more than one foot per Section 5.4.6.D of the UDO.
2. Please show the location of any proposed dumpster, if applicable.
a. Please note that dumpsters must be screened from the view of any public right-of-way by
either vegetation or a fence that is at least 8 feet in height per Section 5.4.6.D of the UDO.
3. Please submit a Landscape Plan in accordance with Sections 5.3 and 5.4 of the UDO.
a. Please show that the site meets the required streetyard landscaping, parking lot interior,
and foundation planting requirements.
i. Please note that the parking lot interior landscaping is 8% of the total area used
for parking, loading, driveways, internal drive aisles, and other vehicular use
areas.
1. If the area behind the building is being used for storage, please label it
accordingly. This area would not be included in the interior landscaping
calculation because it would not be used for vehicular use.
2. Vegetation can be planted around the perimeter of the rear and side
property lines to achieve the 8% landscaping.

b. Please note that per Section 5.3.4.C, a minimum of 15 trees with at least a 2-inch caliper
must be retained or planted on the site for each acre disturbed by the proposed
development.
4. Is there any intention of installing signage? If so, please note any proposed sign is subject to
Section 5.6 of the UDO.
5. Please provide all NCDOT approvals upon receipt.
6. The site plan indicates that there are no regulated or significant trees located on site.
a. The tree removal permit submitted on August 18, 2020 is not required and has been
voided.

1. Site visit complete. County Fire Services is OK with the site plan.
2. If the building is sprinklered, a fire hydrant shall be placed within 100 feet of the Fire Department
connection.
3. No storage over 12-foot-high, unless permitted through this office for High Piled/Rack Storage
and requirements are met.

1. North Kerr Industrial park has an existing stormwater permit and pond. Impervious coverage will
be limited to the allocation on the master stormwater plan.
2. On-site stormwater collection systems are required to be designed for the 25-yr storm and
analyzed for the 100-yr storm.

1. Please confirm original application and deed from August 2016 are accurate or submit a new
application and deed.
2. The energy dissipator dimensions for the 15” FES, now labeled PES, is missing on page C3.

1. Please update the plan with the following general corrections:
a) Please show the proposed sign location if known;
b) Please show the structure setbacks;
c) It appears that the property line may be incorrect in the area with the
development signage.
2. Please be aware that in the B-1 district, outside storage areas are prohibited.
3. Please submit a Landscape Plan in compliance with Sections 5.3 and 5.4 of the Unified
Development Ordinance (UDO).
a. Please show that the site meets the required streetyard and foundation
landscaping requirements;
b. Please ensure that no plantings are within the sight triangles;
c. Please work with CFPUA for approved plantings in areas around utilities;
d. Please add the square footages of the parking islands;
e. Please specify the disturbed area’s acreage. Per Section 5.3.4.C, a minimum of 15
trees at least two inches (2”) DBH shall be retained or planted on the parcel for
each acre or proportionate area disturbed.
f. Buffering:
i. What is the proposed buffer type? If existing vegetation will be used
additional plantings may be required to reach the 100% opacity
requirements.

g. Screening:
i. Screening is required from the residential districts and uses for all
loading/unloading areas and heating/air conditioning units.
h. Interior landscaping:
i. Please note that the interior landscaping is 8% of the total area used for
parking, loading, driveways, internal drive aisles, and other vehicular use;
ii. Please add trees to interior parking islands. One tree is required for every
144 square feet of total interior landscaped area.
4. Tree removal and retention:
a. Please apply for a tree removal permit;
b. It appears that there are protected pine trees on the site, but only a few significant
Pines. Please indicate on the Landscape Plan the total inches proposed for removal
of the significant trees and the proposed mitigation locations.
